7 Environmental Assessment Required under the Canadian Environmental Assessment Act At minimum a Comprehensive Study would be required (Section 19(d) CEAA Comprehensive Study List Regulations) for a new NPP Highly probably that a the CNSC will refer this to the Minister of the Environment for referral to a Panel Review (Sections 20, 25 & 29 of CEAA) 7

8 Responsible/Federal Authorities Responsible Authority A federal department or agency that is required to ensure that an environmental assessment of a project conducted (CNSC, CEAA) Federal Authority A federal department or agency that may need to exercise a power in respect to the project or is in possession of specialist or expert information or knowledge that is necessary to conduct the EA (DFO, Environment Canada, NRCan, AECL) 8

9 EA Process Comprehensive Study Track Guidelines set by the Responsible Authority EA Study Report is prepared by the proponent using Technical Support Documents EA Study Report used by the CNSC staff to prepare Comprehensive Study Report Comprehensive Study Report is accepted by the CNSC Tribunal and forwarded to the Minister of the Environment for approval 9

10 EA Process Review Panel Guidelines set by the Review Panel Environmental Impact Statement (EIS) is prepared by the proponent using Technical Support Documents and submitted to the review panel When the EIS is acceptable to the Review Panel community and general/technical hearings are conducted The review panel prepares a report at the conclusion of the hearings This report is forwarded to the Minister of the Environment for approval 10

12 Technical Support Documents Requirements are set out in CEAA The Responsible Authority/Review Panel will set guidelines for the EA in accordance with the act A number of technical studies are conducted to meet the requirements set out in the guidelines Technical Studies are consolidated into Technical Support Documents Following slides cover typical Technical Support Documents for NPPs 12

22 Follow-up Program Purpose: To assist in determining if the direct and cumulative effects of the project are as predicted in the EA Study Report To confirm whether the impact mitigation measures are effective and thus determine if new mitigation strategies are required The program is designed to focus on the effects identified in the EA Study Report 22
