MINISTRY OF ENERGY OF THE RUSSIAN FEDERATION RUSSIAN ENERGY AGENCY Present and Future Cooperation in the Energy Field within Asia- Pacific Region RUSSIAN VISION 2014 Policy Dialogue on Energy for Sustainable Development in Asia and the Pacific Bangkok, November 2014

APR energy market The most significant changes in world energy now are associated with the increased role of the Asia-Pacific energy market. Since the beginning of the century the consumption of primary energy resources in this region has increased by almost 2 times, which is almost 3 times higher than the worldwide average rates. Primary energy consumption, Mtoe Change 2013 over 2000 APR 2651,2 5151,5 94,3% World 9382, ,4 35,68% Source: BP Statistical Review of World Energy 2014

APR energy market Natural gas, the most ecologically clean conventional fuel, maintains the highest consumption growth rates. The global gas market over the last 15 years has increased by almost 50%, gas consumption in Asia and the Middle East has increased more than 2,5 times. Natural gas consumption, Mtoe Change 2013 over 1998 APR 228,4 575,2 151,8% World 2045,4 3020,4 47,6% Source: BP Statistical Review of World Energy 2014

APR energy market In the medium term prospect the Asia-Pacific region reliance on oil imports will reach 80%, which will make the region the main importer of this important energy resource. The region's share in global gas consumption also increased significantly; and the leader of the growth in gas demand will be China, which is expected to 6-fold increase.

The Power of Siberia pipeline Implementation of infrastructure projects, among which the special importance for Russia to build a gas pipeline "Power of Siberia", promotes disclosing of the industrial capacity of participating countries, creates new forms of interstate cooperation in the energy sector.

The high cost of new energy projects is forcing investors to be very careful in risk management, respond to the changes of political and economic environment. After the crisis of 2008, more than 20 planned to implement large-scale oil and gas upstream projects total value of $ 170 bill. US were frozen and have not been implemented so far.

Key areas of cooperation in the energy sector 1. Supplies of LNG to APR countries Asia-Pacific market is the most attractive for Russian LNG projects (in particular, "Yamal LNG", "Vladivostok LNG" and "Far East LNG"). It should be noted that after installation of all planned LNG plants in Russia, our share in the Asian LNG market could reach about 25-30% by Pipeline supplies of Russian hydrocarbons to APR countries The development of Chayandinskoye oil and gas field in Yakutia and Kovykta gas condensate field in Irkutsk region will provide reliable raw materials base for the pipeline project "Power of Siberia", providing not only supply of natural gas to China by "eastern" route in a volume of up to 38 billion cubic meters. m per year, but also strong support of Russian Far East economic development.

Key areas of cooperation in the energy sector 3. Implementation of joint projects in the Russian Federation and Asia-Pacific Region Development of the Srednebotuobinsky field (the project Taas-Yuryakh) - by JSC Rosneft and Chinese CNPC company - located in relation to the pipeline of ESPO and the main points of oil supply to China Construction of Tyantszinsky oil refinery - by JSC Rosneft and Chinese CNPC company - oil supply from Russia for it will make 9.1 million tons per year within 25 years (Port of Kozmino) 20% participation of ONGC Videsh Ltd. in the share capital of the Sakhalin-1 Project - preparation for construction is conducted by JSC Rosneft within the Sakhalin-1 Project 20% participation of the Chinese CNPC company in the "Yamal LNG" project of JSC Novatek The joint Russian-Vietnamese ventures with participation of "Petrovyetnam" Advisory and Monitoring Group

Key areas of cooperation in the energy sector 4. In the area of electricity: Elaborating an idea of the project the "Asian Super Circle" assuming association of power supply systems of Russia, China, Mongolia, South Korea and Japan and allowing to organize large-scale export of the Russian electricity to the project s members-countries 5. Strengthening cooperation in the coal sector Expansion of railway and port infrastructure in Far East regions of Russia will allow increasing the export of the Russian coal to Asia- Pacific Region countries to million tons by 2030 therefore the APR market will become the main direction of coal export supplies from Russia.

The Russian Federation is for mutually beneficial cooperation which will promote the solution of the tasks set up in the Ministerial Declaration adopted at the First Asia Pacific Energy Forum in Vladivostok in 2013: - Diversification of energy supplies; - Demand stabilization; - The transportation routes safety strengthening; - Introduction of technological innovations, - Forms and mechanisms of cooperation adjustment in interests of energy security and a sustainable development of the Asia Pacific Region.
