1 112th SEIAA Meeting Agenda SEIAA Meeting number: 112 Meeting Date July 27, Discussion Item: 01 Open Exhibition Centre and Parkland at Sector 5&8, PCNTDA, Pune : The Development Plan of Pimpri- Chinchwad New Town comprises of 45 sectors of which, Sectors 5&8 are allocated for Industrial Exhibition Centre. Master plan for Exhibition and Convention Centre at International scale was prepared and approved in The work of development was proposed to be executed in phases, from year However, the development of the entire project of Industrial exhibition and convention centre of International scale with allied facilities and activities are not viable until the necessary infrastructure and connectivity such as the proposed Metro and BRT are in place. Hence there is no proposal at present to proceed with full-fledged the development of the project. Meanwhile, since Pimpri-Chinchwad area lacks a well-planned venue with provision of essential amenities as well as well-organized parking for the conduct of Exhibitions and public events at local level, PCNTDA has demarcated out of the total land of Sector 5&8, an area of Ha to create Open exhibition centre and Parkland. The proposed work of Open Exhibition Centre and Parkland includes landscaping and tree plantation, development of access roads and parking lot, street and area lighting, construction of compound wall, substations and toilet blocks. The total built up area proposed to be constructed is 297 sqmt. In this regard, the following decisions have been undertaken to date.- 31st meeting of the SEAC-III (NQN-MMR) held from 10 August to 13 August, 2015 : During the meeting PP explained the proposal for the development of area proposed for Open exhibition which is proposed to be developed in next ten years. PP was advised the prior Environmental Clearance for the activities to be carried out before starting the work on site. 44th meeting of the SEAC-III (NQN-MMR) held from 28 March to 31 March, 2016 : During discussion committee noted that PP is not ready with their Proposal. It was advised to make project proposal and submit CS if they wish to apply for Environmental clearance for proposed development 52nd Meeting of the SEAC-III (NQN-MMR) held from 29 August to 1 September,2016 : During the meeting PP informed that PP proposes open exhibition Centre having construction of toilets blocks only of about 300 sqmt. area which less than 20,000 sqmt and total plot area of development is ha. which is less than 50 hq. Hence the PP was asked to submit an affidavit stating the same. After deliberation committee opined that as per provisions of EIA ification, 2006 at present, EC is not for the proposed project. SEAC III decided to refer the proposal to SEIAA to take further decision as per above findings of committee. In view of above SEIAA decided that no prior environmental clearance as per the provisions of EIA ification, 2006 is required as the total built up area proposed to be constructed is 297 sqmt. Hence the proposal was delisted. ****** Discussion Item: 02 Order passed by Hon ble Madras High Court on : SEIAA noted the Order passed by Hon ble Madras High Court on in W.P.No of and WMP 12134/. It was noted that the respondent is prohibited from taking any further action pursuant to ification of Ministry of Environment and Forest and Climate Change.
