4 STRASBURG CREEK FLOOD CONTROL ENVIRONMENTAL ASSESSMENT, PEDESTRIAN CROSSING ADDENDUM Purpse f Addendum April 22, Purpse f Addendum The Strasburg Creek Fld Cntrl (Schedule B ) Class Envirnmental Assessment (EA) was cmpleted in May 2014 fr the City f Kitchener t assess the preferred means t incrprate the required fld cntrls int the Strasburg Creek system (Strasburg Creek Fld Cntrl Class Envirnmental Assessment Envirnmental Study Reprt, Stantec Cnsulting Ltd., May 2014). The primary fld cntrl feature assciated with the Hurn Rad crssing has already been cnstructed and n changes t this cmpnent are being cntemplated. The riginal study als cnsidered ptential changes t the cnfiguratin f the stream crssing f Fischer-Hallman Rad at the upstream limits f the study area. At this lcatin, there were tw criteria: 1. The crssing is required t cnvey Reginal Strm flws acrss the radway with a maximum upstream fldplain elevatin f m (based n previus fldplain assessments) 2. The City desired a pedestrian crssing at this lcatin as part f the City Trails Master Plan, and the EA assessed whether this trail crssing culd be incrprated as part f the stream cnveyance system Fllwing cmpletin f the Fld Cntrl Class EA, the Regin f Waterl began wrk n an Envirnmental Assessment fr the upgrades t Fischer-Hallman Rad thrugh the same study area. New infrmatin frm this prcess is nw available, including preliminary rad prfile and crss sectins, and a mre detailed cnsideratin f the existing watermain. It has been determined that the watermain is the primary supply fr the Hurn Village Cmmunity, and as such cannt be mved r temprarily shut dwn t facilitate cnstructin. The pedestrian crssing at Fischer-Hallman Rad and Strasburg Creek was identified in the Fld Cntrl EA as a belw-grade crssing (in assciatin with the stream cnveyance system), which wuld require the relcatin f the watermain. With these details nw available regarding the prpsed Fischer-Hallman Rad imprvements, the City has requested that additinal wrk be cmpleted t ensure that the mst apprpriate frm f pedestrian crssing is cnsidered, given that the pedestrian crssing can be independent f the stream cnveyance system. It was determined that additinal examinatin f ptential frms f pedestrian crssing shuld be cmpleted thrugh an Addendum t the Class EA. The prpsed prblem statement fr this addendum is: Determine the mst apprpriate means f prviding a safe pedestrian crssing f Fischer- Hallman Rad t link future urban develpment areas t the west with the Hurn Natural Area and trail system t the east. The crssing must nt cmprmise the Strasburg Creek flw cnveyance capacity, the City f Kitchener Multi-use Pathways and Trails Master Plan, integrate with the Fischer-Hallman Rad Class EA and must minimize impacts t existing infrastructure, including the 450 mm diameter watermain. lm v:\01603\active\ \design\reprt\addendum\rpt_d22-15_lm_scfcea_addendum_v5.dcx 1.1

5 STRASBURG CREEK FLOOD CONTROL ENVIRONMENTAL ASSESSMENT, PEDESTRIAN CROSSING ADDENDUM Backgrund April 22, Backgrund The Strasburg Creek watershed is lcated in the suthwest part f the City f Kitchener. The Main/Middle branch f Strasburg Creek riginates nrthwest f the intersectin f Fischer- Hallman Rad and Bleams Rad and flws generally sutheast thrugh a well-defined, wellvegetated valley crssing Hurn Rad apprximately 1 km west f Strasburg Rad. The Strasburg Creek Master Watershed Plan (SCMWP) was cmpleted by Paragn Engineering Ltd. (nw Stantec Cnsulting Ltd.) and Eclgistics Ltd. in As part f the study, hydrlgic mdelling fr the watershed was cmpleted based n assumed develpment patterns and recmmended a series f majr n-line fld cntrl structures t minimize the ptential fr dwnstream flding and ersin impacts. The Grand River Cnservatin Authrity (GRCA) and the City f Kitchener apprved the SCMWP shrtly after its cmpletin. One f these n-line fld cntrl structures was recmmended fr cnstructin just upstream f the Main Branch s crssing f Hurn Rad. The functin f the prpsed structure was t cntrl utflws fr infrequent strm events t minimize the ptential fr negative dwnstream flding impacts due t the develpment f the upstream catchments. As a result f the SCMWP, the City identified the necessity f preparing a Schedule B Class Envirnmental Assessment (EA) t examine alternatives fr the prpsed means f prviding sufficient cntrls upstream f Hurn Rad. The Class EA fld cntrl recmmendatins have been implemented in cnjunctin with the recnstructin f Hurn Rad and are nw currently in place and functinal. While the primary fcus f the Fld Cntrl EA was t ensure that the flw cntrl targets are achieved dwnstream f Hurn Rad, further evaluatin was als cmpleted at the Fischer- Hallman Rad crssing upstream f Hurn Rad t address fldplain issues with existing and future develpment, and accmmdate a pedestrian crssing. The study made recmmendatins as t the preferred pedestrian crssing cnfiguratin in cnjunctin with the stream cnveyance system. As the Regin f Waterl prceeded with additinal wrk n Fischer-Hallman Rad upgrades, including rad prfiles, crss sectins and watermain details the City has requested that additinal wrk be cmpleted t ensure that the mst apprpriate frm f pedestrian crssing is cnsidered, given that the pedestrian crssing can be independent f the stream cnveyance system. Based n the riginal EA, it was determined that additinal examinatin f ptential frms f pedestrian crssing shuld be cmpleted thrugh an Addendum t the Class EA. 2.1 PREVIOUS REPORTS This Class EA Addendum uses infrmatin frm several ther cmplimentary prjects and City dcuments including the fllwing: lm v:\01603\active\ \design\reprt\addendum\rpt_d22-15_lm_scfcea_addendum_v5.dcx 2.1

An implementatin plan was prepared fr the City f Kitchener that identified the intended areas f imprvements within the Hurn Natural Area (HNA). These included trails, bardwalks, interpretatin areas and cnnectin pints t the HNA and the surrunding cmmunity. Phase 1 identified a cnnectin and trail alng Strasburg Creek and a cnnectin acrss Fischer-Hallman Rad. Alder Creek Watershed Study and Upper Strasburg Creek Subwatershed Plan Update (2008). The tw watersheds (Alder Creek and Strasburg Creek) are lcated beside each ther and have recgnized inter-relatinships between grundwater systems and surface water systems. This study prvided water quality and water quantity cntrls as well as land use management t prtect vulnerable areas. Upper Strasburg Creek Class EA (Fischer-Hallman Rad crssing) (2008). This study was intended t reslve fldplain and majr flw cntrl issues under existing cnditins, upstream f Fischer-Hallman Rad by determining which mdificatins may be required t the Strasburg Creek Culvert at Fischer-Hallman Rad t reduce the Reginal Strm fld elevatin t 335 m. A Reginal Strm elevatin f 335 m is required t prevent flding f the existing prperties and structures upstream f Fischer-Hallman Rad. The recmmend slutin was the mdificatin f the existing Fischer-Hallman culvert t cnvey Reginal Strm flws under the radway s that the water level was less than 335 m. This EA acknwledged that the Strasburg Creek Fld Cntrl EA culd supersede the Upper Strasburg Creek EA relating t fld cntrl requirements fr the Reginal Strm. Hurn Rad Imprvements Class EA (2010). Hurn Rad thrugh the study area was in need f recnstructin and upgrade due t infrastructure deficiencies related t pavement cnditin, radway traffic capacity, strm drainage, hrizntal and vertical rad gemetrics and vehicle and pedestrian safety. The primary bjective f the Hurn Rad Class EA Study was t identify the preferred alternative fr upgrading the rad crridr t a fully urban cnditin and imprving the verall servicing cnditins f the rad. These imprvements were subsequently implemented as utlined in the Hurn Rad Re-cnstructin final engineering plans (2012) Suthwest Urban Area Study, Strmwater Management Strategy (2011). This study assessed and recmmended strmwater management criteria fr the Rsenberg Area upstream f Fischer-Hallman Rad City f Kitchener Urban Design Manual, Sectin 4.8 Fischer Hallman Rad Crridr (2012). The Urban Design Manual has a clearly defined visin and guidelines fr the Fischer-Hallman Rad Crridr. This crridr will functin as the central spine fr the Rsenberg Cmmunity that will supprt transit thrugh the develpment f cmmercial, residential and ffice develpment thrughut the crridr. The entire streetscape is t create a sense f chesin with distinguishable urban and natural character areas within it. City f Kitchener Multiuse Pathways and Trails Master Plan (2012). The Master Plan is a cmprehensive City wide plan fr the lng term implementatin f multi-use pathways and trails. Trail types, surfacing, lcatins, wayfinding and general details are identified within this master plan. A trail was identified t crss Fischer-Hallman Rad at Strasburg Creek. This trail wuld prvide a cnnectin t the Hurn Natural Area and the future develpment alng the Fischer-Hallman Crridr. The trail was identified as a desired secndary trail cnnectin (Type 2). Type 2 trails are cnsidered variable surface with 3 seasn maintenance. These trails wuld be 3.0 m wide and culd be cnstructed with a cmpacted granular surface (e.g., stne dust) but cnsideratin culd be given t cnstructing the trails using asphalt r cncrete if site cnditins warrant the change t surface treatment. Strasburg Creek Fld Cntrl EA Envirnmental Study Reprt (2014). Previus studies had cncluded that several prperties were susceptible t flding, and the recmmended measures were t implement fld cntrl structures n Strasburg Creek. The primary bjective f the Strasburg Creek Fld Cntrl EA was t identify the preferred alternative t prvide the required fld prtectin (per the SCMWP) fr fld vulnerable prperties dwnstream f Hurn Rad. The recmmended fld cntrl structures have been cnstructed. The study als cnsidered ptential cnfiguratins fr a belw-grade crssing at the upstream limit f the study area (Fischer-Hallman Rad). It was anticipated that these features wuld be implemented in cnjunctin with Fischer-Hallman Rad imprvements, and therefre they have nt yet been cnstructed lm v:\01603\active\ \design\reprt\addendum\rpt_d22-15_lm_scfcea_addendum_v5.dcx 2.3

8 STRASBURG CREEK FLOOD CONTROL ENVIRONMENTAL ASSESSMENT, PEDESTRIAN CROSSING ADDENDUM Addendum Apprach April 22, Addendum Apprach Sectins A4.1.1 and A4.3 f the Municipal Class Envirnmental Assessment guideline (MEA, amended in 2011) includes discussin n revisins t prjects fllwing cmpletin f the ESR. Where it is necessary t revise Schedule B prjects, the addendum prcess includes: Specific elements f the previus prject can be amended, as ppsed t the entire prject. In this case, nly the pedestrian crssing cmpnent has been re-pened fr review; the remaining prject elements d nt require any revisin. A revised ntice f cmpletin is required t be filed, hwever n public meeting is required. In the interest f transparency, a ntice f cmmencement was issued (February 20, 2015) at the utset f the prject (a cpy f the ntice is included in Appendix A). The standard 30- day public review perid is still required fr the addendum. Meetings with the City Steering Cmmittee were held t review the alternatives, present evaluatin criteria, design ptins and present the preferred alternative. Meeting ntes are included in Appendix B. Preparatin f the final reprt that clearly identifies the prcess undertaken thrugh the addendum prcess, evaluatin criteria, alternative reviews, evaluatin f alternatives and presentatin f a preferred alternative including selectin ratinal. Presentatin f final reprt t Cuncil fr apprval f the preferred alternative. A Ntice f Cmpletin fr the Pedestrian Crssing Addendum t the Strasburg Creek Fld Cntrl EA was filed n May 8, 2015 as per the MEA guidelines (a cpy f the ntice is included in Appendix A). 3.1 DESCRIPTION OF PEDESTRIAN CROSSING ALTERNATIVES The alternatives t be cnsidered in this addendum were reviewed with and cnfirmed by the Steering Cmmittee in Meeting #1 (January 29, 2015). They include: 1. D Nthing. Under this alternative, n new trail infrastructure will be intrduced int the area. Refer t Figure Belw Grade Crssing. Culvert and pedestrian crssing per the riginal Class EA. The culvert will cnvey water during large strm events, and sectins f the trails will be lcated within the fldplain. Lighting will be required. Refer t Figure 2 and Abve Grade Crssing. Pedestrian bridge with ftings utside f the right-f-way will need t be a minimum f 5 m high t accmmdate truck traffic and therefre significant ramps will be required fr accessibility. Three ptential lcatins were cnsidered, including: a. Optin A: At Creek. Mid-blck crssing near the Strasburg Creek culvert as per the Trails Master Plan. A pedestrian refuge island will be required. Refer t Figure 6 and 7. b. Optin B: At Bleams Rad. Pedestrians directed nrtherly alngside Fischer-Hallman Rad t crss at the future Bleams Rad rundabut. Refer t Figure 8. c. Optin C: At Rsenberg Way. Pedestrians directed sutherly alngside Fischer- Hallman Rad t crss at future Rsenberg Way rundabut. Refer t Figure EVALUATION CRITERIA The evaluatin criteria used in this Addendum were reviewed and discussed with the steering cmmittee, and are similar t thse used in the riginal Class EA, with a few revisins t reflect the shift in fcus frm fld cntrl t trail issues. The primary change was the additin f the categry f Public Safety t reflect these criteria as a key cmpnent fr the evaluatin. Each evaluatin categry has several individual criteria. Thrughut the Addendum prcess, the varius alternatives were reviewed and discussed by the Prject Team and agency representatives. Each alternative was assessed using the evaluatin criteria and with a measure (scre) assigned t each. This alternative cmbines a trail with a fld cntrl culvert which wuld prvide a safe and assessable crssing belw the rad. Hwever, there are a number f challenges with this alternative including cst cnstraints and cnstructability assciated with relcating the watermain n Fischer-Hallman Rad as recently identified by the City and Regin, which is the primary supply fr the Hurn Village Cmmunity. Being a cmbined use culvert, 45 m lng by 4 m wide, there are lng term maintenance csts assciated with the cleaning pst flding, replacement f lights and ptential fr graffiti remval. When cmpared t the preferred alternative this alternative had mre encrachment int the fldplain by the nature f where the trail and crssing was lcated. The Strasburg Creek watershed is lcated in the suthwest part f the City f Kitchener. The Main, r Middle, branch f Strasburg Creek riginates nrthwest f the intersectin f Fischer-Hallman Rad and Bleams Rad and flws generally sutheast, crssing Hurn Rad apprximately 1 km west f Strasburg Rad. The Strasburg Creek Master Watershed Plan recmmended, amng ther things, a fld cntrl structure just upstream f Hurn Rad t minimize the ptential fr dwnstream flding and ersin impacts.
