2 Methodology followed in Montenegro to designate the air quality management zones 2

3 Within the program "Cooperation in the field of environmental protection" between the Italian Ministry of Environment, Land and Sea and the Montenegrin Ministry of Sustainable Development and Tourism, the Italian company Techne Consulting s.r.l. provided technical support to the Montenegrin Environmental Protection Agency for setting up of the air pollutants emission inventory at national and local level, for Results of the inventory have been used for assessment of pollution levels and for establishing of the air quality zones throughout Montenegro. 3

4 Legislative references The analysis of the actual situation finalized to the establishment of the air quality zones has been done according to the provisions of: Directive 2008/50/EC related to SO 2, NO x, PM 10, PM 2,5, CO, benzene, Pb, Ozone Directive 2004/107/EC related to Heavy Metals (As, Cd, Ni, Hg) and PAH 4

5 Preliminary assessment - methodology AQ preliminary assessment has been realized according to the provisions established by EU legislation All available data and information have been used, in particular: Information on the territory of Montenegro Emissions inventory results Air quality modeling results Available air quality data 5

9 Current situation Map 1 In accordance to Regulation on air quality monitoring network (2010) EPA has started activities for establishing National Air Quality Network. Regulation foresees 7+1 (EMEP) monitoring sites in 3 zones South and North Critical Zones and Maintenance Zone

12 PROGRAM OF MONITORING According to Montenegrin Law on Air Protection EPA proposes AQ monitoring plan to Ministry for Sustainable Development for adoption Monitoring plan is adopted by Government EPA opens a call to accredit institutions for AQ measurements and chooses best institutions, which fulfills foreseen conditions Until now, in Montenegro only CETI has performed AQ measurements in accordance with Directive 2008/50 Equipment used for AQ measurements is regularly calibrated and checked according to QA/QC plan in CETI Monthly and Annual Reports have been sent to EPA 12

13 According to NPI Rulebook on detailed content and method of making information on air quality will be adopted until end of 2011 After setting up National AQ Monitoring Network (7+1 automatic stations), which is minimum number of sites in accordance to Directive, assessment of spatial coverage sufficiency will be done Comprehensive Information system is not establish yet EPA didn t establish on line access to data from automatic stations, but it should be done by the end of the year. Based on monitoring results EPA makes Report on the State of Environment in which AQ monitoring data are presented (National level) 13
