8 1 INTRODUCTION 1.1 Project Background 1. The Asian Development Bank (ADB) has approved Loan 3161/8286-VIE:1 Ha Noi and Ho Chi Minh City Power Grid Development Sector Project to strengthen the capacity and reliability of the power infrastructure in Ha Noi and Ho Chi Minh City through the rehabilitation and development of the 220 kilovolt (kv) and 110 kv grid. Hanoi Power Corporation (EVN HANOI) and Ho Chi Minh City Power Corporation (EVN HCMC), which are respectively responsible for the power supply in Ha Noi and Ho Chi Minh City, are the executing agencies. The project s impact will be that growth in national electricity demand is met in a sustainable manner, and the outcome will be improved reliability and efficiency of electricity supply in Ha Noi and Ho Chi Minh City. 2. The project s outputs, categorized into four distinct groups to enable more focused monitoring of project performance, are the development and/or rehabilitation of: (i) four core substation and transmission line subprojects in Ha Noi, (ii) four core substation and transmission line subprojects in Ho Chi Minh City, (iii) up to 19 noncore substation and transmission line subprojects in Ha Noi, and (iv) up to eight 2 noncore substation and transmission line subprojects in Ho Chi Minh City. 1.2 Report Purpose 3. This report presents the results of the environmental management performance and internal monitoring activities for period of January- June The report covers the following: - Status of compliance with ADB environmental loan covenants and with the environmental requirements of the Government of Vietnam during the report period. - Status of implementation of the environmental mitigation measures during the report period of January- June 2017, under construction five subprojects (Sơn Tay s/s, Phu Nghia s/s, Thuong Tin- Thanh Oai T/L, Thuong Dinh s/s, Son Tay T/L) based on the EMP requirements included in disclosure IEEs - Recommending measures to mitigate the negative impacts on the environment for the construction phase. - Monitoring results during operation phase of 5 subprojects namely: (i) Construction of Noi Bai airport S/S (110kV); (ii) Mo Lao S/S (110kV) and 110kV Branches; (iii) Chem - Tay Ho T/L (220kV); and (iv) Thanh Xuan S/S (110kV). 1.3 Project implementation progress 4. As stated in the approved IEE, the independence environmental monitoring consultant will not be mobilised to conduct environmental monitoring. Thus, the monitoring tasks have been assigned for Construction Supervision Consultant (CSC), Hanoi Development Project Management Board (DPMB) with support of Project Implementation Consultant (PIC). This monitoring focus on monitoring implementation of environmental protection measures of the construction contractors. The status of internal environmental monitoring system as well as preparation of national EIAs and IEEs and construction states are summarized in Figure 1. 1 The funds are from ADB s ordinary capital resources (OCR) and ASEAN Infrastructure Fund (AIF). 2 There were nine suprojects proposed in the original list, but one (11kV Cat Lai An Khanh power line) was withdrawn in 2017.

10 5. The construction progress during the reporting period and to-date for each of the sub-projects is described below. During the first semi-annual period 2017, the construction activities are taking place in 5 subprojects: i) Rehabilitation of Son Tay 110KV substation-e1.7; ii) Phu Nghia 110KV substation and 110KV line; and iii) Construction of 110kV line from Thuong Tin 500 / 220kV substation supplying electricity to Thanh Oai 110kV, iv) Expansion of Thuong Dinh S/S (110kV) - E1.5, v) 110kV line to 220kV Son Tay S/S. Particularly, Rehabilitation of Son Tay 110kV Substation- E1.7, Phu Nghia s/s and Thuong Tin- Thanh Oai TL subproject have been continuing from the second semi annual period 2016; two other have been started in January The scope of each contract package and its implementation period is summarized in Table 2. Construction of new Phu Nghia- Xuan Mai 110kV transmission line of km long with an acquired area of 256,355 m 2 ; and two 110kV feeder bays at vacant 110 kv distribution yard of 220kV Xuan Mai, in Thach Hoa commune, Quoc Oai District, Ha Noi City Construction of new 110kV transmission line consists of building thirteen (13) towers with total length of overhead line is km. 11 Expansion of Thuong Dinh 110kV substation - E kV line to 220kV Son Tay Substation ADB- HNPC- TD-W01: Constructi on of substation ADB- HNPC- NRST- W01 Thuong Dinh 110kV station was built and energized on December 2012 in an area of 4,844.16m2. It currently operates with 03 transformers of a total capacity of 166MVA. This subproject will install 02 additional 63MVA power transformer on an expansion area of approximately 2,705.6m 2. The whole expansion is made on part of Thuong Dinh Warehouse that is managed by National Power Transmission Corporation The subproject Construction of 110kV transmission line from the 500/200kV Thuong Tin substation to the 110kV Thanh Oai substation consist of construction of a new 110kV transmission line which consists of 13 towers with total length of overhead line is km. The new 110kV transmission line goes through nine (8) communes/town in two (2) Thuong Tin and Thanh Oai districts, Hanoi city. Works on all packages PN-W01, TD-W01 and NRST-W01 are now moving forward and ST- W01, TT-TO-W01 have been operating since June Until June 2017, the completed work items include three packages namely PN-W01, TD-W01 and NRST-W01 with a working progress of 98%, 95% and 70% respectively. Works on these three packages are proposed to complete in July The monthly construction progress of five ongoing subprojects (Son Tay s/s, Phu Nghia s/s, Thuong Tin- Thanh Oai T/L, Thuong Dinh s/s and Son Tay T/L) is summarized in Table 3. 11

As stated in the approved IEE, the independence environmental monitoring consultant will not be mobilised to conduct environmental monitoring. Thus, the monitoring tasks have been assigned for Construction Supervision Consultant (CSC), HANOI DPMB with supported by Project Implementation Consultant (PIC). This monitoring focus on monitoring implementation of environmental protection measures of the construction contractors. The status of internal environmental monitoring system could be summarized in Figure 1. The detail description of Environmental monitoring responsibilities of each stakeholder is presented in Table 4. 16

The EMP compliance monitoring has been conducted through: i) reviewing the completed monthly EMP compliance forms of CSCs for each civil work package; ii) Site inspection by HANOI DPMB (weekly); iv) environmental effect monitoring; and iv) Random site inspection by PIC, at least twice per year Document review of Monitoring Compliance with EMPs by CSC 11. All documents related to environmental management of the project are collected and reviewed to understand the performance of mitigation measures through its documentation. The reviewed documents include: internal monitoring reports of contractors of ongoing civil work packages, site inspection of CSC for every ongoing civil work packages, contractor environmental management plans (CEMP) and biding and contract documents. The Monthly reports on EMP compliance of contractors are done through site inspection of CSC for every ongoing civil work packages. Site visit has been conducted by HANOI DPMB (weekly). The PIC visits construction site at least two times every year. During this report period, PIC has conducted site visit on 18 April 2017 to random check performance of contractors on the site, check the location of worker camps, interview workers. 3 Compliance with ADB loan covenants and applicable government laws, regulations and requirements 3.1 Compliance with ADB loan covenants 13. 23 ADB Environmental loan covenants during construction, implementation or operation of the Project that were not considered in the IEE, the EMP, and the RP. Schedule 5, Para. No 10 (e) The Borrower shall cause the Executing Agencies to do the following: (a) submit semimanual Safeguards Monitoring Reports to ADB until the Project completion and disclose relevant information from such reports to the affected persons and to ADB web site promptly upon submission; (b) if any unanticipated environmental and/or social risks and impacts arise during construction, implementation or operation of the Project that were not considered in the IEE, the EMP, and the RP, as applicable, promptly inform ADB of the occurrence of such risks or impacts, with detailed description of the event and proposed corrective action plan; and (c) report any actual or potential breach of compliance with the measures and requirements set forth in the EMP, and the RP promptly after becoming aware of the breach. The environmental requirements of the Government of Vietnam are followed by HANOI DPMB and Constructors in general, but some improvements are required for full compliance. 4 Incorporation of Environmental Requirements into Project Contractual Arrangements 17. The environmental consideration has been incorporated into the subproject documents such as the EMP/IEE and the bidding and contract (B&C) documents of PN-W01-L01, PN-W01-L02, TTTO- W01, ST-W01, TD-W01, NRST-W01 as stated in Appendix A. 18. In these B&C documents, the content of the potential environmental impact and proposed mitigation measures for construction period in the EMP chapter in IEE and the emergency respond plan are included. 5 Summary of Environmental Mitigations and Compensation Measures Implemented during the Construction Phase 19. During this report period, 6 construction packages of 5 subprojects, namely: Son Tay substation (1 package), Phu Nghia substation and connecting line (2 packages), Thuong Tin Thanh Oai transmission line (1 package), Son Tay TL (1 package), Thuong Dinh Substation (1 package) are under construction. The monthly site inspection was conducted by the environmental officer of the HANOI DPMB. The Construction supervision consultant monitor at construction site every day.

26 5.1 Environmental Mitigation Measures Implemented 20. The environmental mitigation measures implemented at the five subprojects are as follows: Rehabilitation of Son Tay 110KV substation 21. Son Tay substation is built in a closed area within a surrounding wall. Warning signs and barriers around work areas were erected. Site could only be accessed with permission of contractor. The construction activities are conducted inside the substation area. Thus, the environmental impact, such as, dust and noise to residential areas is negligible. Building materials are gathered in the substation area, therefore it does not create dust and does not make traffic obstructs. The excavated area was limited to the area needed for construction only. There is no clearance of vegetation and other facilities outside the construction area. The contractor has applied dust control measures: covered truck transporting construction material; surrounded construction site by a fence. The work generating big noise is implemented at daylight hours only. Oil and fuel from machinery was collected and disposed to Son Tay landfill, which is licensed site for solid waste treatment/disposal. All fuel storage areas were securely fenced and provided with oil and water separators. All waste oil and oil filters was collected and if possible recycled, otherwise to be disposed of to Son Tay landfill. The workers are supplied on-site with potable water Phu Nghia substation and connecting line 22. Sites are located inside the subproject area so that they do not interfere with the welfare or social cohesion of surrounding communities. The connection line traverses Thanh My and Xuan Son communes of Son Tay Town, and mainly passes through paddy fields, rain-fed crop growing area, and low hills in line with the master plan of the satellite urban area of Son Tay. During this report period, PIC conducted site visit on 14 April 2017 to random check performance of contractors on the site of all five subprojects under construction: i) Rehabilitation of Son Tay 110KV substation-e1.7; ii) Phu Nghia 110KV substation and 110KV line; and iii) Construction of 110kV line from Thuong Tin 500 / 220kV substation supplying electricity to Thanh Oai 110kV, iv) Expansion of Thuong Dinh S/S (110kV) - E1.5, v) 110kV line to 220kV Son Tay S/S. 31. The main findings from site visit could be summarized as below: Rehabilitation of Son Tay 110KV substation The good points: 27

28 - Son Tay substation has been nearly completed. The machine installation activities are conducted inside the substation area. Thus, the environmental impact, such as dust and noise to residential areas is negligible. The equipment area is surrounded by safety string to warn outside people enter the dangerous area (Appendix B -Photo 1) - The safety regulation board is in place (Appendix B -Photo 2) - The washing/bathing place for workers is quite neatly (Appendix B -Photo 4) - No complaints from surrounding residents about the environmental problems caused by the project Problems to overcome On site - Water stagnant at a road section; construction of cable trench is not done section by section. This can cause dust generation and run-off with soil particles (Appendix B -Photo 5) - Some workers are not using personal protective equipment while working (Appendix B -Photo 6) Worker camps - Temporary accommodation of workers is not tidy. 37 6 Summary of Environmental Mitigations and Compensation Measures Implemented during the Operation Phase The High Voltage Grid Company under EVN Hanoi, that manages operation of substations and transmission lines, is conducting the environmental monitoring on hazardous solid waste, accident cases, health and safety. The monitoring results are submitted to DONRE and kept at the office for occasional inspection by DONRE. The summary of the monitoring results is in Table 9. 38 7 SUMMARY OF ENVIRONMENTAL EFFECT MONITORING 7.1 Monitoring location and frequency 33. Environmental effect monitoring should be conducted in line with the national regulation and as required in IEE. The required monitoring aspects are: noise and air quality (for all 5 subprojects), surface water quality (for 4 subprojects, except rehabilitation of Son Tay 110KV substation) and soil quality (only for two subprojects Rehabilitation of Son Tay 110KV substation and Thuong Tin - Thanh Oai transmission line). The requirement of environmental effect monitoring stated in IEEs of 5 ongoing subprojects are summarised in Table Three subprojects namely (Rehabilitation of Son Tay 110KV substation, Phu Nghia substation and connecting line, and Thuong Dinh Substation) have conducted monitoring during construction phase until operation phase at 2017 Q1 and Q However, for Thuong Tin- Thanh Oai, environmental effect monitoring was not conducted during the construction stage (from September 16 and ended in April 2017), but only for one time in 2017 Q2 during the operation stage, because tower foundations are installed mainly at agricultural land where now residential area is located and no water sources exist nearby. In addition, the construction time of each tower is short (about one month), thus the environmental impact on each tower location is negligible. After first environmental effect monitoring as required by Vietnamese regulation (frequency of one time during construction phase) contractors stopped conducting monitoring since budget located for environmental effect monitoring is based on Government requirement only. 36. The environmental effect monitoring is not required for Son Tay TL subproject, so this one was conducted one time only during pre-construction phase. 37., and the status of environmental monitoring analysis of each subproject is summarized in Table

47 8 Key Issues Identified 8.1 Issues identified between January and June It was found that the bidding document of five subprojects; (i) Rehabilitation of Son Tay 110KV substation; (ii) Phu Nghia substation and connecting line; (iii) Thuong Tin-Thanh Oai Transmission line; (iv) Expansion of 110kV Thuong Dinh substation E1.5; and (v) Son Tay 110kV transmission line did not specifically mention the requirement of environmental effect monitoring required by the IEEs. EVN HANOI issued official letter to the contractor on 19 December 2016 (Appendix D of the previous monitoring report 4 ), notified the contractors of the requirement, and requested them to conduct environmental effect monitoring accordingly. The Environmental effect monitoring in line with the national regulation EIA and the monitoring plan in each subproject IEE were conduct by every subproject, except Thuong Tin- Thanh Oai transmission line (Chapter 7.1). 52. The main points of environmental performance monitoring for the five subprojects are summarized as follows: Rehabilitation of Son Tay 110KV substation On site - Construction of cable trench is not done section by section. This can cause dust generation and run-off with soil particles - Water stagnant at a road section; construction of cable trench is not done section by section. When the site visit was conducted on 17 November 2016 during the previous monitoring period, some environmental problems were identified, and it was found that EMP of subproject was not always followed. EVN HANOI issued an official letter to the contractors and CSCs on 26 November 2016 (Appendix D of this report), to remind contractors of the EMP requirements and request them to settle all backlog issues on each site, and give them one week to address all. After one week, the CSC at each site reported to Environment Officers of EVN HANOI all the last issues were solved. Then Environment Officers of EVN HANOI inspected sites and confirmed that. 50 10 CONCLUSION AND RECOMMENDATION 10.1 Conclusions 55. The compliance with requirements during construction phase is generally good. Almost all impact mitigation measures have been implemented. 56. The main environmental issues of the five subprojects are related to: - Hygienic condition of worker camp: Kitchen and toilet are not clean - Management of construction and domestic solid waste: domestic solid waste and construction solid waste were not properly collected and disposed - Workers use of working protective facilities - Protective measures for community safety. 57. These environmental issues occurred over the last 6 months (July-December 2016). When the site visit was conducted on 17 November 2016 during the previous monitoring period, some environmental problems were identified, and it was found that EMP of subproject was not always followed. EVN HANOI issued an official letter to the contractors and CSCs on 26 November 2016 (Appendix D of this report), to remind contractors of the EMP requirements and request them to settle all backlog issues on each site, and give them one week to address all. After one week, the CSC at each site reported to Environment Officers of EVN HANOI all the last issues were solved. Then Environment Officers of EVN HANOI inspected sites and confirmed that. 58. The environment issues were mitigated after inspection by Hanoi DPMB environmental staff and PIC. However, these problems continued to occur in this six months (Jan-June 2017) and are being remediated immediately after reminders of the environmental inspection team. 59. These problems continue to occur indicates the environment officers of EVN Hanoi did not inspect construction site frequently, and they, together with CSCs and EOs of constructors on each site, should enforce workers follow strictly the requirements of environmental protection. 60. All subprojects have no complaints from residents living surrounding the subproject area on the environment issues Recommendation 61. Based on the main environmental issues of the five subprojects stated in conclusion section and detailed in section 8 for each subproject, the corrective actions/solution as well as required closed date for each issue is presented in 50
