The Councillor indicated the project team did not need to present the project presentation since he was the only attendee. 7 Eskom s emission reduction strategy Particulate emission reduction (1982 to date) Eskom s emission strategy is aimed at reducing emissions, giving priority at its highest polluting stations. Most of Eskom s existing coal fleet was built more than 20 years ago. They were therefore not designed to meet existing or new plant minimum emission standards. Several power stations were retrofitted with emission abatement technology to reduce particulates between 1980 and In order to comply with the MES, many of Eskom s power stations need to install additional or upgrade existing emission control equipment. The new Eskom stations Kusile and Medupi are designed to meet the new plant standards Medupi will be retrofitted to comply with new plant SO 2 standards. 5 From 1982 to 2015 particulate emissions were reduced by 89%. Since 2015 a further 30% reduction in relative particulate emissions since Post 2010 emission reduction projects include: retrofit of remaining Grootvlei units with FFP reducing emissions by more than 10 times (2017), refurbishing ESP at Matla PS, installing low NOx burners at Camden, Minimum Emission Standards (MES) Minimum Emission Standards (MES) request The MES have two compliancetimelines : 1) 01 April 2015: Compliance with existingplant standards 2) 01 April 2020: Compliance with new plant standards The MES makes provision for postponement of emission limits and timeframes for compliancewith the limits. The postponement is granted for a period of up to 5-years per application. Eskom,in line with these provisions, requesteda postponementin 2014 Eskom is undertaking another round of postponements for the next 5-year windowcommencingin 2020 (Requiredto be submittedby 31 March 2019) Table 2: Summary of the MES that apply toeskom's power stations Coal fired plant Max Release Rate (mg/nm 3 ) Liquid fuel fired plant Max Release Rate (mg/nm 3 ) Eskom has based its current emission plan on the 2014 Air Quality Impact Study and present studies. This studies indicated that: There were exceedances of ambient air quality standards for particulate matter but SOx and NOx were generally in compliance. Eskom was not the main contributor to the PM exceedances Eskom is requesting postponement applications for: Stations which will mostly be able to comply with the existing MES and in some cases with the new plant MES, however, not within the legislated timeframes. Some of its older fleet, which will be decommissioned within the next 12 years, where, if the retrofit were to be applied, it would only operate for a few years postretrofit, before the power station is shut down according to its 50-year life expectancy. Eskom is not asking to emit at higher emission levels, but merely to continue operating as it currently is, until respective units are retrofitted to bring down emissions or until its oldest stations are decommissioned All relevant stakeholders, including affected communities, NGOs and authoritative bodies will be integrally involved in Eskom s postponement application process If the studies and issues raised in this process require Eskom to replan its strategy and revise its postponement application it will do so. Tutuka committed to reduce its PM and NOx emissions to levels that comply with new plant emission standards. Delays in retrofit process can be attributed to procurement and procedural delays. NAAQS set limits which serve to determine tolerable and intolerable air quality. Outcome of the AIR indicates application will have negligible measured and modelled health and environmental impacts on the ground. It concludes full compliance with NAAQS for all pollutants in ambient monitoring data (reflects actual emissions from Tutuka); Power stations have 50 year life expectancy. Tutuka will not be decommissioned in the near future. Based on the IRP decommissioning is set by Eskom s reasons for postponement included in the Motivation document available for public review. The retrofit programme incurred delays due to investment, procurement, budget and commercial delays. 23 Eskom s emission reduction strategy Particulate emission reduction (1982 to date) Eskom s emission strategy is aimed at reducing emissions, giving priority at its highest polluting stations. Most of Eskom s existing coal fleet was built more than 20 years ago. They were therefore not designed to meet existing or new plant minimum emission standards. Several power stations were retrofitted with emission abatement technology to reduce particulates between 1980 and In order to comply with the MES, many of Eskom s power stations need to install additional or upgrade existing emission control equipment. The new Eskom stations Kusile and Medupi are designed to meet the new plant standards Medupi will be retrofitted to comply with new plant SO 2 standards. 5 From 1982 to 2015 particulate emissions were reduced by 89%. Since 2015 a further 30% reduction in relative particulate emissions since Post 2010 emission reduction projects include: retrofit of remaining Grootvlei units with FFP reducing emissions by more than 10 times (2017), refurbishing ESP at Matla PS, installing low NOx burners at Camden, Minimum Emission Standards (MES) Minimum Emission Standards (MES) request The MES have two compliancetimelines : 1) 01 April 2015: Compliance with existingplant standards 2) 01 April 2020: Compliance with new plant standards The MES makes provision for postponement of emission limits and timeframes for compliancewith the limits. The postponement is granted for a period of up to 5-years per application. Eskom,in line with these provisions, requesteda postponementin 2014 Eskom is undertaking another round of postponements for the next 5-year windowcommencingin 2020 (Requiredto be submittedby 31 March 2019) Table 2: Summary of the MES that apply toeskom's power stations Coal fired plant Max Release Rate (mg/nm 3 ) Liquid fuel fired plant Max Release Rate (mg/nm 3 ) Eskom has based its current emission plan on the 2014 Air Quality Impact Study and present studies. This studies indicated that: There were exceedances of ambient air quality standards for particulate matter but SOx and NOx were generally in compliance. Eskom was not the main contributor to the PM exceedances Eskom is requesting postponement applications for: Stations which will mostly be able to comply with the existing MES and in some cases with the new plant MES, however, not within the legislated timeframes. Some of its older fleet, which will be decommissioned within the next 12 years, where, if the retrofit were to be applied, it would only operate for a few years postretrofit, before the power station is shut down according to its 50-year life expectancy. Eskom is not asking to emit at higher emission levels, but merely to continue operating as it currently is, until respective units are retrofitted to bring down emissions or until its oldest stations are decommissioned All relevant stakeholders, including affected communities, NGOs and authoritative bodies will be integrally involved in Eskom s postponement application process If the studies and issues raised in this process require Eskom to replan its strategy and revise its postponement application it will do so. Once complete these technologies will bring the station into full compliance with the new plant standards for PM and NOx, respectively. Section 6 of MES makes provision for postponement. Tutuka committed to reduce its PM and NOx emissions to levels that comply with new plant emission standards. Delays in retrofit process can be attributed to procurement and procedural delays. NAAQS set limits which serve to determine tolerable and intolerable air quality. Outcome of the AIR indicates application will have negligible measured and modelled health and environmental impacts on the ground. It concludes full compliance with NAAQS for all pollutants in ambient monitoring data (reflects actual emissions from Tutuka); Power stations have 50 year life expectancy. Tutuka will not be decommissioned in the near future. Based on the IRP decommissioning is set by Eskom s reasons for postponement included in the Motivation document available for public review. The retrofit programme incurred delays due to investment, procurement, budget and commercial delays. 10
