2 A-3 Information about the project A3.1 Short description of the environmental problem Svilajnac is a medium-sized town of approximately inhabitants, located in the South-East of Serbia. Svilajnac currently disposes its municipal solid waste at a landfill located 3.8 kilometers from the town center. The existing landfill will soon be full to capacity, but there is space at the landfill site to extend the landfill for at least ten and possibly more years. The landfill extension is included in the spatial plan for Svilajnac. The Public Enterprise MORAVA -Svilajnac currently provides solid waste collection services for approximately of its citizens, and it plans to extend the service to all citizens in the municipality. A3.2 Origins and positive environmental impact of the project A3.2.1 Description of factors that inspired the project (driving forces) As an alternative of this solution, closure of the existing landfill has been discussed as well as opening of landfill at other location, but this solution has not been adopted since the alternative of upgrading the existing landfill has the following advantages: Already constructed road network to the landfill; There is a possibility for expansion of the existing landfill; The land at the landfill is already in municipality's property; Local residents are used to the existing location; Location fulfills almost all regulations issued with the domestic laws. A3.2.2 Project main goal and objectives The overall goal is to contribute to the long-term, stable development and growth of living standards of citizens at community of Svilajnac, by establishing a sustainable and effective solid waste management system in the area. In the rural parts of Svilajnac, the population is mainly involved in agriculture, while the population closer to the downtown is mostly in trade and providing services. Budget for 2003: was 148,234 and for 2004: 176,947 millions of dinars. City budget for 2005 is 234 millions of dinars and for 2006 the expected budget is 250 millions of dinars.
