2 South Quaker Lane (Dutchess County Route 16) divides this 8.5 acre parcel with the majority of the property located to the west of the road. The parcel is in the Greenbelt (GB) zoning district and also in the planned Unit Overlay (PUD) Overlay district. The site is within the Hyde Park school district. This area of Hyde Park is not served with central water services nor with central sewer services. A private water supply and private sewage disposal system / septic system would be required for any new structures. The GB district has a 2.5 acre requirement per dwelling unit. All regulated wetland areas are deducted prior determining how many dwelling units are permitted. The parcel is not located within an archeo sensitive area per the New York State OPRHP website. On the eastern side of the road the parcel is relatively flat with pockets of NY State Department of Conservation (DEC) wetlands. The west side the parcel appears to climb gradually up from the road to the rear. The western most portion of the parcel is predominantly wet, either with National Wetland Inventory (NWI) or DEC wetlands. As such, this portion would require permitting if any structures were intended to be built in or near the wet areas. No portion of the parcel is located within a flood plain. The Web Soil Survey indicates there is a shallow depth to rock over the majority of the western portion. A sewage disposal system would most likely require fill material and rock excavation; blasting or hammering, would likely be required for a full depth basement. The parcel is zoned for a number of various types of uses. Some uses may require review and approval by any or all of the following agencies: DEC, Army Corp of Engineers, Dutchess County Department of Health, Town of Hyde Park Zoning Board, Planning Board and/or Building Department, Dutchess County Department of Public Works (for an entrance permit). Scale limits do not apply to one- and two-family residential use, animal husbandry, or agriculture use. The density limits noted herein shall include accessory apartments. The coverage limits noted herein shall be the maximum for all uses permitted on one lot. Yard requirements: Such minimums shall be parallel to the applicable lot line for the full length thereof. Landing: Any lot fronting on the Hudson River shall be permitted to construct water-dependent structures into the river, provided that U.S. Army Corps of Engineers approvals are obtained. 1 On a corner lot, there shall be provided a side yard on the side street equal in depth to the required front yard in said district. 2 Accessory structures, other than fences or walls, with a maximum height of 15 feet may be placed on a lot, provided the setback is no less than the setback required for any building for the front yard and no less than one-half the setback required for any building for the rear and side yards with a minimum setback of five feet.
