The facility includes an approximately 600 square foot house and construction of a camp meeting room and bathroom facilities, development of sites for temporary dwellings including tipis, recreational vehicles and cabins for use by the camp guests. The recreational facility will also include open space fields for sports activities and hiking trails. Development and growth of the facility will occur over three phases on a 3-4 year timeline before full buildout. The camp recreational facility will use onsite septic systems and/or portable toilets and public water. LOCATION: A Tract of Land located in Section 26, Township 3N Range 8 E of the W.M. at 62 Desolation Road in Stevenson, WA (Home Valley). PARCEL NO.: , , and PROPONENT: John Stephenson & Mei Lien Hu, 71 Desolation Road, Stevenson, WA The lead agency has determined that this proposal will not have a probable significant adverse impact on the environment. Pursuant to WAC (3), the proposal has been clarified, changed, and conditioned to include necessary mitigation measures to avoid, minimize or compensate for probable significant impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. The necessary mitigation measures are listed below: 1. The subject parcel is located within or near a Class I Erosion Hazard Area due to the soil s susceptibility to wind and/or water erosion. Best Management Practices shall be used during all phases of development to prevent erosion. 2. Re-vegetation of disturbed areas is necessary to reduce wind and water erosion, and the propagation of weeds. All undeveloped disturbed areas shall be reseeded with native grasses and mulched with certified weed free straw.

2 3. Erosion control measures must be in place prior to any ground disturbance. These control measures must be effective to prevent storm-water runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered by pollutants by Washington State. 4. Dust suppression techniques using best management practices shall be in place to prevent dust from entering nearby and adjacent residentially used properties at all times until all exposed soils are reseeded and mulched. If the dust-suppression technique is the use of water, requirements to ensure that the watering does not cause erosion and offsite discharge of sedimentladen water needs to be followed. Information about dust suppression techniques can be found in Department of Ecology Publication # Techniques for Dust Prevention and Suppression". Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC A, Water Quality Standards for Surface Waters of the State of Washington and is subject to enforcement action by the State of Washington. 5. The subject parcel is located on and adjacent to steep slopes in a Class I Landslide hazard area. A site-specific Geological Assessment Report may be required prior to the issuance of Building Permits. 6. Two Class IV (np) streams are identified on the parcel. A no-touch riparian buffer of 50 feet from the Ordinary High-Water Mark of the stream is required per Skamania County Critical Areas Ordinance under Title 21A The applicant shall apply for and receive approval of a Critical Area Variance for any development within the no tough riparian buffer of streams on the property not already allowed per Skamania County Critical Areas Ordinance. ALL BUFFERS ARE UNDISTURBED BUFFERS AND MUST BE FREE OF ANY LOGGING, ROAD BUILDING, OR OTHER DEVELOPMENT ACTIVITIES, INCLUDING BUT NOT LIMITED TO VEGETATION REMOVAL, GRADING, MOWING, OR PLACEMENT OF STRUCTURES UNLESS OTHERWISE PERMITTED UNDER TITLE 21A. 8. The owner shall take necessary actions to employ noxious weed abatement measures in compliance with RCW The applicant is proposing to obtain water from the Home Valley Water District. A letter of approval shall be required from the Home Valley Water District. Skamania County Environmental Health shall approve of the drinking water hookup upon approval. 10. Skamania County has not reviewed the subject parcel for availability of drinking water or onsite septic systems. Proof of an adequate supply of drinking water and onsite septic systems shall be demonstrated prior to any types of development which will require drinking water and onsite septic systems. 11. Proposed future development may include the installation of permit exempt water wells and onsite septic systems. Construction of water wells must adhere to Skamania County Code 8.68 and Washington administrative Code New water well construction must be reviewed by the Skamania County Environmental Health Department. 12. There is potential runoff from the restrooms, cabins, temporary dwellings (tipis, cabins, restrooms trails and roads). A Stormwater National Pollutant Discharge Elimination System (NPDES) permit is required by Washington State Department of Ecology for any construction activity which disturbs one acre or more and which may result in a discharge of stormwater to surface waters of the state, which includes storm drains, ditches, wetlands, creeks,

3 rivers, lakes and marine waters. The permit requires construction site operators to install and maintain erosion and sediment control measures to prevent soil, nutrients, chemicals and other harmful pollutants from being washed by stormwater runoff into local water bodies. The permit application, called a Notice of Intent, can be obtained by calling Washington State Department of Ecology s Storm-water Request Line at The application form is also available online from Ecology s website at n 13. Any improvements to the existing driveway/private road and/or new driveways/private roads shall meet Skamania County Private Road standards. 14. The applicant shall submit a Stormwater Management Plan for approval by the County Engineer prior to preliminary short plat approval. 15. The site is located within 1,000 feet of a non-watercourse regulated fish and wildlife site. The applicant shall contact Washington Department of Fish and Wildlife to determine whether the presence of sensitive wildlife will be affected. A review by the Washington Department of Fish and Wildlife may be required prior to the approval of any development permits on the subject parcel. A wildlife management plan may be required based on a determination by Washington Department of Fish and Wildlife. 16. Cultural Resources: The following procedures shall be effected when cultural resources are discovered during construction activities: a. Halt Construction: All construction activities within 100 feet of the discovered cultural resource shall cease. The cultural resources shall remain as found; further disturbance is prohibited. b. Notification: The project applicant shall notify the Planning Department within 24 hours of the discovery. If the cultural resources are prehistoric or otherwise associated with Native Americans, the project applicant shall also notify the Indian tribal governments within 24 hours. This MDNS is issued under WAC (2) and the lead agency will not act on this proposal for 14 days from the date below.
