To prepare amendments to the Official Plans of the County and those local municipalities with municipal drinking water systems regulated by a Source Protection Plan to implement policies of the applicable Source Protection Plan(s) 2. To prepare amendments to the Zoning By-laws of those local area municipalities that have municipal drinking water systems regulated by a Source Protection Plan 3. To prepare a general water resources policy framework and Official Plan Amendments for local municipalities for the remaining local municipalities in Middlesex County 4. Joint project with Elgin County 2

This project is funded through the Province s Source Protection Municipal Implementation Fund (SPMIF). the goal is to maximize the amount of work that can be funded by the funding completion date. Timely updates to the Official Plan will reduce public confusion and landowner uncertainty Preparation for upcoming Official Plan Reviews 6

7 May 23, 2017 Page 7 of 18 A 1 - CW BACKGROUND - SPP OVERVIEW Key Objectives of Source Protection Planning Science-based Assessment Reports identified risks to municipal drinking water sources Source Protection Plans put policies in place to protect municipal sources of drinking water Objectives of Source Protection Plans (SPPs) Protect existing and future drinking water sources Ensure that where an activity is or would be a significant drinking water threat, Activity never becomes a significant drinking water threat, or Activity ceases to be a significant drinking water threat 7

8 May 23, 2017 Page 8 of 18 A 1 - CW CLEAN WATER ACT, 2006 Clean Water Act requires planning decisions to conform to significant threat policies of the Source Protection Plan Have regard to other policies set out in the Source Protection Plan Clean Water Act requires municipalities to amend Official Plans and Zoning By-laws to conform to the Source Protection Plan No Appeals to OPAs that identify vulnerable areas 8
