1 CITY OF REDLANDS WASTEWATER FACILITIES OPERATOR III WASTEWATER FACILITIES OPERATOR IV WASTEWATER FACILITIES OPERATOR V DEFINITION Under direction, to provide lead supervision over assigned wastewater facilities staff; and to perform a variety of skilled technical duties and skilled labor in the operation and maintenance of the City s wastewater treatment plant. DISTINGUISHING CHARACTERISTICS Wastewater Facilities Operator III--Positions assigned to this classification are required to possess a Grade III Wastewater Treatment Plant Operator Certificate. Wastewater Facilities Operator IV--Positions assigned to this classification are required to possess a Grade IV Wastewater Treatment Plant Operator Certificate. Wastewater Facilities Operator V--Positions assigned to this classification are required to possess a Grade V Wastewater Treatment Plant Operator Certificate. SUPERVISION EXERCISED Exercises technical and functional supervision over lower level staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Act as lead operator functioning with little or no direct supervision and providing direction and training to assigned personnel regarding all facets of plant operation. Operate wastewater treatment facilities to control flow and processing of wastewater, sludge, and effluent; regularly monitor plant functions through reading computers, gauges, graphs, meters, and control panels, and by performing and evaluating complex chemical tests. Make daily rounds of the plant performing a variety of duties pertaining to wastewater treatment and plant maintenance. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (continued)

2 Observe variations in operating conditions by interpreting meter, gauge, computer and graph readings and test results to determine processing requirements. Coordinate plant operations activities in a variety of areas including digesters, primary and secondary clarifiers, ferrous chloride, and nitrification processes, sludge dewatering, and chemical storage. Adjust plant operations to changing processing needs; assist other operators with complex problems and emergencies. Operate valves, gates, pumps, motors, and generators in controlling treatment processes; perform maintenance work on a variety of related equipment and facilities. Inform supervisors and co-workers of present and potential problems and hazards. Collect wastewater samples. Monitor chemical supplies. Clean tanks, screens, filters, drying beds, pipes, clarifiers, and pumps. Operate heavy equipment in removing and cleaning sludge from drying beds and final disposal. Calculate flow rates and calibrate valves and feeder systems. Maintain logs and worksheets of plant operations; compile equipment readings and test results into hourly, daily, and monthly reports. Perform preventive maintenance including cleaning and lubricating plant equipment. Make emergency repairs to plant equipment; record failures of and problems with equipment and write repair work orders. Assist in the training of less experienced operators. Answer citizen inquiries and respond to complaints. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned.

3 JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Principles and practices necessary in the operation of a wastewater treatment plant including the operation and maintenance of wastewater plant machinery. Pertinent State, Federal, and local laws, rules, and regulations related to wastewater treatment. Hazardous gases associated with the treatment of wastewater. Standard principles of biology, chemistry, and mathematics. Basic mechanical and electrical systems. Modern techniques and developments, current literature, and sources of information regarding wastewater treatment. Automated equipment as applied to treatment plant operations. Operational and safety regulations pertaining to wastewater treatment. Principles and practices of lead supervision and training. Safe driving principles and practices. Skill to: Use tools necessary in making repairs and adjustments to motors, pumps, and other equipment. Operate modern office equipment including computer equipment. Operate a motor vehicle safely. Ability to: Read meters and gauges correctly. Act quickly and competently.

4 Maintain records and compile data into written reports. Collect samples and perform laboratory tests. Perform all plant operations without direct supervision. Recognize and react to treatment process changes and demands. Lead and train personnel. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of experience in the operation of wastewater treatment facilities and equipment. Training: Equivalent to a high school diploma supplemented by training in wastewater treatment; or an equivalent combination of training and experience. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Wastewater Facilities Operator III Possession of a Grade III Wastewater Treatment Plant Operator Certificate issued by the State of California Water Resources Control Board. Wastewater Facilities Operator IV Possession of a Grade IV Wastewater Treatment Plant Operator Certificate issued by the State of California Water Resources Control Board. Wastewater Facilities Operator V Possession of a Grade V Wastewater Treatment Plant Operator Certificate issued by the State of California Water Resources Control Board. Special Requirements: Essential duties require the following physical skills and work environment:

5 Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to outdoors, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
