3 PROJECT COMPONENTS Grapevine Specific & Community Plan What is a Specific Plan A specific plan is a tool for the systematic implementation of the general plan. It effectively establishes a link between implementing policies of the general plan and the individual development proposals in a defined area. 7 WHAT IS A SPECIAL PLANNING (SP) DISTRICT PLAN? The purpose of the SP Plan is to implement the Proposed SP Zone District Key Components of the SP Plan Include: Project Development Caps Ordinance/Development Standards Allowed Uses Key Infrastructure Locations Kern County Planning & Natural Resources Department 7

8 Proposed Zone Classifications Four (4) primary classification districts have been created. These classifications are unique to the Grapevine Project site and designed to facilitate the project objectives. Village Mixed Use (VMU) Intended to create pedestrian-friendly village centers by providing for a variety of compatible land uses including service-oriented commercial, office, and higher-density residential dwellings. Mixed Use (MU) Provides gradually decreased density from the VMU districts, creating neighborhoods and employment centers. Industrial (I) Limited to the northern project parcels and provided a variety of industrial park facilities. 19 Policies of (CEQA) California Environmental Quality Act Must consider environmental impacts. Feasible Alternatives or Mitigation that can substantially lessen significant environmental effects must be considered. Decision-makers can conclude that specific economic, social, or other benefits outweigh the impacts and approve the project in-spite of those impacts. 20 Project Approval or Disapproval the wisdom of approving any development project, a delicate task which requires a balancing of interests, is necessarily left to the sound discretion of the local officials and their constituents who are responsible for such decisions. The law as we interpret and apply it simply requires that those decision be informed, and therefore balanced.
