2 At the mitigation workshops for CVCOG, plan participants developed mitigation actions, prioritizing actions based on the STAPLE+E analysis, which includes considering the social, technical, administrative, political, legal, economic and environmental factors necessary for the implementation of each action. A STAPLE+E analysis follows each mitigation action in this section. As part of the economic evaluation of the STAPLE+E analysis, jurisdictions analyzed each action in terms of the overall costs, measuring whether the potential benefit to be gained from the action outweighed all costs associated with it. As a result of this exercise, priority was assigned to each mitigation action by marking them as High (H), Moderate (M), or Low (L). An action that is ranked as High indicates that the action will be implemented as soon as funding is received. A Moderate action is one that may not be implemented right away depending on the cost and number of citizens served by the action. Actions ranked as Low indicate that they will not be implemented without first seeking grant funding and after High and Moderate actions have been completed. CVCOG jurisdictions also developed and prioritized mitigation actions regarding the National Flood Insurance Program (NFIP) for continual compliance. These actions are denoted with (NFIP) next to each corresponding action number in the beginning row of each mitigation action. CVCOG Hazard Mitigation Plan Update Page 2
