Energising Development Energising Development

Energising Development Between January 2005 and December 2013 (EnDev Phase 1 and 2) What has been achieved so 12,3 Million people, 15,700 social institutions and 28,300 enterprises got sustainable far? access to electricity or clean and energy efficient cooking technologies

Energising Development Reduction of CO2 emissions Total savings for one year amount to approx. 1,029,000 t / CO² > 900,000 tonnes of firewood cars Calculation according to UNFCCC based on default values and where necessary on own assumptions. For improved cook stove it is assumed that (only) half of the biomass is non-renewable. a household provided with grid or mini-grid electricity or SHS saves fuel of 2 kerosene lanterns (0.15 t / CO2 per year) a household provided with a solar lantern saves fuel of 0,9 kerosene lantern (0.069 t / CO2 per year) a household with an improved cook stove saves t / CO2 per year Within EnDev the adjusted outcome figures are used to calculate the CO2 savings. However, only the Replacement Factor (sustainable used systems) and the Windfall Gain Factor (systems would have been sold even without EnDev) are applied. The Double Energy Factor will not be applied, as both electrical systems as well as improved stoves contribute to CO2 reduction.

Energising Development GIZ AMES Mozambique Policy structure 4-5 pillar approach

4. Community base Energising Development 4-5 pillars 1. Knowledge base 2. Private sector base 3. Financing base Cooperation with Educational infrastr. Capacitated SME companies Flexible financing banks and funds Community development network

Energising Development 5 pillars (5. Conducive linked governance base) Leverage change, through 4 pillar (successful) operational network. Required output all components people at average 22 euro per person.

4 pillars AMES Mozambique Hydro (Output since micro hydro plants Cooperation with Universities and polytechnical colleges established Centre of excellence (renewable energy ) on track. Chimoio Lack of additional financing operation and maintenance training

4 pillars AMES Mozambique Productive Use of Energy Ram pump irrigation Battery Charging stations 88 Sme s powered CHIMOIO Cooperation with national fund FUNAE, replication Ample opportunity for irrigation agriprocessing

4 pillars AMES Mozambique Solar (pico) PV Solar training centre Maputo college (IIM) Solar test centre Maputo University (UEM) 50 retail outlets capacitated and selling Options with Movitel, Total, Sunnymoney under development. FUNAE actively uses training facility. Market open, not spoiled yet by bad quality products Distribution, liquidity (no cash) problems.

4 pillars AMES Mozambique IBIC, Integrated Biomass/Improved Cooking Stove test centre, Maputo University (UEM), part of Global Alliance - NGO and private sector contracted ; > households linked to Global Alliance, local standards development. GIZ Ames in leading position. All actors on board.

Obligation to achieve end 2015 : people with sustained access at Max. 22 per person. Electricity (grid/solar): Improved Seite # Seite #

Rural off-grid electrification perspectives Private sector (PrS) Public sector (PuS) Finance sector (FS) Donors (D) Households/farmers PrS; very small (solar technology specific) Installation capacity; technology non specific, available Maintenance capacity??limited Investment capacity??not interesting None technical PrS (Lodges, companies/productive use; fisheries /agriculture; Cooling: Made to fit solutions/hybrid or otherwise/off grid Seite # Seite #

Rural off-grid electrification perspectives Public sector Conducive policies, in principle. Serviced by national Fund : FUNAE (with donor money) Social Infrastructure: International competitive bidding. National utility EDM; Feed-in Legislation drafted Future Smart grid options Seite # Seite #

Rural off-grid electrification perspectives Finance sector Microfinance available but expensive Longer term financing; not existent; > 5 years Soft financing off grid energy sector ; not available Prohibitive interest rates ; 15 % and up maturity 3-5 years More interesting to park money with the bank. Changing slowly Seite # Seite #

Rural off-grid electrification perspectives Donors Mainly on grid EDM/ soft loans Tied aid (soft) financed large scale Solar Off grid through FUNAE/ Market development under scrutiny and strategies developed. High subsidy levels required % Seite # Seite #

Rural off-grid electrification perspectives Households/farmers Substantial market potential (3 mln. households) Waterpumping (irrigation), lighting (incl. TV), cooling. Pico PV (replacement Kerosene, batteries, candles) Schools, clinics, public places (sports) (usually public tender or grants) Social (group) financing Seite # Seite #

Approach. Tackle language hurdle. Be represented by reliable partner. Apply to/ignite international tenders. Arrange soft export credit facility (Hermes, KFW..) Seite # Seite #
