RECOMMENDATIONS: A. THAT Delta Water Service Bylaw No. 7441,2016 Amendment Bylaw No. 7631, 2017 be given first, second and third readings (Attachment A). B. THAT Delta Sewer Rat~s Bylaw No. 5782, 2000 Amendment Bylaw No. 7632, 2017 be given first, second and third readings (Attachment B). C. THAT Delta Garbage Col!ection & Regulation Bylaw No. 4273, 1988 Amendment Bylaw No. 7633, 2017 be given first, second and third readings (Attachment C). PURPOSE: The purpose of this report is to present the 2017 Utility User Rates bylaws for three readings. This will allow Delta to recover the costs of providing utilities to Delta residents and businesses. BACKGROUND: Utility user rates are based on the costs of providing the specific utility. Major costs include the purchase of services from Metro Vancouver, contractual costs for garbage and recycling programs, contribution to capital for water and sewer distribution system improvements, and operating costs to maintain the systems. These costs are funded through user fees. Council Policy: The water, sewer and solid waste rates are reviewed and amended by Council each year as required.

2 2017 Utility User Rates DISCUSSION: Page 2 of 5 February 21, Proposed 2017 Flat Rate Utility Fees This report proposes an increase to the flat rate utility bill by a total of $35; from $1,000 for a single family home in 2016, to $1,035 for The following table summarizes the 2017 proposed rates for water, sewer, garbage collection and recycling for a single family home. The 2017 regional water and sewer costs have both increased, resulting in a $21 increase to the regional portion of the flat rate utility bill. An additional $14 increase is required for Delta water, sewer and solid waste collection costs Increase over 2016 Flat Rate Utility Fees Proposed $ $ $ % Water % Sewer % Solid Waste Garbage %, Recycling % % Total Flat Rate Utility Fees $1, $1, $ % Approval of the proposed 2017 fees would still result in Delta having one of the lowest flat rate utility fees for a single family home in Metro Vancouver. The utility rate amendment bylaws are provided in Attachments A, Band C. With Council's approval of the 2017 rates bylaws, the 2017 flat rate utility notices would be mailed the beginning of March, and payment is due on March 31,2017. (a) Water User Rates (Bylaw No. 7631) A general rate increase of 2.4% is proposed for 2017, for flat rate consumers. The flat water rate for a single family home will increase by $12, from $500 in 2016 to $512 in The increase primarily covers the cost of water services provided by Metrp Vancouver. (b) Sewer User Rates (Bylaw No. 7632) A general rate increase of 6.9% is proposed for 2017 for flat rate consumers. The flat sewer rate for a single family home will increase by $22, from $317 in 2016 to $339 in This increase provides for regional cost, operating costs and sewer capital works.

3 2017 Utility User Rates Page 3 of 5 February 21, 2017 (c) Solid Waste Rate (Bylaw No. 7633) The combined solid waste rate is proposed to increase by $1, from $183 in 2016 to $184 for The garbage rate for a single family home will increase by $0.50, from $127 in 2016 to $ in The recycling rate for a single family home will increase by $0.50, from $56 in 2016 to $56.50 in The solid waste rate increase covers collection contracts and the green can program. (d) Secondary Suite Program (Bylaws No.'s 7631 and 7632) Continued from 2011, there is a $300 reduction to the flat rate utility fees for a Secondary Suite with a valid Secondary Suite Occupancy Permit, pro-rated from the Permit issue date. The reduction consists of a $200 water flat rate fee reduction and a $100 sewer flat rate fee reduction. The flat rate water and sewer utility fees for a Secondary Suite with a valid Secondary Suite Occupancy Permit will be $312 and $239 respectively. (e) Single Occupancy Discount (Bylaw No. 7631) As in past years, the single occupant of a dwelling is eligible to apply for a $100 water rate reduction. The single occupancy discount does not apply to a Secondary Suite with' a valid Secondary Suite Occupancy Permit. 2. Proposed 2017 Metered Utility Rates and Service Fees The 2017 proposed metered utility rates and service fees meet the budget targets for non-flat rate revenues. (a) Metered Water Utility Rates (Bylaw No. 7631) Regular Metered Water Rates The following table illustrates the 2017 proposed metered water rates: Metered Water Rates 2017 Proposed 2016 $ $ Per Cubic Metre (first 125 cubic metres per quarter) Per Cubic Metre Thereafter Minimum Quarterly Charge The metered water rate for the first 125 cubic metres per quarter is proposed to increase to $0.94 per cubic metre from the 2016 rate of $0.91 per cubic metre. The rate for consumption above this usage level is proposed to increase to $1.29 per cubic metre from $1.25 per cubic metre. The quarterly minimum charge remains at $25 per quarter. The proposed metered rates allow homeowners consuming an average amount of water to pay a rate similar to the flat rate. The Water Meter Program will continue into

4 2017 Utility User Rates Page 4 of 5 February 21, , which includes the installation of voluntary residential meters and meters on properties with secondary suites. Agricultural Metered Water Rates It is proposed that the agricultural water meter rate for the first 8,000 cubic metres per quarter be set at the 2017 Greater Vancouver Water District (GVWD) peak water purchase rate of $0.76 per cubic metre. This will provide significant cost savings to the majority of soil based farmers. The rate for consumption above the 8,000 cubic metre threshold is proposed to increase to $1.29 per cubic metre from $1.25 per cubic metre. The quarterly minimum charge remains at $25 per quarter. Tsawwassen First Nation (TFN) Metered Water Rates It is also proposed to increase the TFN water consumption rates to the same extent as the regular metered rates. The metered water consumption rate will increase to $0.94 per cubic metre from $0.91 for the first 125 cubic metres per quarter, per dwelling and the rate for consumption above this usage level to $1.29 per cubic metre from $1.25. The quarterly minimum charge would remain at $25 per quarter. (b) Metered Sewer Utility Rates (Bylaw No. 7632) Metered Sewer Rates 2017 Proposed 2016 $ $ Per Cubic Metre Minimum Quarterly Charge The 2017 metered sewer rates are proposed to increase to a similar extent as the flat sewer rate. The metered sewer rate is proposed to increase to $1.06 per cubic metre from $0.99 per cubic metre. The minimum quarterly charge remains at $25 per quarter. (c) Service Fees (Bylaw No.'s 7631 and 7632) To recover costs, most of the water service fees and sewer connection fees will increase in The Delta Irrigation Enhancement Project has substantially improved the performance of the agricultural irrigation supply and distribution system and resulted in higher operating costs. The irrigation flat rate charge on each folio with farm classification is proposed to increase to $260 per folio from $200 per folio in order to move further towards offsetting Delta's full irrigation system operating costs. Implications: Financial Implications - The 2017 Utility User Rates bylaws will allow Delta to recover the costs of providing utilities to Delta residents and businesses and facilitate the mailing of flat rate utility billings in March 2017.

This Bylaw may be cited for all purposes as "Delta Water Service Bylaw No. 7441, 2016 Amendment Bylaw No. 7631, 2017". 2. "Delta Garbage Collection and Regulation Bylaw No. 4273, 1988" as amended is hereby further amended as follows: (a) by deleting the words and figures in Section 7 and replacing it with the following: Every owner of a dwelling unit to which service is made available by the garbage collection and/or recycling system of The Corporation of Delta shall pay for such services as follows:. (a) For each dwelling unit contained in a single family dwelling, or in a multifamily dwelling receiving single family dwelling collection service, $ for garbage collections and $56.50 for recycling.
