See "Who to Contact" Below Draft Investigation Work Plan for Brownfield Site Available for Public Comment The public is invited to comment on a draft work plan being reviewed by the New York State Department of Environmental Conservation (NYSDEC) to investigate the Former Glenwood Power Plant site ( site ) located at 45-45A Water Grant Way, Yonkers, Westchester County. Please see the map for the site location. Documents related to the cleanup of this site can be found at the location(s) identified below under "Where to Find Information." Draft Investigation Work Plan The draft investigation work plan, called a Remedial Investigation Work Plan, was submitted to NYSDEC under New York s Brownfield Cleanup Program. The investigation will be performed by Glenwood POH LLC ("applicant(s)") with oversight by NYSDEC and the New York State Department of Health (NYSDOH). How to Comment NYSDEC is accepting written comments about the draft investigation work plan for 30 days, from April 29, 2013 through May 30, The proposed plan is available for review at the location(s) identified below under "Where to Find Information." Please submit comments to the NYSDEC project manager listed under Project Related Questions in the "Who to Contact" area below. Highlights of the Proposed Site Investigation The investigation will define the nature and extent of contamination in soil, surface water, groundwater and any other parts of the environment that may be affected. The site investigation has several goals: 1) define the nature and extent of contamination in soil, soil vapor, groundwater and any other parts of the environment that may be affected; 2) identify the source(s) of the contamination; 3) assess the impact of the contamination on public health and the environment; and 4) provide information to support the development of a proposed remedy to address the contamination. 2 The Site s contaminants of concern in soil include volatile organic compounds, semi volatile organic compounds, metals and PCBs. Lead is the primary metal contaminant of concern. The overall intent of the Remedial Investigation (RI) will be to delineate the following identified potential areas of concern (AOCs): 1) Historic fill material related to industrial use of the Site including coal combustion for power generation 2) Historic freight use on the eastern portion of the Site. 3) Building interior beneath the concrete slabs 4) Former transformer area and elevated PCB concentrations in soil in the Courtyard. 5) Potential groundwater impacts Elements of the proposed field investigation activities will include: Visual inspection of concrete slabs and installing 6 interior borings;. Advancing 12 soil borings and; Installing 3 groundwater monitoring wells. Next Steps NYSDEC will consider public comments, revise the plan as necessary, and approve the work plan. NYSDOH must concur with the plan. The approved work plan will be made available to the public (see Where to Find Information below). After the work plan is approved, the activities detailed in the work plan will be implemented. When the investigation is completed, a report will be prepared and submitted to the NYSDEC that summarizes the results. NYSDEC will review the report, make any necessary revisions and, if appropriate, approve the report. After the investigation, a cleanup plan, called a Remedial Work Plan will be developed and a Decision Document will be proposed. The cleanup plan will include an evaluation of the proposed site remedy, or recommend a no action or no further action alternative. The goal of the cleanup plan is to ensure the protection of public health and the environment. NYSDEC will present the proposed cleanup plan to the public for its review and comment during a 45-day comment period. NYSDEC will keep the public informed throughout the investigation and cleanup of the site. Background Location: The site is located at 45 Water Grant Way in the City of Yonkers, Westchester County. The Site is located on the eastern shore of the Hudson River, west of the Glenwood Metro North Railroad station, south of JFK Marina Park, and north of the BICC Cables Corporation BCP Site (See first site map). The property consists of approximately 4.3 acres, of which approximately 2.36 acres is under water. As a result, the site associated with the Brownfield Cleanup Program application consists of approximately 1.94 acres of upland property. Site Features: The site contains two three-story brick buildings connected by a second floor metal grate walkway. These buildings consist of a 250 x 230 foot building partially built on piers in the river where the power generation took place, and a 170 x 100 foot building. A courtyard, Page 2

3 currently overgrown with brush, trees and containing miscellaneous equipment and debris separates the two buildings. A small one-story vacant wooden farmhouse is located on the southeast portion of the property. Old railroad tracks run north/south along the eastern portion of the property. (See second site map.) Current Zoning and Use: The site is located in a commercial and residential area of the City of Yonkers, and is zoned for industrial use. The site has been vacant since Historical Use: The site was a coal-fired power plant that operated between 1917 and Site Geology and Hydrogeology: Site soils consist of brown organic rich top soil from the surface to three inches below grade and a black and gray sand and gravel mixture from three inches to 24 inches below grade. The site is underlain by unconsolidated soils followed by the Fordham Gneiss according to the USGS maps. Groundwater under the site is tidally influenced and flows westward to the Hudson River. Preliminary investigations indicate that the depth to groundwater varies from approximately 1-2 feet below ground surface across the site. Additional site details, including environmental and health assessment summaries, are available on NYSDEC's website at: Brownfield Cleanup Program: New York's Brownfield Cleanup Program (BCP) encourages the voluntary cleanup of contaminated properties known as "brownfields" so that they can be reused and redeveloped. These uses may include recreation, housing, business or other uses. A brownfield is any real property that is difficult to reuse or redevelop because of the presence or potential presence of contamination.
