Waste reporting to the EPA Fiona McCoole, OCLRR EPA Waste Workshop Hodson Bay, Athlone 24 October 2013

Focus of presentation How the waste data licensees provided is used by the EPA. Multiple reporting obligations. Importance of good quality waste data. What s coming down the line for waste data reporting.

Waste reporting by EPA National Waste Report is EPA s most visible output for published waste data, trends and reporting progress to legislative targets.

Waste data sources and outputs for National Waste Report

Collaboration between cross-office EPA teams collating and reporting waste data/indicators: Office of Climate, Licensing, Resource and Research - National Waste Report team. - WEEE and battery enforcement, including self-compliers. - Greenhouse gas inventories/projections team. - National Hazardous Waste Management Plan. - National Waste Prevention Programme. Office of Environmental Enforcement - PRTR/AERs - BMW in MSW reporting. - RMCEI (local authorities).

Multiple reporting obligations

The importance of good quality data

Provision of good quality data is paramount Rubbish data input Rubbish data output

What are quality data? Full record keeping, as set out in conditions of licence. Record waste source. A detailed description of the waste, particularly for EWC chapters 15 (packaging), 16 (wastes not otherwise specified in the list) and 19 (wastes from waste management facilities) codes as source information is not provided under these EWC chapter headings.

Quality Data Provide packaging/non-packaging percentage split. Be careful to describe pre-consumer packaging as production waste, and not chapter 15 EWC (separately collected waste packaging). Provide good descriptions of the processing activities for various waste streams on-site. Cross check information provided across multiple reporting obligations where applicable to you (eg NWR, PRTR, NTFSO).

Weighbridge operators Weighbridge operator are key players. Weighbridge records critical in terms of the quality of the waste data supplied. If incorrect EWC chapter/code recorded on system, the data are flawed from the outset. Weighbridge software should be flexible to allow for descriptions against codes. Training of operators in correct use of coding and of the weighbridge system is very important.

What s coming down the line in terms of waste data reporting?

Regional waste data New Regional Waste Management Plans. Reporting by NUTS2 Region. NUTS = Nomenclature of Territorial Units for Statistics. Divides up economic territory of EU for the purpose of the collection, development and harmonisation of EU statistics.

What are the NUTS Regions in the Republic of Ireland? NUTS1: the State NUTS2: 2 Regions (i) Border Midlands Western (ii) Southern and Eastern NUTS3: 8 Regions

How do new WMP regions and NUTS2 fit? NUTS2 Regions Border Midland and Western Southern and Eastern WMP Regions Connaught Ulster Southern Eastern and Midlands Local authority functional areas Mayo, Galway City & County, Roscommon, Donegal, Cavan, Sligo, Leitrim Limerick City & Co, North & South Tipp, Waterford City & Co, Cork City & Co, Kerry, Carlow, Kilkenny, Wexford, Clare Dublin City, Fingal, DLR, South Dublin, Kildare, Meath, Wicklow Louth, Monaghan, Laois, Longford, Offaly, Westmeath

CSO s Quarterly National Household Survey Green Module, Q1/Q Questions on household waste management. Aim is to address information gaps on how household hazardous waste is managed, extent of bin-sharing, extent of home composting, battery recycling habits etc.

European Directives Commission Review of Targets Focus on Waste framework, packaging and landfill directive targets. To respond to the review clauses set out in the Directives To bring targets in line with the Commission s ambitions of promoting resource efficiency as detailed in the Roadmap on Resource Efficiency, Consultation closed 10 th September See What does this mean for licensees? Potential new targets for diversion, recycling/recovery/reuse of waste covered by these directives.
