1 Safety Office Compliance Update August 2017

2 Objectives 1. Provide a better understanding of the roles and responsibilities of the UTIA Safety Office 2. Discuss deficiencies recently discovered in compliance of Waste Management, Fire Safety and Accident Reporting 3. Describe steps taken to resolve the deficiencies 4. Explain how to avoid recurrence of problems

3 Safety Office Responsibilities Achieve compliance with safety regulations (OSHA, TOSHA) General Safety, Laboratory Safety, Construction Safety, Chemical specific safety standards (silica, formaldehyde), etc. Achieve compliance with environmental regulations (EPA, TDEC) Hazardous Waste, Universal Waste, Used Oil, Spill Prevention, etc. Emergency Preparedness Fire Safety, Automated External Defibrillator (AED) Program, Weather monitoring, etc.

4 Fire Safety Compliance Current deficiencies noted by the State Fire Marshal s Office (Morgan Hall) Lack of up to date evacuation plans Failure to train employees annually on evacuation plans Failure to perform annual evacuation drills Unauthorized storage of large recycle/shred bins in hallways

5 Hazardous Waste Background Resource Conservation and Recovery Act (RCRA) Passed by Congress in 1976 to provide cradleto-grave management of hazardous waste Enforced by: Federal: Environmental Protection Agency (EPA) State: Tennessee Department of Environment and Conservation (TDEC)

6 2016 TDEC Inspection Numerous violations of hazardous waste regulations cited. Primarily due to improper container management. Unlabeled containers Open containers Resulted in enforcement action costing UTIA $20,806.32

14 Maintaining Compliance To ensure continued compliance the Safety Office is conducting focused hazardous waste inspections. Short (typically 5 minutes or less) No laboratory personnel required Minimal impact on laboratories operations Follow up with PI as required
