BACKGROUND The California State Legislature passed Assembly Bill (AB) 162 in 2009 which requires all retail suppliers of electricity in California to disclose the sources of the electricity they sell to consumers using reporting formats developed by the CEC. AMP is required to: 1) submit an annual report to the CEC by June 1 detailing the actual resource mix for the reporting year and 2) provide an annual Power Content Label (PCL) to customers and the CEC by October 1 showing the percentage breakdown by resource type. The PSDR requires the Public Utilities Board s (Board) approval before it can be filed. DISCUSSION In previous years, staff provided the Board with several other reports that AMP is required to file with the CEC and the California Air Resources Board (CARB) in June and July each year in addition to the annual PSDR. These other filings will now be reported to the Board through the monthly General Manager s Report to better align with the reports due dates and data availability. The filings to be reported through the General Manager s Report are: SB 1 Solar Rebate Update Report (to the CEC) Sulfur Hexafluoride (SF) 6 Emissions Report (to CARB) Use of Allowance Value Report (to CARB on the Cap-and-Trade auction proceeds expenditures) Mandatory Greenhouse Gas Emissions Report (to CARB on retail sales)

2 AGENDA ITEM NO.: 4.G.2 ADMINISTRATIVE REPORT NO.: The generation data underlying the 2016 PSDR (Exhibit A) was prepared by the Northern California Power Agency s (NCPA) staff and reviewed for accuracy by AMP s staff. Each year, AMP s annual generation data is summarized as percentages of its total supply mix, and is submitted by June 1 to the CEC. The CEC adds AMP s information to that of other load serving entities (LSEs) so the CEC can issue a resource mix for all of California. Effective with this year s filing, the CEC has asked each LSE to not release its PCL until closer to its October 1 due date. In the past many LSEs issued the PCLs right after submitting the PSDR to the CEC using California s most recently released resource mix data which, for example, would result in a PCL comparison between 2016 LSE data and 2015 State data. By waiting until October 1, the State can issue 2016 State data for inclusion on the 2016 PCL. Table 1 compares AMP s electric supply mix over the 2011 through 2016 period. Note the impact to the electric supply mix during this period due to the variability of hydro generation, the decreasing generation from the landfill gas projects, and the short-term sale of Renewable Energy Credits (REC). Large hydroelectric generation in 2016 increased to 19 percent of AMP s total resources from 10 percent in 2015 as drought conditions eased. AMP s unspecified market purchases decreased by an amount approximately equal to the hydro generation increase. Twenty percent of AMP s electric supply mix for 2016 was sourced from CEC-Eligible Renewable resources. 3 AGENDA ITEM NO.: 4.G.3 ADMINISTRATIVE REPORT NO.: It is important to note that the 20 percent renewables amount shown in Table 1 is not directly linked to the State s Renewable Portfolio Standard (RPS) target for calendar year The PCL is a snapshot of the year s resources whereas RPS compliance reporting looks at several years at a time, with a focus on encouraging and rewarding long-term investments in renewables. AMP continues to take advantage of its strong renewable portfolio position through its shortterm sales of renewable energy credits, while passing through the resulting benefits to its customers. AMP understands that differences in program administration for the PCL and the State s RPS targets may occasionally result in confusion. The PCL is designed to be a simple, quick check of your electric power sources and renewable energy profile, and its performance relative to others, and the state as a whole. FINANCIAL IMPACT There is no direct cost impact associated with the reporting requirements of AB 162.
