1 SOLID WASTE ADVISORY COMMITTEE September 27, 2018 Legislative Building, Friday Harbor, San Juan Island MEETING MINUTES Committee Members in Attendance - Pete Moe, Orcas Recycling Center (via ph); Troy Lautenbach, San Juan ; Paul Andersson, Orcas Island Resident (via ph); Calvin Den Hartog, San Juan Sanitation (via ph); Katie Fleming, San Juan Island Resident; Mike Ramsey, SJI Conservation District (Agricultural Representative); and Steve Hushebeck, Town of Friday Harbor. Topic Key Discussion Points and Agreements Actions and Next Steps Call to Order and Introductions The meeting was called to order by Mark Herrenkohl, Solid Waste Program Administrator at 8:34am. Approval of Meeting Minutes Citizen Access Mark reviewed the draft agenda for the meeting and requested additional topics and none were provided by the group. All members present approved the agenda. Minutes from the San Juan County Solid Waste Advisory Committee quarterly meeting on June 28, 2018 were reviewed and approved unanimously. N/A Proposed Revision, SWAC Letter to Retailers on Plastic Bags Subcommittee Report Planned Feasibility Study, Sutton Road Property Development Mark reported on the draft letter to retailers on plastic bags. Mark went to the Town Council meeting on September 6 and answered questions about the draft letter. The Town provided minor edits to the letter, which was also acceptable by the County Council. Mark will make the suggested minor revisions, and let the Town Administrator Duncan Wilson know when the letter will be sent out to the approx. 170 retailers in San Juan County. The changes to the letter were unanimously approved by committee members present. Mark reported that the subcommittee group met on August 8 about a planned feasibility study on the Sutton Road property development project. Members at the meeting agreed that the project is a great idea, and the group agreed on a draft project plan and scope of work for the feasibility study. The property is vacant land adjoining the San Juan Island transfer station that has Mark will send revised letter on plastic bags to San Juan County retailers. Mark will go to the County Council and present the subcommittee s ideas for desirable uses of the property, and then 1

One important change since the earlier proposed use of the property is the land use which has changed from agricultural to rural industrial. The feasibility study will evaluate property development as well as public participation. Liz Sterling from Wilson Engineering in Bellingham, consultant for the County, will be leading the feasibility study. The contract with Wilson Engineering is in place, and there was a site visit in mid September. The goal is to complete the feasibility study by the end of There will be a draft document by November, and the subcommittee will continue to meet throughout development of the study. The subcommittee may also want to meet with the consultant after next week to help develop the scope of work further. The subcommittee came up with a list of desirable uses for the property, including an expanded recycling facility, composting facility, hazardous waste container facility, and discarded construction materials facility. An additional scale(s) was also considered in the development. The project may have two phases: 1) the development of the upper part of the property with recycling facility, hazardous waste containment, and scale(s), and 2) composting facility. The required stormwater mitigation and other infrastructure for the entire project would be included in the first phase of the project. Mark plans to provide the feasibility study and public participation plan to County Council in early If acceptable to Council, public participation will begin in late winter If there is continued support for the project, design will be completed by the end of 2019, and construction will begin in Troy reported that Wilson Engineering has been contracted by the County to design this project. It has been determined that a waterline and electrical line are located within the project area but won t likely be a problem for construction. The draft engineering design for the project will be available in the next few weeks. Wayne Haefele, Town Public Works Director will review the plan for the Town, and Mark will review on behalf of the County with additional review and comment from the Lautenbach s (facility operator). The permit applications will then be submitted to the Town Planning Dept. Construction is planned for completion byend of this year. Mark will continue to provide updates to SWAC on the project. do a public participation survey in the spring. Mark will work with Town, County, and Lautenbach representatives through construction. 2

3 Update on the Container Covering Station, Orcas Update on Household Hazardous Waste Collection Event on Orcas 8/31/18, Orcas Island Update on Reducing Contamination of Recyclables in San Juan County, Ecology Waste Reduction and Recycling Education Grant Next Scheduled Meeting Meeting adjourned Sutton Road Property Pete reported on upgrades to the container covering station at the Orcas. He received the permit to fill & grade the planned location where the 40 ft. containers are staged for covering before transit. There has been safety concerns about using ladders to tarp containers. This project will add an L shaped scaffold with harnesses for safety. The project will begin in ~4 6 weeks. Mark also reported that he contracted a structural assessment of the tipping floor building at the Orcas facility. He provided the consultant s findings to County Council, and received funding for repair and improvements to the building planned for Pete reported on the Orcas hazardous waste collection event held August 31. Mark and Pete counted about 50 cars for this event, and collected a significant amount of hazardous waste and latex paint from local residents. The event went well as hoped. Two 1 cubic yard pallets of oil based paint was collected, along with six to eight 55 gallon drums of hazardous waste. An additional two pallets of latex paint was collected by Orcas Recycling Services for recycling at GreenSheen Paint. Mark and Pete learned that the storage trailer fills very quickly! The next Orcas household hazardous waste collection event will be held on November 2. Mark reported that the contract with Ecology is signed. He has contracted Shew Design in Bellingham for media design and messaging for the project. The grant will help provide recycling messaging for the Town of Friday Harbor and San Juan Sanitation, which their curbside customers will be provided in monthly billing. Mark has contracted Kulshan Services in Bellingham for public outreach with San Juan Sanitation commercial customers and self haulers at the San Juan Transfer Station. Kulshan will meet with about 50 commercial consumers to discuss reducing recycling contamination. Calvin will provide a countywide list of commercial clients. Kulshan will also spend time at the San Juan recycling center to work with the public on best recycling practices. The contract runs through the end of June The project will also include two signs for transfer stations with messaging for reducing contamination in the comingling recycling stream. The next regular SWAC meeting is scheduled Thursday, December 13, 2018, 8:30 am 10:00 am, location TBD. 10:12 am Meeting called to order by Mark at 10:22 am. 3 Mark will create a scope of work for the Orcas tipping floor building improvement project. Calvin will create a list of commercial customers in San Juan County for outreach for the grant. 12/13/2018

4 Development Subcommittee Meeting Call to Order Approval of Meeting Minutes Selection of Consultant for Feasibility Study and Public Participation Plan Needs Assessment? Meeting adjourned Minutes from the San Juan County Solid Waste Advisory Subcommittee meeting on August 8, 2018 were reviewed and approved unanimously. Mark reported that there was a project kick off meeting last week with Liz Sterling of Wilson Engineering. She would like to have a conference call meeting with the subcommittee next week to strategize on the scope and provide input on potential solid waste facilities, and Mark will be sending questions out periodically for subcommittee member feedback. Mark requested assistance with determining the methods of obtaining public interest and commitment in providing feedstock (agricultural, yard waste, food waste) to a composting facility and purchasing the final composting product. Types of markets, feedstock, and volumes must all be determined in planning. Mike and Ryan will work with Paul to survey agriculture folks in the county to provide information on interest and possible volumes. This information will be used to estimate scale of composting facility. Mark and Troy will work on hazardous waste, scale(s), and recycling areas of the property and determine size and orientation. There is a high demand in San Juan County for good compost, and raw materials for composting should be available. The subcommittee needs to think about nuisance issues with building this project, including odor and vectors. There will be public concern and feedback on mitigating odors with this facility. Different practices and technologies are available to mitigate odors. Mark reminded the group that funding still has to be secured for construction of this project. Paul suggested that a feasibility study on the economics of composting on the islands would be useful. Mark suggested that a phased approach to the project might work best when presented to county council. Paul, Mike, and Ryan will contact Tim O Neil of Engineered Compost Systems on assisting with development of this project. Tim has extensive experience designing and constructing compost facilities in the region and beyond.. 11:30 am Subcommittee will meet with Liz Sterlingon for the feasibility study. Subcommittee will move forward with project by surveying agriculture community in San Juan County about their needs, and will work on determining scale and volume of composting needs. 4
