2 Operator-in-training Position: Regarding the operator-in-training (OIT) position an offer has been let to an individual from Decatur and we are awaiting the results of their drug screening before starting them. The scheduled start date is currently set for the 22 nd of October. Operator Position: An opening for an operator has been posted and we currently have multiple candidates that have applied whom meet the minimum requirement for the position. We have already begun the interview process for those candidates. IRG-Decatur Lateral: As reported last month s Board Meeting IRG-Decatur (IRG) had a lateral which was directly tributary to our sanitary sewer near Wildwood which was exposed and presented a real risk of being damaged during rain events which could expose our system to an illicit discharge. The District promptly notified IRG that this needed to be repaired as soon as practicable. IRG responded immediately to our request and the lateral repair work has been completed. Operational Efficiency: The plant incurred a lower than normal efficiency ratio in the month of September as shown on the KWh/BOD efficiency graph below. The cause of this was a high amount of rainfall in the first third of the month. When higher flows occur due to rainfall the extra flow which is relatively clean has be treated as though it were full-strength wastewater when it has less loading (BOD) than usual plant influent. This then creates the discrepancy (higher ratio) of energy used to pounds of BOD treated. Additionally, more power was used than would normally be required due to the need to aerate two of the secondary tanks to facilitate the work on the P1 channel by Front Range. Operations, Laboratory, and Pretreatment Activity Reports Operations Activities: September/October 218 1) Normal operational activities were conducted as proscribed by standard procedures or in response to conditions within the plant and the Operators participated in the weekly safety training sessions. 2) David Collard attended the WEFTEC 218 conference on New Orleans. Seminars attended were oriented towards nutrient removal strategies and/or operations techniques. 3) Modifications to operation, analysis, and automation appears at this time to have improved the disinfection process reliability and control. With only a few weeks left in this disinfection season we continue to evaluate the process to improve the performance of the Plant in this area. 4) The operators continued to work with the staff of Front Range Environmental (FRE) to facilitate the completion the remaining work on the P1 channel which was finished as of October 11 th. 5) Oros and Busch are in the process of land application of biosolids. They are making good time with an average haul rate of approximately 9, gallons/day and have hauled for eight days as of the time of this writing. Operations staff continue to transfer sludge from the west lagoon to the east lagoon while the hauling proceeds. 2

3 6) The Operations department staff performed 33 Proactive Maintenance (PM) tasks for the month of September 218 (most recent complete month) which required 28.5-man hours to complete (equivalent to.16 Full Time Employees (FTE)). (Note: These numbers are lower than normal due to fewer operators at this time, however all safety related PMs are being completed as required.) Laboratory Activities Laboratory Activities - Routine: A total of 1,545 analyses were performed in the laboratory during the month of September 218. Monitoring of treatment plant, industrial users, and receiving stream samples for compliance purposes and process monitoring continued. Laboratory personnel continued to perform additional background nutrient monitoring to help fully characterize the nutrient loading on the plant. Laboratory Activities - Non-Routine: 1) Keith Richard attended the Illinois Water Environment Association (IWEA) Executive Board and Committee Chair Meeting at Starved Rock Lodge on September 14. The group meets quarterly to discuss current and upcoming activities of the IWEA and its committees. Keith continues to serve as the Chair of the IWEA Laboratory Committee. 2) Keith Richard attended a microbiology workshop at WEFTEC 218 in New Orleans on September 3. 3) There were no samples received from the woodchip bioreactor for nitrate analysis in September 218. This was due to insufficient flow through the bioreactor. While there was a period of rainfall early in the month the soil was dry enough apparently that not enough flow made it into the drainage tiles for sampling purposes. 4) The four-year river study with Eastern Illinois University continued in September 218. Water samples from all six field sites were analyzed for nickel content. The nickel levels were slightly lower this month than last month at all five of the downstream sites. The upstream site continued to have a nickel level below the reporting limit. Pretreatment Activities: Pretreatment - General Activities: 1) Pretreatment personnel monitored six industrial users and performed eight industrial user inspections during September ) Wastewater hauler discharge permits were issued to Kelley s Septic Tank Service, Bodine Services, Inc., Merdon/K&M Portable Toilets, Decatur Municipal Services, Septic Specialist, Parks Sewer Service, Midwest Pottyhouse and Zeschke Septic Cleaning in September because their current wastewater hauler permits are due to expire in October. 3) A wastewater hauler discharge permit application was received from Bodine Environmental. 4) A permit application package was sent to Prairie Farms Dairy, Inc because their current permit is due to expire in March. 5) A permit application was received from Advanced Disposal. Advanced Disposal s current permit expires in January. 3

4 Pretreatment Ordinance - Verbal Notices: 1) A Verbal Notice was issued to ADM Development Products on September 6, 218, because the ph of their effluent was below the lower ph limit. 2) A Verbal Notice was issued to ADM on September 6, 218 because their West Plant effluent ph charts showed multiple violations. 3) A Verbal Notice was issued to Prairie Farms Dairy, Inc on September 26, 218 because they exceeded their FOG limit. 4) A Verbal Notice was issued to Prairie Farms Dairy, Inc on October 2, 218 because they exceeded their FOG limit in a September sample. Pretreatment Ordinance - Warning Notices: No Warning Notices were issued during September 218. Pretreatment Ordinance - Notices of Violation: No Notices of Violation were issued during September 218. Pretreatment Ordinance - Executive Orders: No Executive Orders were issued during September 218.
