1 Date: April 8, 2015 To: Subject: Notice of Preparation State Clearinghouse, Responsible Agencies, Trustee Agencies, Federal Agencies, Interested Parties, and Organizations Notice of Preparation of a Draft Environmental Impact Report for the CHP Santa Barbara Area Office Replacement Project in Goleta, California Lead Agency: California Highway Patrol, 601 N. 7 th Street, Building C, Sacramento, CA Contact: Jennifer Parson, Senior Environmental Planner State of California Department of General Services Real Estate Services Division, Project Management & Development Branch 707 Third Street, 4 th Floor, MS509 West Sacramento, CA environmental@dgs.ca.gov Purpose of Notice The California Highway Patrol (CHP), with assistance from the Department of General Services Real Estate Services Division (DGS), is the lead agency for preparation of an environmental impact report (EIR) pursuant to the California Environmental Quality Act (CEQA) for construction and operation of the CHP Santa Barbara Area Office Replacement Project (Proposed Project). Pursuant to provisions of CEQA, DGS has prepared a Notice of Preparation (NOP) for the Proposed Project. The purpose of the NOP is to solicit comments from responsible and trustee agencies, and interested parties on the scope and content of the environmental information to be included in the EIR. Project Location The Proposed Project is located at 7780 Hollister Avenue (Assessor s parcel number ) in the City of Goleta in Santa Barbara County (see Figures 1 and 2). The 5.71-acre parcel has been acquired by DGS for this Project. The Project site is currently a parking lot consisting of asphalt concrete pavement, concrete curbs, landscaping between rows of parking, one guard booth at the site entrance from Via Jero Drive, large trees through and along the parcel boundary, light poles, and a chain-link fence surrounding the entire parcel. Project Description CHP police protection services are currently provided to the City of Goleta and surrounding area via the CHP Coastal Division s existing Santa Barbara Area Office located at 6465 Calle Real in Goleta, California. The CHP Santa Barbara Area Office Replacement Project is part of a statewide effort to replace aging or inadequate CHP field offices and other facilities. The purpose of the Proposed Project is to relocate the Santa Barbara Area Office and replace it with new facilities that would provide adequate workspace, vehicle, and equipment storage for an increasing number of employees assigned to this office (approximately 12 new employees for a total of approximately 66 future employees). Specific project objectives are as follows: develop a CHP facility that is accredited under the U.S. Green Building Council s Leadership in Energy and Environmental Design (LEED) program at Silver or better; Reference: Cal. Code Regs., tit. 14, (CEQA Guidelines) Sections 15082, subd. (a), 15103,

2 meet the California Essential Services Buildings Seismic Safety Act requirements by designing and constructing a facility capable of providing essential services to the public after a disaster; construct a facility that meets the standards of the Americans with Disabilities Act (ADA), California Green Code, and Title 24 energy and resource standards; and construct a facility in the Santa Barbara area that is near a freeway. The Proposed Project would consist of construction and operation of buildings and other structures, auto service bays, a 148-foot tall radio antenna tower, secured and visitor parking areas, equipment enclosures and storage areas, a fuel island with gas tanks, an emergency generator, utility improvements, and other ancillary improvements. The Proposed Project is in the preliminary stages of development and further information regarding the various features of the Proposed Project will be provided in the Draft EIR. Potential Environmental Effects The EIR will analyze the reasonably foreseeable direct, indirect and cumulative effects (e.g., climate change) of the Proposed Project and on a wide range of resources, including but not limited to: Aesthetics Air Quality and Greenhouse Gas Emissions Biological Resources Cultural Resources Geology and Soils Hazards and Hazardous Materials Hydrology and Water Quality Land Use and Planning Noise Population and Housing Public Services, Utilities, and Energy Recreation Traffic and Transportation Comments provided in response to the NOP and during the scoping meeting, and ensuing analyses, may identify additional environmental resources to be evaluated. Responsible Agencies For the purposes of CEQA, the term Responsible Agency includes all public agencies other than the Lead Agency which have discretionary approval power over the project (CEQA Guidelines Section 15381). Discretionary approval power may include such actions as issuance of a permit or authorization. Agencies whose approval may be required for the Proposed Project may include the Santa Barbara County Air Pollution Control District. Public Review Period The Notice of Preparation is being circulated for public review and comment for a period of 30 days beginning April 8, Written comments will be accepted by DGS through 5:00 P.M. on May 8, Comments must be mailed to Jennifer Parson at the above address, or ed to: environmental@dgs.ca.gov.
