Recommendations It is recommended that: 1. The installation of ground mount solar panels throughout the Municipality of Chatham-Kent under the Ontario Green Energy Act (GEA) and the Ontario Power Authority s (OPA) Feed-in Tariff (FIT) program version 4.0, be endorsed by Council at the following location: Ward Cleeves Line Pin # (2030 panels) 2. Council support without reservation the construction and operation of the projects. This resolution s sole purpose is to enable the participants in the FIT program to receive priority points under the FIT program and may not be used for the purpose of any other form of municipal approval in relation to the application or projects or any other purpose. Background In May 2009, the Province of Ontario established the Ontario Power Authority (OPA) implemented the Green Energy Act and a Feed-in Tariff (FIT). The FIT 4.0 was released on June 24, As part of FIT 4.0, the Province and OPA will award contracts based upon a point system. Favorable points will be given for an application if the Municipality within which the project is located endorses it. The awarding of the points positions the application more favorably with OPA but it does not grant Council authority to approve nor decline an application to the OPA. The newly prescribed OPA endorsement form (June 24, 2015) requires Council s motion to be of the wording above, in particular, without reservation.

2 FIT Endorsement Renewable Energy Systems Canada Inc. 2 Comments Renewable Energy Systems Canada (RES) has been a leading developer and contractor in Ontario and throughout Canada for over a decade. RES has successfully developed and or constructed over 750MW of renewable energy projects including 671MW of wind and 80MW of solar. Included within this portfolio of projects are the Talbot Wind Farm and the South Kent Wind Farm. The 99MW Talbot Wind Farm located off Talbot Trail was developed and constructed by RES. The project reached COD in 2010 and is currently owned and operated by Enbridge. RES also constructed the 270MW South Kent Wind Farm. Samsung Renewable Energy & Pattern Energy Group developed this project and is its current owner. Additional projects in Ontario include the 10MW Brooke-Alvinston Wind Farm where RES provided EPC services and the Greenwich Wind Energy Project in Dorion that RES developed and constructed. In addition to these wind projects, RES has constructed eight (8) solar projects all 10MWac in size in Ontario. Included within this portfolio is the 10MW Norfolk Solar Project in Norfolk County Ontario.
