1 EHA Action Plan 2010 Introduction As the EHA is entering its second decade of promoting hydrogen as a clean energy carrier in Europe, the main car and infrastructure companies have been communicating their commitment to the development of commercial hydrogen applications by The coming five years will therefore be crucial to identify the key locations in Europe that will be best placed to initiate broad integration of these applications by showing their potential to support EU s efforts in decarbonising energy and transport systems. The EHA over the last 4 years has positioned itself in the centre of these developments through its link to 15 national member associations, representing more than 250 companies and over 100 research institutes in Europe and by hosting the office of the now 30-member Regions and Municipalities Partnership for Hydrogen and Fuel cells, HyRaMP. This, combined with the EHA up-close insight in EU policy developments and links with key Members of the European Parliament (MEP) and Commission officials, is placing the EHA in a unique position to contribute actively to the creation of the first sustainable hydrogen communities in Europe and to the definition of the best (post FCH JU) organisational structure to coordinate this effort. The European Commission, in view of the COP 15 in Copenhagen and responding to the main post war financial crisis, has announced large financing plans for clean energy and transport development. As in 2009, also 2010 will see new EU legislation implemented as a result of the Climate an Energy Package and the Second Strategic Energy Review presented the end of 2008 (Roadmap towards a 2050 Energy Policy, Sustainable Energy Financing Facility, Review Energy Efficiency Action Plan). The billion euro support in the EU Economic Recovery Package for the Green Car Initiative, Energy Efficient buildings, CCS, Smart Grids, Smart Cities and Wind will also take effect starting The new MEP s and the new European Commissioners responsible for Energy, Research, Climate (new Commissioner!), Enterprise and Transport need to become actively engaged in supporting the market for the first commercial hydrogen applications that will be developed under the FCH JU programmes. In addition political support is needed to ensure coordination and strategic planning of the first infrastructures for hydrogen refuelling and recharging battery vehicles at local level. EHA activities in 2010 will therefore be concentrated on three pillars contributing to EHA s objective to become the organisation of reference for hydrogen development in Europe: 1. Ensure that EU legislation and support programmes for clean energy, energy efficiency, electric transport, urban mobility and the Smart Cities Initiative facilitate rapid sustainable market development of hydrogen applications; 2. Secure financed participation of the EHA in close collaboration with EHA national members and HyRaMP in FCH JU projects to disseminate relevant project results and prepare post FCH JU structures and strategies;

2 3. Increase collaboration with other relevant EU organisations and industry associations (Convenant of the Mayors, BusinessEurope, consumer organisations) to increase visibility of hydrogen and create live and digital clean energy communities. In addition the EHA will need to become engaged in the technology transfer/ reverse innovation developments, that have been agreed at the Copenhagen UNFCCC event last December and for which the EU set aside 7,4 bln in the next 3 years. 1. Ensure that EU legislation and support programmes for clean energy, energy efficiency, electric transport, urban mobility and the Smart Cities Initiative facilitate rapid sustainable market development of hydrogen applications; DG Transport and Energy (split in two DG s) EHA objective: ensure visibility of the use of hydrogen as an energy vector in relevant Transport and Energy dossiers and maintain close links with sustainable urban city networks managed by DG TREN (Convenant of the Mayors, Civitas, etc). The Action Plan on Urban Mobility that was announced in October 2009 lays a set of 20 actions that will need to be reviewed against the backdrop of the ush for eletrci mobility and the strong focus on battery cars. The implementation of several important dossiers that became law in 2009 will need active monitoring as well to ensure support for hydrogen applications. EHA action will include:. The Directive on the Promotion of clean and energy efficient vehicles (COM 2009/33/EC): ensure that the model used to calculate life time costs that the directive introduces as a criteria for the procurement of vehicles by public authorities does not only favour CNG in the short term, but take into account the depletion of fossil fuels and support new technologies even if they are more costly;. New Pollutant emissions regulation (Euro Standards): explore opportunities at local level with support of EHA national associations;. New regulation on CO2 emission of passenger cars (130 g/km) phasing in by 2015; longer term target: 95g/km by 2020; explore opportunities at local level with support of EHA national associations. RES Directive proposal: renewable energy use for motorfuels (10% by 2020): EHA will review of status of hydrogen production through gasification of biomass;. Directive for the taxation of energy products (favourable taxes for E-RES) min tax rates for motor fuels for different purposes: EHA will review effects on use of hydrogen.

3 . Directive on energy and CO2 labelling (information): as micro generation will be part of this Directive; EHA will monitor effect on use of stationary fuel cells.. Directive 98/70/EC on fuel quality (-6% lifecycle GHG) : hydrogen is included in this directive and will need to comply with the -6%. DG Environment EHA objective: ensure visibility of the role of hydrogen in reduction of CO2 emissions in specific EU directives and contribute to COP 15 outcome. 1. The implementation of the new Emission Trading System (ETS) and the Effort Sharing, that will involve transport and the building sector, in reducing emissions will require continuous monitoring on its effect on hydrogen infrastructure development: 2. The EHA wil continue to follow developments in the EU Zero Emission Power Plan Platform (ZEPP) to monitor the development of pre combustion CCS power plants as part of the planned 12 pilot plants in Europe, in which hydrogen is produced as a side product,; 3. The Recast Proposal for Integrated Pollution Prevention and Control (IPPC) Directive has been taken up again by the new Parliament. The EHA will continue to lobby facilitated authorisation of smaller hydrogen reformers. 4. EU Air Quality legislation (1991/30/CE) will take effect January 2010 reducing the amount of days in which the PM levels can exceed the maximum allowed level for m35 to 7 days. This will have drastic effects on urban transport and should be used to push for zero emission vehicles especially the use of buses and delivery vans. 5. Review of the Seveso II Directive: in collaboration with EIGA the EHA will pursue adaption of the new Directive to hydrogen infrastructure requirements. 5. In view of the success of the technology transfer of CCS as part of the EU China Climate Partnership, the EHA will verify potential technology transfer (reverse innovation) of suitable European hydrogen and fuel cell technologies to developing countries. DG RTD EHA objective: maintain close collaboration with main bodies of the FCH JU to identify opportunities for the EHA to support the Workprogramme and in disseminating project results. In addition the developments of the Strategic Energy Technology Plan (estimated budget of 5 bln for H2 and FC in ) and the Smart Cities Initiative (budget 5 bln) will be closely followed and where necessary the EHA will collaborate with EHA national association members to ensure hydrogen visibility. The EHA will continue to monitor the FCH JU process especially with regards to: 1. the development of an EU standardized regulatory framework to facilitate the installation and use of hydrogen applications, 2. The dissemination of relevant project results; - the EHA will contribute to JTI project dissemination starting 2010: - in July 2008 the Commission announced that it will improve the publication of

4 publishable results of EU research projects. A topic that the EHA has been lobbying since three years. 3. Education and public awareness: the EHA has offered to coordinate messages and organise joint promotional activities. It has been proposed to organise an annual FCV Bridge Crossing Event over a scenic bridge in Europe every year to mark the commercialisation of hydrogen applications. DG Enterprise EHA objective: ensure visibility of the hydrogen industry in the Green Car Initiative to coordinate infrastructure development for battery and fuel cell cars defining relevant regulations and continue participation in Hydrogen Working Group. 1. The EU Regulation for the homologation of hydrogen powered vehicles has been put into force in 2009 and needs active monitoring at national level: the EHA will send put a questionnaire to its national associations each year in April to ask for a status update. 2. EHA will follow up on its request to the Commission (and included in the EU Parliament report on the EU Regulation on the homologation of hydrogen vehicles) to start EU Homologation of hydrogen L-type (two/three wheelers) before In 2009 the EHA will also continue to verify possibilities of an EU harmonisation effort for hydrogen refuelling stations. DG Regio The use of Structural funds and Cohesion Funds for green projects is increasing. The use of hydrogen needs to be explained to key EU officials dealing with Regional policy to ensure that hydrogen projects are complying with the Structural funds funding rules. The EHA will establish direct contact with the responsible EU officers and relevant MEP s. (president of Regional development committee of the EP) Council of the EU EHA objective: In collaboration with the EHA national associations define hydrogen topics for EU presidencies; in 2010 Spain and Belgium take turns of the presidency. To establish effective contacts with the members in the Council of the EU, that are changing with every change in of Member State governments, the support of EHA national members associations is crucial. The EHA therefore will continue cooperation with its national association members to inform the national experts in the Council of national and industrial developments in our sector and how EU legislation is affecting hydrogen infrastructure developments. EU Parliament EHA objective: the newly elected EU Parliament elections offers a great opportunity to review EHA positions and formulate key messages to address new Parliament members. The EHA will intensify its efforts to meet with individual MEP on a regular basis to inform them about technology and market developments. The following actions will be undertaken: 1. EHA MEP press kit: to be sent to all new MEP s:

5 2. Membership of inter groups such as Urban Logement and Climate change 3. Organisation of seminars and exhibitions in EU Parliament. 4. Together with EHA national association members identify key MEP s to support the hydrogen and fuel cell case; 5. Ensure invitations of key MEP s to the main hydrogen and fuel cell events in Europe. EU Regions EHA objective: promote the development of regional projects and facilitate leveraging of EU national and local funding. Since April 2008 the EHA has been hosting the secretariat of the European Regions and Municipalities Partnership for Hydrogen and Fuel Cells, HyRaMP. In collaboration with HyRaMP the EHA will intensify contacts with relevant bodies of the Committee of the Regions to ensure visibility of the use of hydrogen.the Annual Open Days organised by the Committee offer a great opportunity to organise an annual session on local hydrogen developments for EU officials in collaboration with a regional office in Brussels. 2. Secure financed participation in JTI and other EU projects to disseminate relevant results; 2.1 FCH JU The EHA under FAST s umbrella is currently involved as partner in the dissemination of 4 FCH JU project proposals: two regarding the demonstration of fork lift truck, one on a training course for regulators, and one on a training course for technical personnel and life cycle analysis model. 2.2 Intelligent Energy for Europe Programme The EHA in collaboration with HyRaMP has been monitoring joint Procurement projects and alternative vehicles project in the IEE programme and will look for opportunities to participate in IEE projects to disseminate project results or contribute to educational activities. 2.3 EU Strategic Energy Technology Plan (SET Plan) As hydrogen has a link to all 6 Industrial Initiaitves being proposed under the SET Plan, the EHA will continue its efforts to facilitate more synergies between the activities in the new industrial intiatives including the Smart Cities Initiaitveand the FCH JU and secure presence of hydrogen and fuel cell activities. 2.4 EU Public Private Partnerships as part of the EU Economic Recovery Plan The financing for the Green Car PPP, Future Plants PPP and Energy Efficiency in Buildings will be monitored to look for oppportunities for hydrogen projects.

6 2.5 EU Energy Recovery Package The support for gas and electricity infrastructures; 2,3 bln offshore wind energy; 500 mln carbon capture and storage 1 bln. that have recently been approved as part of the EU Energy Recovery Package could offer interesting opportunties to link with hydrogen production and storage. The EHA will continue monitor developments in all three areas. 3. Increase collaboration with other relevant EU organisations and industry associations to increase visibility of hydrogen and create live and digital clean energy communities EU Industrial and Finance Organisations EHA objective: increase visibility of EHA in industry organisations to reinforce key messages, ensure participation in key industry events and coordinate event calendars. In 2010 the EHA will seek collaborations with BusinessEurope on transport issues. More exchanges with the European Investment Bank to facilitate suitable financing opportunities for local projects and SME s will continue to be an EHA focus in EHA Promotional Activities in 2010 Presence at conferences: Presence of the EHA at the main hydrogen and fuel cell events in EU Sustainable Energy Week, March 23-26, 2010, EHA organises session on Electric Transport infrastructure requirements on March Hanover Fair, April 21-25, 2010, the EHA has a stand and organises a Workshop; 3. World Hydrogen Energy Conference, May 16-20, Hessen 2010, 4. FCH JU Stakeholder event, October, 2010 In addition new opportunities at Motor Shows and other EU events will be explored 3.3. Website The recent upgrade to Wordpress software will allow more interactive links with other communities, like Twitter, Facebook, YouTube and other new media channels will be integrated in the site. In addition a special section for industry updates on new installations and stations will be created Public Awareness EHA objective: increase awareness of end consumers of the contribution of hydrogen applications in increasing efficiency and in reducing emissions. The collaboration with EU Convenant of the Mayors and HyRaMP offers an opportunity to broaden the EHA message to local governments and communities. In addition the (EU financed) dissemination of FCH JU Projects will enable the EHA to increase public awareness activities Hydrogen visibility in the City of Brussels EHA objective: increase the impact of messages to key decision makers in Brussels.

7 The EHA will continue the collaboration with the Ministry of Transport of Brussels, that now has a green secretary to increase visibility of hydrogen application in Brussels to facilitate more awareness of key EU decision makers; two concrete potential projects will be further explored - Brussels International Logistics Centre BILC: Refuelling station and Forklift trucks; - The Belgium government announced support for hydrogen buses: together with the EHA Belgium members the use of hydrogen buses in Brussels or to transport EU officials will be promoted; - With the hosting of HyRaMP office, the establishment of the FCH JU and NEW IG offices and the establishment of a European Hydrogen Safety Association in Brussels the EHA will identify the possibility of creating a Hydrogen House that house all organisations and would showcase hydrogen applications, feature FCV s parked outside, near a bus stop of the future Brussels FC Bus fleet EH 10 A : 10the anniversary. As the EHA is celebrating its 10th anniversary in The proposal is to organise an event the end of the year (the beginning of December) to avoid interference with other major events. Two activities are proposed: 1. Initiate a collaboration with the European Business Observatory for Hydrogen and Fuel Cells coordinated by Bocconi University to develop with the support of post graduate students an annual series of special newsletters on key topics concerning hydrogen market development (financing, RCS, market developments of commercial applications, hydrogen production and distribution built up in Europe) that will accumulate the end of 2010 in an (annual) EHA paper. 2. Organise EHA one day seminar: What will hydrogen as an energy carrier contribute to EU s energy and climate objectives in the next decade? Speakers are EU officials of the main EU energy and transport initiatives and representatives of national ans regional hydrogen Programmes. 4. EHA Membership campaign 2010 Over the last years in view of the creation of the NEW IG industry that was created as an association and the financial crisis EHA membership has been stable. Recent interest in electric transport should enhance the visibility of hydrogen as an energy carrier and therefore increase interest of key industrial players to become involved. However in view of the need to establish a more permanent public private platform of key stakeholders to guide the deployment of hydrogen applications the EHA needs to continue its efforts to attract the broadest European membership possible to ensure increased impact of its lobbying activities in Brussels and to develop meaning dissemination and promotion activities for its members. The following targets are set for 2010: 1. Sustaining members; emphasise EHA s role as lobbying organisation

8 Target December 31, 2010 (members by 2011): 1. Two European companies active in hydrogen infrastructure development in Europe are EHA member. Continue pursuit of Exxon Mobile, BP, Chevron and Total) 2. One energy companies involved in pre-combustion Carbon Capture and Storage in Europe (Eon, Vattenfall, ENEL, Suez) 3. Car companies both in Europe and beyond. 2. Supporting members; emphasise EHA s role as reference point of hydrogen development in Europe, enabling partnerships with key players. Target December 31, 2010: 1. Two smaller hydrogen production companies interested in the European market: Sol in Italy, Hydrogenics. 3. Community members: emphasise EHA as reference point of industrial, national and local development: Target December 31, 2010: - Attract two organisations of small local companies that could join collectively or as individual SME: CEP Berlin, HYNOR. 4. National Association members; EHA is the representative organisation of all European associations to coordinate messages to key decision makers in Europe. Target December 31, 2010: - Denmark, Ireland (new RTD Commissioner is from Ireland), Finland (new Transport Commissioner is from Finland) Slovenia, Bulgaria, are member.
