1 CLASS TITLE: WRRF APPRENTICE CITY OF MOSCOW BASIC FUNCTION: Under the supervision of the Wastewater Treatment Plant Manager, Senior Operator, or Journeyman, performs a variety of unskilled to semi-skilled duties in the operation and maintenance of the Water Reclamation and Reuse Facility, while preparing to become a Journeyman. DISTINGUISHING CHARACTERISTICS: The WRRF Apprentice is the entry level classification. Incumbents participate in overall activities under close direction or supervision while learning basic operation and maintenance of wastewater treatment. ESSENTIAL JOB FUNCTIONS: The incumbent shall work well under pressure; meeting multiple and sometimes competing deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues and supervisors. Shall fully comply with established City of Moscow Idaho personnel policies. Performs a variety of unskilled to semi-skilled duties in the operation and maintenance of the wastewater treatment plant; assists other operators as needed. Participates while learning the operation and maintenance of the polymer feed system, sludge feed system, belt filter presses, conveyor belt, and associated equipment. After gaining sufficient experience, may operate belt filter presses without direct supervision. Properly operate, as set by current procedures and in conjunction with other plant Operators, the continuous backwash up flow sand filtration system. Will be responsible for proper operation, maintenance, and all other necessary conditions to ensure plant effluent meets state, federal, and local requirements. Participates while learning the operation and maintenance of chlorine, sulfur dioxide and polymer feed systems and analyzers; changes chemical cylinders as needed after receiving proper training. Assists and learns to operate, inspect, repair, rebuild, and clean a wide variety of wastewater treatment equipment. In training to perform major repair on pumps including, but not limited to, bearings, seals, shafts, impellers, and packing. In training to operate and maintain the polymer feed system, sludge feed system, belt filter presses, conveyor belt, and associated equipment. 2 Participates while learning proper technique and procedures for the collection of samples required for laboratory analysis and completes an assigned set of daily operational tasks. Performs operational and maintenance duties as directed including cleaning, lubricating equipment, maintaining safety equipment, wasting sludge, pressing sludge, equipment overhaul, and any other operational or maintenance task for which they have been properly trained. Performs interior and exterior housekeeping duties; changes screening and grit receptacles; cleans plant process structures according to established procedures. Participates, while being trained, in operation of SCADA systems and plant equipment and process with the intent to be able to make independent operational changes and decisions. Monitors and adjusts plant processes as directed. Performs various grounds maintenance functions and snow removal as requested. Performs other duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Basic equipment maintenance procedures and practices. Operation and use of hand tools, power tools and equipment used in general maintenance work. Basic health and safety practices. ABILITY TO: Perform a variety of unskilled to semi-skilled duties in the operation and maintenance of the water reclamation and reuse facility. Assist skilled personnel while learning the operation, maintenance and repairs of water reclamation and reuse facility equipment and processes. Operate tools and equipment used in general operation and maintenance work. Perform general grounds maintenance duties including irrigation and snow removal. Learn the basic operation and activities of the water reclamation and reuse facility. Understand and follow verbal and written directions. Develop and maintain cooperative and effective working relationships with others. Observe health and safety regulations. Observe legal and defensive driving practices. EDUCATION AND EXPERIENCE: High school diploma or equivalent. Any combination equivalent of training and experience to demonstrate the knowledge and abilities listed above. 3 LICENSES AND OTHER REQUIREMENTS: Possession of a valid driver s license. Possession of a valid commercial driver s license (CDL), within one (1) year of employment. Possession of a valid Idaho Bureau of Licensing Class I Wastewater Treatment Plant Operator License within one (1) year of employment. WORKING CONDITIONS: ENVIRONMENT: Indoor/outdoor environment. Exposure to dust and odors. Driving a vehicle to conduct work. PHYSICAL ABILITIES: Climbing ladders and stairs. Standing and walking for extended periods of time. Lifting and carrying objects weighing up to 50 pounds. Pulling or pushing. Kneeling or crouching and bending at the waist. Moderate to heavy physical labor. Dexterity of hands and fingers to operate a computer keyboard. Seeing, to be able to perform essential functions of the job. HAZARDS: Possible exposure to harmful chemicals or gases. Working around and with machinery having moving parts. Working at heights. Extreme weather conditions. Possible exposure to microbiological organisms. Working in heavy traffic areas. 4 CLASS TITLE: WRRF JOURNEYMAN CITY OF MOSCOW BASIC FUNCTION: Under the direction of the Water Reclamation and Reuse Facility Manager, and/or Senior Operator, perform a variety of skilled operational and maintenance duties to ensure that plant processes are operated in accordance with Standard Operating Procedures established at the Water Reclamation and Reuse Facility. DISTINGUISHING CHARACTERISTICS: The Water Reclamation and Reuse Facility Journeyman has gained additional experience, can work independently in most areas and performs a wide range of operational and maintenance duties and is licensed by the State of Idaho as a Wastewater Treatment Plant Operator Class II or higher. ESSENTIAL JOB FUNCTIONS: The incumbent shall work well under pressure; meeting multiple and sometimes competing deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues and supervisors. Operates and maintains the water reclamation and reuse facility to ensure plant processes are in compliance with local, state, and federal discharge limits. Shall fully comply with established City of Moscow, Idaho personnel policies. Operates, inspects, repairs, rebuilds, and cleans a wide variety of equipment; performs major repairs on pumps including, but not limited to, bearings, seals, shafts, impellers, and packing. Operates and maintains the polymer feed system, sludge feed system, belt filter presses, conveyor belt and associated equipment, and SCADA systems. Operates and maintains continuous backwash up-flow sand filter equipment as set by plant procedure. Maintains and repairs electric and electronic control systems and processes. Uses voltage meter, resistance measurement device, continuity meter or amperage meter to assess and maintain electrical equipment or components. Repairs and maintains chlorine, sulfur dioxide and polymer feed systems and analyzers; changes chlorine and sulfur dioxide cylinders as needed. Maintains an organized inventory of essential tools, parts and supplies. Provides input for upgrading the wastewater treatment plant maintenance program; utilizes SCADA information and historical data to enhance operations and maintenance. Methods and precautions in storing and handling chlorine and other industrial chemicals. Self-contained breathing apparatus (SCBA) maintenance and use. Material safety data sheet (MSDS) information. Record-keeping techniques. Operation of a computer and data entry techniques. Health and safety regulations. Technical aspects of field of specialty. Requirements of maintaining the water reclamation and reuse facility and related facilities in safe and proper working condition. ABILITY TO: Maintain the water reclamation and reuse facility and ensure that plant processes are in compliance with local, state and federal discharge limits. Protect the health and safety of personnel, the public and the environment. Operate a variety of hand tools, electronic test equipment, machinery, and vehicles and equipment. Communicate technical information clearly and concisely, both orally and in writing. Maintain accurate log readings and operating information. Perform plant grounds maintenance and housekeeping work. Recognize and respond quickly to operational emergencies. Interpret, analyze and apply new technical information. Read piping or electrical blueprints and schematics. Establish and maintain cooperative and effective working relationships with others. Work independently with little direction. Determine appropriate action within clearly defined guidelines. EDUCATION AND EXPERIENCE: Any combination equivalent to graduation from high school and two years of experience with repair and maintenance of pumps, valves, motors and related electrical equipment. Requires two (2) years of experience at the Operator Apprentice level and meets Operator Journeyman licensing requirements. LICENSES AND OTHER REQUIREMENTS: Possession of a valid driver s license. 7 CITY OF MOSCOW CLASS TITLE: WRRF SENIOR OPERATOR BASIC FUNCTION: Under the general direction of the Water Reclamation and Reuse Facility Manager, operates and maintains the Water Reclamation and Reuse Facility to ensure that plant effluent, to the extent possible, is in compliance with local, state and federal discharge limits; utilizes the SCADA system, process control strategies and plant maintenance program to ensure proper function and reliability of all wastewater treatment components. DISTINGUISHING CHARACTERISTICS: The WRRF Senior Operator is the most experienced operator, works independently with minimal supervision, experienced in all areas and is cognizant of the ramifications and integration of plant operation and maintenance within the department, with other departments, and with other entities. This incumbent makes a significant contribution to the internal as well as the external aspects of plant operation and compliance, such as training, regulatory issues, public relations, civic issues, and generally sets an example for other employees in support of City policies and procedures. ESSENTIAL JOB FUNCTIONS: The incumbent shall work well under pressure; meeting multiple and sometimes competing deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues and supervisors. Shall fully comply with established City of Moscow personnel policies. Will serve as plant supervisor in the absence of primary plant supervisor. Duties to include, directing job assignments, project/monitor plant operations, daily operations supervisor. Works with other staff to ensure continuous plant operation. Operates and maintains the water reclamation and reuse facility according to established procedures. Operates, repairs, rebuilds, inspects and cleans a wide variety of equipment; performs major repairs on pumps including, but not limited to, bearings, seals, shafts, impellers and packing. This work is performed on an ongoing basis with little or no supervision. Repairs and maintains process chemical and coagulant feed systems, chemical scrubber and analyzers; changes chlorine and sulfur dioxide cylinders as needed. Uses extensive knowledge of systems to troubleshoot problems including programming of compound loops, injectors, pressure-vacuum regulators, chemical feed conveyance, leak detection equipment, rotometer, V- notch, and associated safety equipment. 8 Protects the health and safety of personnel, the public, and the environment following established procedures. Incumbent may also be called on to assist in the development of evaluating and updating established safety protocols, and plans or programs to comply with local, state, and federal laws and regulations. Establishes a minimum inventory of essential tools, parts, and supplies. Anticipates future needs, based on type and age of equipment relative to the life expectancy, condition of equipment, and maintenance history. Basic understanding of electrical control systems and applicable safety practices. Uses voltage meters to measure resistance, continuity, amperage to assess correct operation and assist in the maintenance of electrical equipment or components. Provides input for upgrading the water reclamation and reuse facility maintenance program; utilizes SCADA information and historical data to enhance operations and maintenance. Performs process control functions and has a good understanding of the microbiological functions and interactions between chemical, physical, hydraulic and electrical control functions of the plant. Understanding of the interdependent systems must be sufficient to identify anomalies and correctly identify the likely causes and make corrective adjustments supported by laboratory, historical, or other data while assessing the impact any changes may have upon other systems and processes. Utilizes information and updates the water reclamation and reuse facility maintenance program; prioritizes, plans and schedules maintenance tasks in accordance with manufacturer s recommendations in a manner that ensures continuous plant operation. Prepares and maintains plant operation and maintenance records, reports and logs. Performs all other duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Principles of providing work guidance. Laws, regulations, policies, and procedures applicable to assigned tasks. Water reclamation and reuse facility instrumentation including system integration and ability to identify anomalies and define possible problems. Mechanical and piping systems including pumps, valves, gauges, and meters. Methods of safely storing and handling hazardous gases and industrial chemicals. Requirements of maintaining a water reclamation and reuse facility and related facilities in a safe, functional condition. Possession of a valid commercial driver s license (CDL), within six (6) months of employment.
