1 Big Picture Community Conference Report Meeting notes from the Community Conference held in Chirnside on Monday 29 August oursay.org/yarraranges/bigpicture

2 Introduction A new 20 year community-driven vision for Yarra Ranges is being created to guide the next Council. Residents have been asked to help shape this vision by sharing their ideas for the future on the The Big Picture OurSay forum. oursay.org/yarraranges/bigpicture Ideas attracting high levels of community support online have then informed four Community Conferences hosted across the municipality throughout August On Monday 29 August, 8 residents of Yarra Ranges met at Kimberley Place Community Centre in Chirnside to help determine priorities for Council for the next four years and make recommendations to inform a vision for Yarra Ranges for the next 20 years. 4 COMMUNITY RECOMMENDATIONS What do you want to see Council focus on over the coming 4 years? Education: Educate people in what councils are doing and where they can do things that they want to do Feeling secure in letting kids play at playgrounds and walk to school. Schools knowing more about where the kids can get out and about Know what s in your local area Managing developments/infrastructure tied to housing Brice Avenue, over development Public transport, managing numbers of people Development of the Lilydale Quarry, and what are the implications for roads, schools, kindergartens, and public transport The old Croydon Golf Course is a mess. Traffic can t get out, not dispersed out evenly. Clegg Road and York Road, traffic management is terrible. Council want the rates from the houses, but the infrastructure isn t there/or planned properly to support it Building apartments in Lilydale. Support for high density near rail lines. Public Transport. Development around stations so can get easily to city. Can t get from Mount Evelyn to Toolangi without a car. More public transport required. Buses aren t frequent enough, or late enough. City workers can t get home via public transport as buses stop too early. Electric signs stating how long till the next bus Support for electric cars Tourism. We re second in the state behind the Great Ocean Road. It s about the future, it s people, it s jobs. When the manufacturing is all gone, you ve still got tourism NBN: We don t have any! Internet is not available to many homes in the Yarra Valley. Very hard to run a business without steady internet connection. Houses being built in Healesville without being able to connect to the internet as ports are being used. Why are we giving NBN to people who already have ADSL Not too much subdivision (e.g. Dorset Rd is example of bad planning) Protect the environment trees are currently being removed and not being replaced, e.g. Cambridge Rd has beautiful trees along the road we come to Yarra Ranges because we love trees. Don t take away the trees we love. Control Council s building regulations so as to protect trees Develop plan to put PV panels on council buildings Walkability supercharge footpath intergration Uber bus service, or rapid bus service Wildlife corridors Council be bolder with how they can tackle climate change, urban planning, place making etc. and work with community to make these happen, e.g. if contradict council s plan, or challenging VCAT, for betterment of future of planet, e.g. PV panels Council engage with community and find how they can assist local community e.g. people who can t afford houses, homeless Council needs to support community 100% have meetings with community not just every 4 years but every month? Communicate that public can attend meetings frequently and every person s voice is important. Most important thing for Council is community because we will band together if we are community Have Parkiteer at Mooroolbark station. If grade separation of Manchester Road railway crossing ensure that there is a good pedestrian/cycling access to station from the west of Manchester Road i.e. connect the bicycle track along railway line Educate people about options of reducing landfill waste and

5 why. Also provide means of recycling lightglobes, polystyrene and soft plastics. Also, council can set example by purchasing recycled products such as those from Replas. Promote Freecycle, Ebay, Op-shops etc. in preference to shops. Offer nappy library service. Key priorities for the next 4 years. Managing the commitment from council to support the infrastructure that goes into housing, will support tourism, provide better public transport and education and NBN connections into the region. Tourism will create jobs and growth for our area. Thinking 20 years from now, ideally how would you expect Yarra Ranges to be? I want to know that what we think will be put into action. I want to know where council see us in 20 years time. That we were all using solar panels, electric cars, a stand out eco region, attracting people from all over the world to see our region and great forest. See how we handled the transition from forestry to tourism. That we ve diverged from our history. Healesville sanctuaries program for saving endangered species have been released into our environment and that they re thriving. Working with Indigenous people and we re all proud of our region. People who do live here have the facilities and the infrastructure that they need, and you d only be seeing population growth in the urban areas, and not in the fringe areas. Then public transport can be increased. More encouragement for Grey-nomad tourism. It s not here now. Bus tours, hop-on-hop-off service. If we haven t got the forests anymore we won t be attracting anyone to the region. Walking is a great past time for tourists and we need to protect what we ve got before increasing over 20 years. Waste management Still using Coldstream tip because we haven t used up all our tip space. Preference for using tip tickets that we get for our rates. Let people in to tip to check what s there and reuse the material. Composting bins collected by council. Better water quality for creeks inputting into Yarra River in our Shire. Brushy Creek has terrible water quality currently. Powered by 100% renewable energy. Less waste (i.e. landfill waste minimised). Still have a village feel. Re-imagine our streets to places for community and people and not for traffic sewers and carparks. Electric vehicle charge points. Car share implemented into housing developments. Housing affordability and work with people in the market so that houses are built so they are what people want not what developers think they want or what is cheapest to build. Council can educate public about how to implement sustainable solutions such as solar panels. Kilsyth pool upgraded with family change facilities and water recycling to garden and a hydropool (heated pool). Consider seniors as well. Council look after all of local community including those who have food security

6 issues, housing issues, and that they are council s responsibility. Uber bus to enable transport to places without car, i.e reduce need for parking. Fix the 5-way roundabout in Mooroolbark (Hull Road, Cambridge Road etc. Have means for buses to loop around Mooroolbark Train station so that travellers are dropped off on the side that the train goes towards the city and picked up on side that train goes towards Lilydale. Parkiteer at Mooroolbark station continue to implement transit orientated development design principals and practices as stipulated in structure plan. Promotion of better health and environment by taking sustainable travel. Implement upcoming technologies such as rooftop gardens and green walls to supplying our food and oxygen and habitat. Retain as many trees as possible i.e. urban plan design so that if we are to have a growing population then the density of housing is greater in the hubs and less so in the forests. Buses Council to work in partnership with transport authorities to create and implement a different community centric and flexible bus network. Where to from here? Feedback collated from four Community Conference and from the online forum will be presented to the new Yarra Ranges Council, following the 2016 election.
