4 Environmental Active Transportation JUNE 20, 2017 Advisory Committee Meeting Minutes DECLARATIONS OF INTEREST BY MEMBERS ADOPTION OF MINUTES Adoption of Minutes - May 16, 2017 Moved by Ella MacCulloch THAT the minutes of May 16, 2017 be adopted as presented" Carried PRESENTATIONS / DELEGATIONS Presentation from Judy Smith-Torrie and Gudrun Ludorf-Weaver regarding the current status of Cobourg's Climate Action Plan Judy and Gudrun have offered services from Sustainable Cobourg to work in collaboration with the Committee to move forward in updating the Town of Cobourg's Climate Action Plan Judy provided background to the Committee regarding the Climate Action Plan when it was developed and measures put in place and endorsed by the Environmental Advisory Committee in 2009 In 2010 Council endorsed $150,000 to be used to fund items like the solar panels at the YMCA outdoor pool, bicycle racks on Town buses, municipal parks/parking lot lighting upgrades, new recycling containers in the downtown core Council endorsed spending $94,000 of the $150,000 in April 2010 Judy noted that all of these items were not completed, for example there are no bike racks on Cobourg Transit currently etc Gudrun noted that the Town of Cobourg requires a Climate Action plan to move forward with regards to funding for sustainable projects Also, the plan needs updating as many departments throughout the Town have implemented major savings with regards to electrical bills/improved efficiencies that need to be documented In 2011 the Town of Cobourg joined Partners for Climate Protection, currently Cobourg is listed on there site however the Climate Actions Plan, Inventory and Measures completed are not listed on the site Renee noted that when Teresa was looking after the plan it was sent to FCM to post on the site; Renee to follow-up with FCM with regards to getting Cobourg's documents online Attached is a copy of the presentation regarding measures for Climate Change Mitigation and Active Transportation Bruce noted that a meeting needs to be set up with Barry, Laurie, Judy and Gudrun to discuss as Laurie and Barry were not in attendance today Following the presentation by Judy and Gudrun, the following motion was put forth by the Committee: Page 2 of 5 Page 4 of 9

5 Environmental Active Transportation JUNE 20, 2017 Advisory Committee Meeting Minutes Moved by Randall Ross THAT the Environmental Active Transportation Advisory Committee work with Sustainable Cobourg to assist with updating the Climate Action Plan for the Town of Cobourg FURTHER THAT Cobourg Municipal Council consider designating a town staff member to work on the Climate Action Plan, and that Council consider hiring a full time staff member through the Carbon Cap & Trade program in 2018 to fund staffing" COMMUNICATIONS / CORRESPONDENCE 1 Litter Letters Renee reported that Litter Letters were forwarded by for information only UNFINISHED BUSINESS 1 CCI Recycling/Garbage Initiatives Carried Working with Heather from the County regarding drafting a letter to the school board trustee regarding the lack of recycling at CCI 2 Climate Action Plan - Webinar update Deferred until our next meeting date 3 Scent Free - Municipally Owned Buildings/Cobourg Transit Ongoing Brent Larmer drafting a scent free policy; the draft was presented to General Government, Renee to get an update for the next meeting 4 Share the Road Budget includes a $50 million investment in cycling infrastructure Renee to follow-up with Barry regarding available funding; update to be sent to members by NEW BUSINESS 1 Bicycle Friendly Application Page 3 of 5 Page 5 of 9

6 Environmental Active Transportation JUNE 20, 2017 Advisory Committee Meeting Minutes Bruce reported that Justin Jones has contacted Bruce to advise that the Town of Cobourg should re-submit it's bicycle friendly application Bruce noted that the AdHoc Committee needs come together to complete the application The deadline for submissions is October Moved by Paul Mills "THAT Cobourg Municipal Council support the Environmental Active Transportation Advisory Committee's re-application of the Bicycle Friendly Application in order to meet the deadline for October 21, 2017 FURTHER THAT the Ad Hoc Committee for the Bicycle Friendly Application be formed to complete the application" 2 Interactive Workshop for the Tannery District Carried Bruce reported that there will be an interactive workshop regarding the Tannery District held on Thursday June 22, 2017 from 1pm-5pm at the Columbus Community Centre on Spencer St E None of the Committee members can make the workshop, Barry and Laurie were invited as well; a brief report regarding the workshop will be on the agenda for the next meeting REPORTS 1 Public Works Renee reported on behalf of Barry: Abbott Blvd sidewalk was defeated at Council Requests for quotations for the supply of 10 bus shelters have been requested, awaiting responses 2 Transit Update Renee reported that Cobourg Council has endorsed a new committee be formed, West Northumberland Public Transportation Review Committee (WNPTRC) The Committee composition includes Community Care Northumberland, Town staff, Mayor and a Council member from Port Hope as well as Town staff, Mayor and Cobourg Council member The mandate will include investigation of needs, efficiencies and effective delivery of Public Transportation services in West Northumberland through collaboration of existing public transportation This item will be going to Port Hope Council tonight 3 Victoria Square Committee - Randall Ross Randall reported that Phase I has been approved; looking at funding options for 2018 The Committee is moving forward in phases Page 4 of 5 Page 6 of 9

8 Measures for Climate Change Mitigation and Active Transportation Transit/pedestrian related (work with Town Council, the accessibility committee, public works and planning dept) 1 Town plowing of sidewalks 2 Planned benches along main walking routes 3 Portable carts for groceries 4 More grocery delivery services 5 Dedicated spots ahead of cars for bikes at traffic lights 6 More sidewalks 7 'Walking buses' 8 In town 'uber-like' services 9 Car share stations at Via, in-town and at the mall 10 Employ smaller electric bus-jitneys to provide door to door service on a computerized/ app/landline service 11 Monitor gasoline use on intercity and in-town buses if not implemented already 12 Require current bus drivers not to idle 13 Kerr St cycle route implemented 14 Promote electric cars Treeplanting and Urban Cooling 1 Develop a local carbon offset program to stablize needed areas most prone to erosion from climate change 2 Develop a native plant greenhouse and nursery 3 Assess and provide shade and wind trees around residential and commercial properties to reduce A/C use in summer and heating demand in winter 4 Encourage permeable pavement 5 Encourage light colour pavement on driveways/work with hardware and paving contractors 6 Discourage black roofs work with roofing contractors Residential 1 Work with LiUNA to train local apprentices in insulating homes 1 Page 8 of 9

9 2 Set up a revolving fund with the Town to provide low cost loans to insulate properties in town, refunded on property tax bills over 10 year period 3 Use the Cap and Trade fund to upgrade apartments in town Commercial/Industrial 1 Look for greening opportunities in existing operations 2 The Hub should have a green innovation centre eg Recycled countertops 3 Develop a white roof program on commercial buildings 4 Encourage permeable pavement Park Lighting 1 As you go lighting in parks 2 Lower voltage lighting Waste (work with the County of Northumberland) 1 Introduce clear waste bags after organic pickup begins in Make sure organic pick up begins in 2019! 3 Identify waste streams by town with inventory of amounts and types of recyclables 4 Ban plastic water bottles General rules Prove that you are getting the best bang for your buck by calculating the cost vs the energy and eco2 savings of various measures Join the Environmental Grant makers network among other partnerships Hire a community activist to look for opportunities and to assist groups to get funding for specific projects Leverage funds for the greater good, economically, socially and environmentally 2 Page 9 of 9
