The implementation of Local-scale Flood Damage Reduction Actions would potect key popeties and infastuctue fom flood damage, and would potect a substantial potion of thesidential stuctues as well as some commecial and othe stuctues in the Chehalis Rive floodplain though elevation, othe floodpoofing measues, and buy-outs. This altenative would educe the patten of damage and ecovey to stuctues and thei contents associated with majo floods o geate, but would not educe flood damage to tanspotation systems and agicultual popeties o cops at a Basin-wide scale. Altenative 3, as compaed to the No Action Altenative, would esult in an inceased benefit to aquatic species habitat function though implementation of Aquatic Species Habitat Actions. As compaed to Altenatives 1 and 2, Altenative 3 would esult in geate benefits to aquatic species habitat function because thee would be none of the advese effects associated with Lage-scale Flood Damage Reduction Actions stuctual components. As compaed to Altenative 4, Altenative 3 would esult in less benefit to habitat function because the teatments associated with Altenative 4 would esult in inceased habitat function Flood Damage Reduction Benefits fom Implementing Flood Damage Reduction Actions Geogaphically boad-scaleductions to flood depths and extents would not esult fom the implementation of Altenative 3 (see Figues though 5.5-3). Howeve, the implementation of Local-scale Flood Damage Reduction Actions would potect key popeties and infastuctue fom flood damage, and would potect up to 75% of thesidential and 25% of the commecial, industial, o othe non-esidential stuctues in the Chehalis Rive floodplain though elevation, othe floodpoofing measues, and buy-outs. 2 Combined Altenatives: Impacts and Mitigation Altenative 3: Nonstuctual Flood Potection Impacts of Implementing Flood Damage Reduction Actions The benefits of Altenative 3 would be localized to stuctues that ae floodpoofed, and popeties and infastuctue potected by Local Pojects. Closues of I-5 (up to 4 days) would continue duing majo floods. WSDOT would continue to use its detou oute when I-5 is closed fo moe than 24 hous. Local oadways that cuently flood duing majo floods would continue to do so, except whee smalle-scale flood damageduction pojects educe flooding of local oadways. The Chehalis-Centalia Aipot would continue to flood duing majo floods, esticting flights and use of the aipot fo emegency esponse. Rail lines, including BNSF, Union Pacific, and the Cutis Industial Pak line, would continue to be flooded duing majo floods. Altenative 3 has the potential to educe theats to human health and safety when compaed to the No Action Altenative, because Altenative 3 would potect stuctues in the floodplain and allow people the option of safely waiting out many floods in thei homes. Howeve, Altenative 3 would not impove the ability to access citical medical facilities as compaed to the No Action Altenative, and would not educe disuption to industy, commecial businesses, and public sevices with the exception of potecting the stuctues that house them in the event those stuctues have been floodpoofed. Simila to the No Action Altenative, but on an acceleated scale, mino localized advese impacts on the built and natual envionment would occu as a esult of the implementation of Altenative 3, which ae descibed in detail in Chapte 4. Potential impacts on cultual esouces and tibal esouces would be less in magnitude than thest of the action altenatives due to theduced level of excavation and stuctual components, but could still esult in modeate to significant advese impacts on cultual esouces due to the pedicted achaeological potential. The extent of potential impacts on tibal esouces would be detemined pending additional coodination with tibes and continued govenment-to-govenment consultations. Altenative 3 would not esult in significant advese impacts on any elements of the built o natual envionment, as descibed in moe detail in Chapte 4. 6 Combined Altenatives: Impacts and Mitigation Altenative 3: Nonstuctual Flood Potection Aquatic Species Habitat Actions Evaluation Altenative 3, when implemented as a compehensive stategy, would substantially incease abundance of native aquatic species, educe the potential fo futue ESA listings, and substantially enhance tibal and non-tibal fisheies as compaed to the No Action Altenative. As descibed in the intoduction to Section 5.5, Altenative 3 would have an inceased benefit to aquatic species habitat function ove the long tem as compaed to the No Action Altenative, though implementation of Aquatic Species Habitat Actions. As compaed to Altenatives 1 and 2, Altenative 3 would esult in geate benefits and fewe impacts on aquatic species habitat function due to the lack of lage-scale stuctual flood damage components. Altenative 3 would have fewe benefits to habitat function as compaed to Altenative 4, because the teatments associated with Altenative 4 would esult in inceased habitat function Climate Change Analysis This section povides an analysis of the advese effects of Altenative 3 that contibute to climate change, as well as the effects of climate change on Altenative Advese Effects Contibuting to Climate Change Oveall, Altenative 3 is not anticipated to esult in impacts that contibute to climate change. Altenative 3 is anticipated to esult in beneficial effects with egad to climate change due to the wetland and ipaian estoation activities and associated cabon sequestation that would occu with the Aquatic Species Habitat Actions associated with this altenative. These benefits would fa exceed those expected to occu to the samesouces unde the No Action Altenative. In compaison to the othe action altenatives, Altenative 3 would have fewe advese impacts contibuting to climate change than Altenatives 1 and 2, but would not offset the impacts of climate change (a beneficial esult) as much as Altenative 4, due to the degee of wetland and ipaian estoation activities and associated cabon sequestation associated with actions unde that altenative Effects of Climate Change on the Poposed Altenative It is assumed that actions such as Floodpoofing and Local Pojects associated with Altenative 3 would be designed in anticipation of pojected futue changes in pecipitation, inceased flooding, and dought conditions pedicted with climate change foecasts.
