1 Appendix D: Summary of Municipal Services Provided to the IC&I Sector THE GREATER GOLDEN HORSESHOE Region/City IC&I Services Provided by Municipalities Additional Information Region of Niagara City of Toronto Collection Services For Businesses inside a designated business area: Garbage (Max of 7, 50 lb Bags) Blue Box, Grey Box Green Bins (All Unlimited) are collected weekly. For business outside a designated Business area: Garbage (Max of 4, 50 lb bags) Blue Box, Grey Box, Green Cart (4 Boxes/Bins Max for each) Depots/Landfills Regional facilities accept wide range of IC&I materials, some materials (blue and grey box materials) at no charge Collection Yellow Bag Program Toronto Optional program since 2002 for all retailers, commercial businesses. Must apply for program pay for garbage, but recycling and composting is free. 35 gallon bin = $62.15, Collection Costs for year = $ (twice/week collection). Businesses who register with the City for Yellow Bag garbage collection are entitled to free recycling and organics collection. Generally commercial establishments of less than 4 floors and less than 500 square meters ground floor space, qualify for the Yellow Bag program. The City of Toronto does not collect garbage or recycling from industrial locations. City ABCD s (municipal facilities and schools) Provide collection services, charges apply to schools for garbage collection. Properties that do not receive curb-side collection Any industrial, commercial and institutional buildings greater than three storeys (excluding Regional and municipal facilities) Any industrial, commercial and institutional properties outside of designated business area using private containerized garbage collection or that are not able to stay within the garbage set-out limits Premium organic service collection (twice per week commercial organic) is now available to commercial customers who have been approved under the Yellow Bag Program. Commercial customers who are approved under the Yellow Bag Program and produce large volumes of garbage can order 95-gallon bins. Each garbage bin is $96.05 plus annual collection fees of $ (once a week collection). Using a garbage bin means your business no longer has to purchase yellow commercial garbage bags. Churches and non-profits are provided with residual waste and recycling collection. D-1
2 Transfer Stations/Landfill Accept range of commercial waste, recyclables, yard waste, tires, organics Collection Businesses, defined as eligible properties under the City s Solid Waste Management By Law , are qualified to receive waste collection services by the City and are required to comply with a six container limit for garbage. If a property is an Ineligible Property for Waste collection and disposal services from the City under this By- Law, the Owner or Occupant shall be fully responsible for the provision of private Waste collection. City of Hamilton There are no limits on the amount of recycling or organics containers they can set out. All other businesses and institutions are mandated by provincial law to provide a source separation program, and thus fall outside the regulatory jurisdiction of the City. CRCs/Transfer Stations CRCs are for residential use only. Commercial sector can drop off waste materials at City transfer stations Collection Institutional Properties: Small and Large properties located in residential areas will be provided curbside collection of; Garbage, Recycling and Leaf and Yard Waste. Waste Collection Design Standards Manual ( ts/pdf/wc-design07.pdf) Small and Large properties outside of the residential area will require on-site collection through a private waste hauler. Region of Peel Schools within residential areas require Private Waste Hauler for garbage but will receive recycling pick-up from the Region. Schools outside of residential areas will require private waste hauler for both services. All Municipal facilities receive collection Churches on residential routes receive garbage and recycling collection. D-2
3 Commercial and Industrial Properties: Commercial and Industrial properties will require private waste hauler for garbage and recycling. Commercial properties located in BIA s will receive twice/week garbage collection and once/week recycling collection. CRCs/Transfer Stations CRCs and PIWMF do not accept IC&I materials Collection Halton Region provides waste collection service to a portion of the ICI Sector. Halton Solid Waste Strategy: ctid=59887 Publicly funded schools: under the Advantage Waste Systems front end collection contract, School Boards pay per lift and per metric tonne disposed. Business Improvement Areas (BIA): under the Miller Waste Systems residential contract, eight. BIAs receive curbside collection twice per week, six bag/can limit per collection. Region of Halton Regional and Local Municipal Facilities: under the Advantage Waste Systems front end collection contract, includes town and city halls, community centres, arenas, libraries and police stations. Commercial: approximately 1,000 businesses located along arterial roads and industrial parks receive twice per week curbside garbage collection with a six bag/can limit per collection under the Emterra contract. Most of the ICI sector that receive service from the Region are government facilities that are funded with tax revenue or had received waste collection from the local municipality prior to the Region assuming responsibility. Most municipal and regional facilities receive garbage and recycling collection Transfer Stations/Landfill HWMS accepts commercial waste and C&D materials D-3
4 Region of Durham Region of York Collection The Area Municipalities are responsible for the following services: Collection of curb-side garbage; Collection of garbage from multi-residential buildings; and Collection of curb-side leaf and yard wastes. However, through agreement the Region provides collection services within all but two of the area municipalities. Oshawa and Whitby have retained direct responsibility for collection services. Collection service is not provided to all residents and businesses and the level of services offered varies from municipality to municipality. Oshawa No Person shall Set Out or cause or permit the Setting Out of Industrial, Commercial or Institutional Waste unless said Persons have in place a preexisting agreement with the City for Waste collection Waste Management Facilities Accept a range of IC&I materials, with variable tipping fees, with the exception of commercial hazardous waste. Collection Collection is the responsibility of the Area Municipalities. The Region s local municipalities provide Blue Box collection services to selected businesses such as downtown Business Improvement Areas. Many local municipalities provide recycling services to area schools. Several local municipalities have rolled out Source Separated Organics collection service to their downtown businesses as well. CECs/Depots Some depots accept IC&I waste. Use of CEC s restricted to small business generators. Details on regional service: All Persons involved in the creation of Industrial, Commercial or Institutional Waste shall make provision for on-site, private Waste removal unless another provision has been made with the Region in accordance with the policies and bylaws of the Region and all applicable law. Any authorized and approved Industrial, Commercial or Institutional user receiving Regional Waste collection shall be required to participate in the Region s recycling and/or organics and/or any other Waste collection programs, and failure to do so may result in discontinuance of provision of services. With the exception of Eligible Properties, no Industrial, Commercial or Institutional properties shall receive Regional Waste collection service except on a full cost recovery basis. Examples: Aurora Recyclables and Residual Waste are collected within BIA along Yonge St, at Town Facillities and Town events. Organics offered at the dog park. King - Recyclables and residual waste collected at town facilities. Recyclables, Residual waste and organics collected at Municipal Office. Markham, East Gwillimbury, Georgina, Newmarket, Vaughan, Whitchruch-Stouffville - Recyclables and residual waste collected at town facilities and Municipal Buildings. D-4

6 NORTH AMERICA Jurisdiction Reduction and Reuse Measures (by-laws, ordinances, bans) Owen Sound, Ontario By-law implementation Requires all ICI and restaurant premises to implement a recycling program and divert designated materials identified by the by-law, as well as to carry out a waste audit. The City distributed recycling carts to the companies and provides extensive support materials on its website (an on-line audit form, an audit guide, sample recycling policy, and sample sign designs). In addition, each business, regardless of size, has to report (in a standard report format) the amount of residual waste and recyclables generated. Designated recyclable materials 2006 The Ministry of the Environment and the Ontario Waste Management Association jointly funded a study to analyze the reported waste quantities by generator, as the City did not have the staff to review the over 700 reports initially filed. (conclusion was that over 50 per cent of reported waste was generated by small companies with less than 20 employees) Nova Scotia San Francisco, CA Landfill ban Food Waste Reduction Ordinance Requires that all disposable food ware is either compostable or recyclable (unless no suitable product within 15% cost of the noncompostable or non-recyclable alternative. Bans PS disposable ware-permits food vendor to charge take out fee to offset cost difference. Compostable and divertible materials (21 material bans) Disposable food ware Polystyrene Plastic bags Ban on plastic bags requiring supermarkets and chain pharmacies to use recyclable or compostable sacks (paper or biodegradable bags) D-6
7 Jurisdiction Ordinance collection services 2008 Boston, MA Requiring all commercial waste haulers working in the city provide recycling services or risk loosing licenses. Diversion Policies and Practices Voluntary Retailer Take it Back Program Plastic bags Durham and York Regions Municipalities and local businesses are supported to expand existing voluntary take back program for plastic shopping bags to other goods and packaging materials originally sold through the business. The businesses are responsible for ensuring proper management of the materials including reuse and recycling. Waste Exchange Program Metro Vancouver, BC and Calgary, AB Portland, OR An on-line waste exchange program is established and supported to address ICI sector waste ideally swapped between different ICI businesses to ensure reuse. Portland Composts! Gets businesses to participate in food waste composting program by providing educational materials, technical assistance, and on-site staff training. The City works with commercial sector to promote food waste diversion programs in restaurants, hotels, hospitals, grocery stores, and other food producing establishments. Food waste is collected by qualified commercial waste haulers and taken to the City s transfer station and shipped to a private sector composting facility. The finished compost is sold in participating stores throughout the City. Food waste 2005 Variety of grants, loans, and other financial assistance including: Waste Assessment Grants, partnership between Portland Development Commission. Oregon Manufacturing Extension Partnership and Zero Waste Alliance, to provide matching grant funds (50-75 per cent) to businesses in support of innovative strategies to eliminate D-7
8 Jurisdiction waste, improve production efficiency, and implement LEAN manufacturing processes. Seattle, WA Food Scrap Collection Program Commercial organics collection program for all businesses on a voluntary basis. Contracted waste hauler provides a compost collection container and collection service. The City contracts with one compost service provider for the City although businesses can still choose to contract with another private hauler that provides the service. Program also encourages businesses to donate packaged food and food that has not been served to a local food bank. Food Waste 2005 Program is part of Seattle s larger Resource Venture Program that provides free technical assistance, training and advice on how to collect food waste and compost within a business location Tipping Fees/Levies/User Pay Kootenay Boundary Regional District, BC Penalty fees Five times penalty for loads of waste containing banned recyclables materials (tipping fee is $80 per tonne). If residual waste loads arrive with 10% or more banned recyclable material (assessed visually by site staff), the entire load is subject to a tipping fee five times the regular rate. Landfill Ban and Differential Fees Yard & Garden Glass food containers Tin cans Rigid plastic containers (1-7) All paper Cardboard 2006 Metro Vancouver, BC Loads that arrive at disposal sites containing more than 5% (by volume) of banned materials are assessed at a 50% surcharge (an additional $43 per tonne) on the whole load (current tip fee is $86/tonne). Separated green waste is charged at a reduced rate of $59 per tonne Recyclable paper Green waste (organics) Glass containers (including beverage) D-8
9 Jurisdiction Gypsum waste is charged at $150 per tonne since there is a well established recycling program for gypsum waste. Metal containers (including beverage) Grand Prairie, AB Cardboard Diversion Program Waste audit conducted for the City showed that almost 20% of the ICI sector waste stream consisted of corrugated containers. As a result, the City developed the Cardboard Diversion Program to encourage cardboard recycling by: Charging non-residential utility accounts a $12.50/month 2010 recycling fee; Placing 55 community cardboard recycling bins around the City; Establishing double tipping fees ($178/tonne in 2010) for loads contaminated with cardboard at the landfill (above a tolerance level); and, Exempting from the utility bill those businesses that recycle by renting a cardboard recycling bin or recycling cardboard in other ways. Plastic containers (1,2,4 &5, including beverage) Cardboard Wood Metal 2002 Doubling the tipping fee resulted in a 50% reduction in contaminated loads brought to the landfill and resulted in over 1,500 tonnes of cardboard and boxboard diverted by landfill since the program was implemented. A similar approach has been adopted for wood and metal from commercial sources. City of Toronto Packaging Levy $0.05 levy on all plastic bags used by retailers in the City as of June Retailers may choose to use recyclable materials such as kraft paper bags or promote the use of reusable bags. Plastic bags 2009 City of Toronto By-Law No The levy has had a positive impact on the use of plastic bags. The three main grocery retailers in Toronto have reported a decline in the use of plastic grocery bags ranging from 55 to 70% in D-9
10 Jurisdiction the first year of the program. One of the retailers donates the proceeds from the levy to a prominent environmental organization. City of Toronto Yellow Bag Program Small retailers and businesses receiving curb-side collection services from the local municipalities and must pay for every bag of residual waste collected but recycling (and food waste diversion, if available) services are free. Provides level playing field with residential user pay programs; covers the cost of providing service Waste Diversion Assistance and Promotional Programs Green Calgary - non-profit environmental organization 1978 partially funded by City of Calgary Encourage waste diversion activities in the ICI sector by offering a wide variety of services including environmental education, waste audit and reduction plans, technical assistance, and a waste exchange. As part of its assistance programs, Green Calgary offers: Green Calgary A wide variety of presentations through its Lunch and Learn program to businesses and employees to help businesses become green. Conducting waste audits and developing waste reduction plans; Consulting services to provide technical assistance to businesses to improve recycling, reduce the use of toxics, employ green procurement practices, and other environmental objectives; An on-line recycling directory, offering a extensive list recycling companies that recycle/reuse over 20 products and packaging; An on-line waste exchange that provides companies with a convenient medium to list D-10
11 Jurisdiction materials and products that are available or wanted for exchange Zero Waste Pittsburgh Provides personalized assistance as well as a hotline and website dedicated to providing helpful, up-to-date resources, information and assistance to businesses and institutions. The function of Zero Waste Pittsburgh is to provide support to business owners, environmental managers, and by offering the following services: Pittsburgh, PA Green Waste Certification 1 Waste audits Recycling system design/installation Employee training Sharing of best practices Compliance assistance State-of-art resources and information on waste minimization and recycling Professional development opportunities Technical assistance Networking opportunities Zero Waste Pittsburgh helps local businesses and institutions connect with local companies who can provide goods and services that meet their recycling needs and provide assistance on implementing recycling options and meeting ordinance requirements. Massachusetts Supermarket Recycling Program Certification Supermarkets can apply for certification by implementing a comprehensive recycling and reuse program. In this voluntary program, the supermarket must prove that it has a comprehensive recycling and reuse program. An individual supermarket can then obtain a Massachusetts DEP Supermarket Recycling Program Certification (SRPC) and qualify for certain regulatory relief. Cardboard Organics Shrink and plastic wrap Massachusetts DEP provides handbooks and materials to assist supermarkets in developing effective recycling, composting, and diversion programs including: the Supermarket Composting Handbook which is a step-by-step manual for setting up a composting program in a supermarket. Waste loads from a supermarket with SRPC status are exempt from DEP s routine comprehensive inspections at disposal and transfer facilities for the presence of paper (including cardboard), glass, metal and plastic containers, leaves and 1 The Recycling Council of Ontario is setting up a similar program in late 2011 D-11
12 Jurisdiction yard waste. The supermarkets must reapply for certification annually. Greenbiz Recognition Program Alameda County, CA Businesses in Alameda County can apply for Green Business certification by meeting a set of green business standards including implementing waste reduction, green purchasing activities. Certification allows businesses to display window decals and promotional materials in their business and use the Green Business logo in advertisements. Working Groups on Waste Diversion Philadelphia Commercial Recycling Council 1995 Twenty business leaders, representing a wide range of businesses that were interested in recycling issues, formed the Council as a forum in which to discuss methods for designing programs, promoting employee participation, and encouraging other businesses to implement programs. Philadelphia, PA Members come from both large and small businesses and institutions and from urban and suburban communities. The Council's mission is to support environmental managers through peer-to-peer consultation, information, professional educational, technical assistance, and networking. Council members also have a direct influence on policy and economic development initiatives for the Delaware Valley. D-12
