17 Environmental Impact Assessment Study Position on the construction of Incineration Plant 11% - it shouldn t be constructed any incinerator in Portugal - total refuse of the incineration (Not in Any Back Yard answer). 53% - they should build the incinerator in another place A NIMBY (Not in My Back Yard) answer. 12% answered, I don t mind that they build the incinerator here. a passive acceptance of the situation. 23% stated, I think that more incinerators should be constructed in Portugal. An answer clearly favourable to the incineration. Expected Consequences Consequences: The increasing of the trucks traffic; the increasing of the air pollution; the growth of diseases; the disturbance of the population quiet.
18 Incineration Plant: Case Study Problem: population didn t want the incineration plant they had fears related to public health and polution Problem: It was the first incineration plant in Portugal, with much speculation about it people had few information. Problem: The NGO s didn t agree with the decision to built the incineration plant and they made actions and news of terror in the newspapers about the effects of incineration.

21 Incineration Plant: Case Study Valorsul solution: The Administration of Valorsul was always available to listen and explain the projects, and did some specific actions:. Regular meetings with local and central Government;. Visits to similar incineration plants in Europe with the municipal government, journalists and neighbours committees;. Regular visits with the stakeholders during the construction and after functioning;. Public information sessions in public spaces to give information to the population;
22 Incineration Plant: Case Study Valorsul solution:. Publication of articles in the newspapers and continuous support to the media with information.. Pro-active attitude with schools and associations from Valorsul area, developing scholar programmes;. Enforcement of studies about Valorsul activities, participation in conferences, development of a web portal, publication of regular reports and other communication supports;. Environmental and Social Patronage;. Development of partnerships with public and private entities, national and international references in Environmental subjects.
