2 Green transit in Belgium Mobility in Belgium : figures In 2006, mobility in Belgium translated into more than 144 billion people/kms, or about 8,750 miles/inh. About 350,000 people commute to Brussels every day (10,5 million inh.). Transportation of goods represents yearly 95,000 MNS T /km. Transportation is worth about 66 billion, or 22% of all national expenditures, and 12% of household expenditures. Permanent need for new big infrastructures but rarity of space. Potential destruction of green areas. CO2 increase due to transportation increased with 29% between 1990 et 2005, whereas but Kyoto framework mandates a7.5 % decrease. Pollution in respect with the fine particles due to the automobile dieselization. Belgium s highly populated regions encounter huge hurdles respecting the European air quality standards. 4 Green transit in Belgium The Federal Public Service Mobility The Ministry s strategies are dedicated to sustainable mobility, in the framework of the 1992 Rio Conference. The Ministry i makes proposals relating to mobility and transportation within ihi the Interdepartment Sustainable Development Committee (CIDD) and reports on the implementation of the two federal plans. Establishes harmonized policies between the federal and regional (state) levels with a view to reducing greenhouse gas emissions, in co operation with the Health Department. Contribute yearly to editing the National Communication on Climate Change and the Belgian Report on Demonstrable Progress under Article til 3.2 of the Kyoto Protocol. 5 Green transit in Belgium Scientific Policy Department BELSPO s 2005 (third) Science for a Sustainable Development ( ) - SSD research program has transportation and mobility as one of 8 priority research areas, financing i project like ADICCT (Assessing and Developing Initiatives of Companies to control and reduce Commuter Traffic), BMW (Behaviour and Mobility within the Week), ESTIMATE (A behavioural analysis and examination of environmental implications of multimodal transportation choice), MOBLOC (Mobilities and long term location choices) and ISEEM (Development of an integrated spatio-economic-ecological modeling framework for the analysis of overall impacts of sustainability policy measures), to the tune of ,000 each. 11/12/2009 Belgium Embassy Washington MW 5

6 Green transit in Belgium Federal Planning Bureau The FPB, through an agreement with the Federal Department of Mobility, is developing transportation indicators, constructing transport satellite accounts ands modeling tomorrow s transportation. The PLANET model is a long term transport model for Belgium aiming to construct a business asusual scenario for medium to long term passenger and freight transport, to simulate the effects of transport policy measures and to provide a social cost benefit analysis of these measures. LIMOBEL attempts to develop a fully operational modeling tool to study the impact of transport policies on the economy and on emissions, produce long term projections (up to 2030) of passenger and freight transport and establish a baseline scenario that will be compared with alternative policy scenarios for more sustainable transport. In the alternative policy scenarios packages of instruments will be considered, including pricing instruments, regulation and infrastructure measures. 11/12/2009 Belgium Embassy Washington MW 6

8 Green transit in Belgium Non transportation solutions > Flexitime ±46 % of the commutes occurring during the morning and evening hours happens between the domicile and the working place. When a business or a government agency converts to active mobility / flexi time, there is an immediate shift towards the use of more sustainable public transportation modes. Promotion of compressed workweeks, flexible work schedules, teleworking and telecommuting. The sustainability requires that the external impacts of transportation on people and the environment be taken into account when deciding to invest in new capacities or to use the infrastructure : reduction in the number of accidents, pollution decrease, reliability, security and affordability of the mobility offered. 11/12/2009 Belgium Embassy Washington MW 8

9 Green transit in Belgium Rivers «Diversion modes» > Inland navigation The inland navigation development agenda is inspired by the NAIADES (NAvigation Intérieure) in Europe. Within Europe, Belgian waterways are important with a capacity of 1,850,000 T and 1,500 boats representing 15% of the European fleet. In Belgium, in 2005, more than 168 millions de tons on the equivalent of 8 billion T/km were carried along a network of 1,500 km of waterways. The average increase the last five years was an average of 5 to 8 % per year. One inland vessel carries the equivalent of 40 trucks. Road transport accounts for 72,6% of transport of goods in Belgium. The sector employed in 2007, people and counts vehicles. One solution to reduce the foot print would be to promote the Long and Heavy vehicles (véhicules longs et lourds or VLL), also called «écocombis, EMC (European Modulair Concept), gigaliners, super ou mega trucks». Other states in Europe have studied this possibility pilot projects). 14 Green transit in Belgium Rail Transformation > Reviving the rail The offer RER (réseau express régional or express regional network) must be constantly reviewed to meet the need or gain new customers. A study, horizon 2015 was launched with the 3 Regions. The national railroads, SNCB, as for its investment plan supported by the Federal Government, plans an increase of passenger traffic of 3,8% per year.
