Survival Preparedness and Self Sufficiency A Summary Matt Carpentier Sault Tribe of Chippewa Indians Emergency Management
Agenda Essential steps to meeting self sufficiency goals Discussion Item One Understanding Survival Preparedness and the Rule of Three. What is Survival Preparedness and how does our current interpretation effect our ability to prepare? Discussion Item Two What are we Preparing For? How basic understanding of Short / Long term survival can increase your ability to adapt. Discussion Item Three Long Term Storage and the Big Three. Preparations that can be made by every resident. Discussion Item Four Do I Stay or Do I Go? Answering the question of bugging out or battening down. Discussion Item Five Putting it All Together How can I help? Where can I get help?
Understanding Survival Preparedness How words shape our response FEMA and IS-22: Why planning for hours isn t the best answer Preparedness: Making preparations before disaster strikes to improve your chances of survival. Survival: Emerging from a natural or manmade disaster in a better position than the average person. Thriving: To do well, flourish or excel
Understanding Survival Preparedness How the Rule of Three Applies to residents Training to the lowest level through memory recall.. What is the lowest level? Survival Rule of Three 3 minutes without breathing (drowning/asphyxiation) 3 hours without shelter in an extreme environment (exposure) 3 days without water (dehydration) 3 weeks without food (starvation) What do we create by training the public to the lowest level first?
Understanding Preparedness Change Begins at Home Replacing Governmental Dependency with Independence Remember the man that tried to change the world? Existing failure is based on a faulty ideal and faulty expectation Back to that lowest level What do we create? Time Distance/Quarantine Shielding TDS = Independence
What are we Preparing for? Improvising Adapting and Overcoming NATURAL DISASTERS Thunderstorms Severe Winter Weather Flash Flooding Pandemic / Epidemic Food Shortages Wild Fires Tornados Draught MAN MADE DISASTERS / TERRORIST EVENT Socio or Economic Downturns Terrorist Event Bridge Disaster Engineering Failures Transportation Disaster Explosion Environmental Contamination Public Unrest / Civil Unrest Pipeline Accident Food borne
Applying TDS What are the ramifications INCIDENT RAMIFICATIONS (POSSIBLE) Severe Weather (All Seasons) Electrical Outage Food Spoilage Flooding Wildfire Evacuation Stranded Travelers Exposure (Elements) - Transportation Disruption Socio/Economic Downturn (Depression) Electrical Outage or Utility Loss Food Spoilage Exposure (Elements) Joblessness Famine Pandemic / Epidemic Business Closures Hospital Overrun Transportation Disruption Utility Loss Food Shortage Joblessness - Famine Bridge Disaster Food Shortage Evacuation Stranded Travelers Exposure Transportation Disruption Hospital Overrun Utility Loss DO THE RESULTING FACTORS RELATE AND DOES TDS APPLY?
Long Term Storage and the Big Three You may be able to survive a few weeks or even a month without food. Why would you want to? Preparing a basic survival cache If you ve ever given thought to survival you know the big three Food Water Shelter Key Areas How much do you need? Why so much? Traditional and Commercial Foods Special Foods
Long Term Storage and the Big Three How much Food do You Need? Why is it so important? Short Answer: You can never have too much food stored away for hard times. Define hard times as anything that could directly effect an individuals ability to provide for themselves or their families Long Answer: The minimum for each family should be based on the family risk assessment (what are we preparing for?) Remember hours? Two Weeks 1 Month 6 Months 1 Year
Long Term Storage and the Big Three Rotate Rotate Rotate! Commercial Food vs Specialty Foods Commercially Prepared Foods Can t be stored for five to ten years Resulting in the need for rotation you can t store it and leave it. Specialty Foods Can be stored for up to 15 years (depending) Freeze Dried Nitrogen Packed Vacuum Sealed How to Rotate Baking Items Survival Foods Positives and Negatives Gardens / Canning
Long Term Storage and the Big Three Drawbacks and Difficulties Question 1: I m ready to start what do I store my food in? Glass Jars Canning Fresh Fresh Fresh! Food Grade Containers Chemical Free Mylar Bags Question 2: Where can I find Food Grade Containers? Made from Polycarbonate, Polyester or Polyethylene. Local Bakeries / Grocers (used) New online Infestations Oxygen Absorbers Desiccants
Long Term Storage and The Big Three Water Storage and Hydration The need for water is cornerstone to survival. Dehydration: Weakness Headache Dizziness Death Storing Water Two Gallons Per Day Per Person More than necessary Ensures water for cooking, and hygiene as well as drinking Commercial Water Packaging and Storing Your Own 2 Liter bottles Do NOT use MILK containers Freezing Water Food Grade Containers
Long Term Storage and The Big Three Water Purification Emergency Water Sources Commercial Purifiers Purification Tablets Pumps Improvised Purification Boiling Solar Stills - Rain Water Water that is not purified may cause illness Boiling water is the best method for purifying running water you gather from natural sources No chemicals required Does not removed heavy metals minutes should remove Guardia and Cryptosporidium Electric Pumps drawing water from wells Fill pots and pans prior to possible power outages Pour Through Emergency Systems
Do I Stay or Do I Go? Bugging our or Battening Down Bug out Bags Do you have a bag? Where do you keep it? Bags should contain (list isn t all inclusive): Money Clothes Hygiene Supplies Family Documents Extra Shoes Food / Snack Items Medication Spare Eyeglasses Basic First Aid Kit Deciding to evacuate is harder than deciding to stay Preparing the Car
Pulling It All Together What is the end goal? Resident Survivability Combination training focusing on low level survival skills in lock step with long term survivability. Simple task training as apposed to short list training Reduced needs requirements through independence Exercise Exercise Exercise It s imperative that our residents practice on their own Communicate with family members Remember the man who tried to change the world? Change in individual behavior speeds modification of behaviors across the board.
