1 GLOBAL ENVIRONMENT FACILITY (GEF, The Global Environment Facility (GEF) was established in October 1991 as a $1 billion pilot program in the World Bank to assist in the protection of the global environment and to promote environmental sustainable development. The GEF would provide new and additional grants and concessional funding to cover the "incremental" or additional costs associated with transforming a project with national benefits into one with global environmental benefits. 1

4 GEF 5 Strategy for Climate Change Focal Area Overall Goal -Climate Change Mitigation -to support developing countries and economies in transition toward a low-carbon development path 4

5 GEF 5 Strategy for Climate Change Focal Area Objectives: Large, medium-income developing countries and rapidly growing economies: -market transformation in the building, industry, and transport sectors; -technology transfer emphasizing market demonstration & commercialization of new, emerging technologies. 5

6 GEF 5 Strategy for Climate Change Focal Area Objectives: Small, low income countries: -boost support in investment and in technical and institutional capacity building; -expand efforts to help access modern RE; and -technology innovation and transfer focusing on adapting commercially available technologies to local market conditions. 6

7 GEF 5 Strategy for Climate Change Focal Area Objectives: Engagement in the carbon markets: -capacity building to help create enabling legal and regulatory environment; -support of programmatic carbon finance and other activities post-2012; 7

9 CC Strategic Objectives Objective 1: Promote the demonstration, deployment, and transfer of advanced low carbon technologies. -demonstrate & deploy leap-frog technologies that could have significant impact in the long-run in reducing carbon emissions; and -demonstrate, deploy, & transfer technology that is commercially available but has not been adopted in the local market. 9

10 CC Strategic Objectives Objective 2: Promote market transformation for energy efficiency in industry and the building sector. - enhance and expand investments in energy efficiency in industry & building sector; -develop and enforce strong policies, norms, and regulations; and -step-up policy interventions as well as scaling up energy efficiency investments. 10

11 CC Strategic Objectives Objective 3: Promote investment in renewable energy technologies (RETs) -boost investment in RETs; and -recognition that RE plays an indispensable role in combating global climate change and in addressing energy access, energy security, environmental pollution, and sustainable development. 11

12 CC Strategic Objectives Objective 4: Promote energy efficient, low-carbon transport and urban systems -climate change mitigation, reduction of local air pollution, and traffic congestion, providing access to affordable and efficient transport and public utilities; -promote energy efficient, low-carbon transport and urban systems; 12

13 CC Strategic Objectives Objective 4: Promote energy efficient, low-carbon transport and urban systems (cont.) -emphasis on integrated low-carbon urban planning for transport, energy efficiency, and RE, covering housing, transport, public utilities, and commercial development; and -measure and quantify global environmental benefits, to provide a basis for choosing the best sets of interventions. 13

17 System of Transparent Allocation of Resources (STAR) under GEF-5 Present initial STAR for Climate Change projects: $1,088 million for 144 countries. Total STAR allocation: $2,380 million (including biodiversity and land degradation projects). Total new contribution pledged for GEF-5: $3,499 million. Projects will need to fit country business plans and have the support of national Operational Focal Points (OFPs). 17
