Hall SUBJECT: Develop Recycled Water Recommendations to Governing Bodies RECOMMENDED ACTION: A. Review and Discuss Recycled Water Policies B. Review and Discuss Recycled Water Expansion Planning C. Review and Discuss Potential Collaboration on Recycled Water Initiatives SUMMARY: In March 2014, the District initiated communications with the City of Palo Alto to facilitate policy-level discussion on recycled water and recommended the formation of a committee of elected officials to develop policies and direction for recycled and purified water expansion. In May 2014, Palo Alto s Mayor agreed to form a Joint Recycled Water Committee. Separately, the District has contractual relationships with the City of San José (the administrative agency for South Bay Water Recycling) and with the South County Regional Wastewater Authority. More recently, the District has entered into agreements with the City of Sunnyvale and California Water Service Company to build facilities and supply recycled water to the new Apple campus in Cupertino. The County is in the fourth successive year of an extreme drought. Groundwater net extractions totaled 80,000 acre-feet (AF) in 2014 despite the District Board s call for 20 percent water use reduction over 2013 water usage. Facing continued drought conditions and shortages in water supply, on March 25, 2015 the District Board called for a countywide water use reduction target of 30 percent and a two-days-per-week limit on irrigating outdoor ornamental landscapes with potable water. The potential for land subsidence, which could impact infrastructure in the North County, is of great concern to the District s Board and other elected officials in the county based on the potential for continuing dry years and the potential impacts of local and imported water shortages on groundwater levels. The District s long-term water supply plans identify recycled and purified water sources as significant water supply additions for the county, leading up to an additional 30,000 AF of new supplies by Given the ongoing drought conditions, an Expedited Purified Water Program Page 1 of 4
4 SUBJECT: Develop Recycled Water Recommendations to Governing Bodies 07/29/2015 was been launched recently to provide capability for up to 45,000 acre-feet per year (AFY) of indirect potable reuse (IPR) by 2020 at an estimated cost of $800 million in current dollars. The initial phase of purified water projects would be in the category of IPR, in which purified water is used to supplement groundwater recharge from other existing sources (imported and local stored water). Subsequent phases may entail conversion of the IPR projects, in part, or development of additional projects to provide Direct Potable Reuse (DPR), in which highly purified water could be blended with raw water for treatment at the District s conventional water treatment plants prior to distribution to retailers. RECYCLED WATER POLICIES: District Policies The Board s Governance Policies and CEO Interpretations guide development of the recycled water program. The Board s water supply goal related to recycled water is contained in E-2.1- Current and future water supply for municipalities, industries, agriculture and the environment is reliable. The Board s water supply objectives are contained in the following Ends Policies: E-2.1.4: Protect, maintain and develop recycled water, and E-2.1.1: Aggressively protect groundwater from the threat of contamination and maintain and develop groundwater to optimize reliability and to minimize land subsidence and salt water intrusion. CEO Interpretation of these Ends Policies calls for the District to develop recycled water to meet at least 10 percent of County demands by The Board s Policy direction is to ensure that there is a reliable, clean water supply for current and future generations (Policy No E-2) and the associated Board Objective (2.1.1) is currently at risk of not being achieved due to the ongoing drought conditions and low availability of imported and local water supplies. While use of available supplies has enabled the District to provide water to the retailers during the current unprecedented drought, the District did not attain its planning goal of meeting at least 90 percent of demand in 2014 and may not do so again in Development of additional recycled water supply under Board Objective for recycled water is an important component in alleviating the shortfall to the community. Palo Alto Policies To be supplied. DISTRICT S POTABLE REUSE PLANNING: In 2014, the District and City of San José completed the South Bay Water Recycling (SBWR) Strategic and Master Planning Report. The SBWR Strategic and Master Planning Report evaluated opportunities to increase the use of recycled water from the San José/Santa Clara Regional Wastewater Facility and initiate the use of purified water for potable reuse including treatment at an expanded Silicon Valley Advanced Water Purification Center and at second smaller satellite facility. Four candidate IPR/DPR projects, (a) through (d) below, were identified for implementation in a phased delivery approach. A potential fifth project, (e) the extension of the Wolfe Road recycled water pipeline in Sunnyvale, while not evaluated extensively in the SBWR Strategic and Master Planning Report, is also potentially viable. Figure 1: Proposed Purified Water Projects The District s Board, on April 28, 2015, authorized the CEO to execute consultant contracts to initiate development of the Expedited Purified Water Program comprising the above five projects, with a target date of 2020 for construction completion. Recycled water produced at this plant currently serves Mountain View and Palo Alto. In 2014, the recycled water system delivered approximately 3,100 AF of non-potable reuse water, and deliveries are projected to increase to 4,000 AFY by Palo Alto has completed a Facility Plan that is intended to extend recycled water pipelines further into Palo Alto and allow the city to increase recycled water use. The Facility Plan recommended construction of approximately five miles of pipeline, retrofitting a recycled water pump station, constructing a new booster pump station, and constructing approximately five miles of lateral pipelines to over 90 use sites. These projects would initially serve approximately 900 AFY of non-potable reuse water, mostly to the Stanford Research Park Area. POTENTIAL COLLABORATION ON RECYCLED WATER INITIATIVES: District and City of Palo Alto staffs have periodically held discussions on recycled water programs and have beneficially shared planning information. The District contributed funds in the past to identifying solutions to the salt water ingress problem involving City of Mountain View wastewater pipelines feeding Palo Alto s Regional Water Quality Control Plant. Palo Alto recycled water experts have, for quite some time, served along with District personnel on a county Retailer recycled water subcommittee. Now, the District and City of Palo Alto, with the oversight of the Joint Recycled Water Committee, may identify collaborative efforts that offer benefits to the City of Palo Alto and the County and, further, may recommend actions by their respective governing bodies to pursue such collaborative efforts.
