1 Wastewater Master Facility Report For (Project Name) (Project Basin Location) The Wastewater Master Facility Report for (Project name) dated (Date); located in the (Basin Name) Basin has been completed by (Engineers Name) for (Owner/Developers Name). This report is prepared in compliance of Annexation Agreement dated (Date) (if applicable), Existing City Code, Utility Tariffs, and of Chapter 3, System Design and Layout, Standard Specifications for the Installation of Sanitary Sewer Mains and Services. This masterplan does not reserve capacity in the wastewater system until a building permit is obtained. Any changes to the development plan will require an addendum to this masterplan. 2 Wastewater Master Facility Report 1.0 Requirement Colorado Springs Utilities requires the preparation of a utility report in order to assess the impacts and service demands of any project or development proposal connecting to the public wastewater collection system. The utility report shall be prepared by the Engineer and include a technical report in the following numbered format and a preliminary plan as outlined in the following sections. The report shall be submitted, reviewed, and accepted by the Colorado Springs Utilities, Planning and Engineering Department, LYSC. (Per City Code Development Plans and Minor Development Plans) 2.0 Report The utility report shall provide an overview of the proposed project or development and proposed wastewater utility improvements, wastewater service demands, existing system impact and feasibility, and basic design requirements (Include a location map on the next page). The report shall also contain a development schedule. The following information should be included in the report: 2.1 Service Area: Describe the initial and ultimate area, measured in acres, which could be served by the new wastewater facilities. Include any off-site areas that would ultimately flow through the proposed service area. 2.2 System Layout: Describe the proposed collection system layout, including locations for connections with the existing wastewater utility system. 2.3 Collection System Analysis: Include a collection system analysis identifying any existing system impacts based on the proposed demands. Provide design solutions to ensure perpetuation of future wastewater utility system growth and maintain system capacity and flow rates. 2.4 Wastewater Main Sizing: Wastewater collection mains shall be designed to convey the full build-out peak flow. The following hydraulic design criteria should be used: Pipe Material/Size: The preferred pipe material is PVC with a minimum size of 8-inches Pipe Capacity: Pipes should be designed to a flow depth over diameter ratio not to exceed 0.70 or 75% full by end area of pipe Velocity: All pipelines should be designed to flow at a peak velocity greater than 2.0 feetper-second. If the velocity is less than 2.0 feet-per-second the Colorado Springs Utilities Operations Department must review and accept the design Slope: All pipelines should be designed at a slope greater than 1%. If the slope is less than 1% the Colorado Springs Utilities Pipeline Operations department must review and accept the design. Pipelines with slopes less than 1.04% and 10 and larger require As-Built plans to be submitted to Records Management. 3 2.4.6 Average Daily Design Flows: Single Family (2.5 persons per unit) Multi Family (1.9 persons per unit) Commercial (includes Elem. and Middle schools) Industrial (includes High Schools) Infiltration/Inflow (VCP pipe) Infiltration/Inflow (PVC pipe) 65 gallons per person per day 65 gallons per person per day 1300 gallons per acre per day 2000 gallons per acre per day 500 gallons per acre per day 200 gallons per acre per day Peaking Factor (PF) Single/Multi Family: The average-daily flows for Single-Family and Multi-Family should be converted to peak day flows using the following table. Colorado Springs Utilities Peaking Factors Population Peaking Factor Peaking Factor (PF) Commercial and Industrial: The average-daily flows for Commercial and Industrial should be converted to peak day flows using a constant peaking factor value of 2.0. This results in a peak day flow of 2600 gallons per acre per day for Commercial and 4000 gallons per acre per day for Industrial. 2.5 Wastewater Manholes: Manholes are required per the latest Wastewater Line Extension and Service Standards. Direct access by maintenance vehicles shall be provided to each manhole. The access drive shall be constructed within a thirty (30 ) foot wide easement with a sixteen (16 ) foot wide all weather surface such as asphalt paving, concrete paving or an adequate gravel base. The sixteen (16 ) foot drive shall be designed to carry H20 loading. 2.6 Compatibility with Wastewater Collection System Master Plan: Describe how the proposed wastewater utility improvements conform with the latest adopted Wastewater Infrastructure Strategic Plan. 4/26/2011 Page 3 of 7

4 2.7 Population Density: Define the initial and ultimate population densities that could be served by the new wastewater facilities. 2.8 Industrial Wastes: Define the estimated quantities and quality of any industrial wastes that could be discharged to the wastewater system from proposed industry. 2.9 Design Alternatives: Discuss alternative system layouts and methods of providing wastewater service, including an evaluation of each alternative and reasons for selecting the recommended design. All wastewater extensions shall conform with the Wastewater Line Extension and Service Standards the latest edition Special Conditions: Identify any special conditions, such as conflicts with other utilities, unusual installation depths or oversizing requirements, that require special provisions for improvements construction. This would include and interim service requirements Downstream Analysis: The consultant for the project in question shall analyze the downstream wastewater collection system pipelines until the estimated peak flow developed by the project shall be less than 5% of the pipe flow capacity. 6 DEFINITIONS 1. ACCESS means 24 hour unrestricted access to every manhole, pipeline, or facility and that the access allows a vehicle with an H-20 loading to reach all of the wastewater facilitates under all weather conditions. 2. APPROVAL means the final action of Colorado Springs Utilities. This action may take the form of an approval, conditional approval, or denial. 3. COLLECTOR means a 10-inch to 15-inch diameter sanitary sewer where one or more sanitary sewer mains are tributary. 4. CONSTRUCTION means entering into a contract for the erection or physical placement of materials, equipment, piping, earthwork, or buildings which are to be part of a domestic wastewater treatment works. 5. DESIGN CAPACITY means the rated capacity. This rated capacity shall be given in million gallons per day (MGD). 6. DOMESTIC WASTEWATER means a combination of liquid wastes which may include chemicals, household wastes, human excreta, animal or vegetable matter in suspension or solution. 7. DOMESTIC WASTEWATER TREATMENT PLANT (TREATMENT PLANT) means an arrangement of devices and structures for treating, neutralizing, stabilizing, or disposing of domestic wastewater, industrial wastes, and biosolids. The term domestic wastewater treatment plant does not include industrial wastewater treatment plants or complexes whose primary function is the treatment of industrial wastes, notwithstanding the fact that human wastes generated incidentally to the industrial process are treated therein. 8. DOMESTIC WASTEWATER TREATMENT WORKS (TREATMENT WORKS) means a treatment plant or facility for treating, neutralizing, stabilizing, or disposing of domestic wastewater, and the system or facility has a designed capacity to receive more than two thousand gallons of domestic wastewater per day. The term Domestic wastewater treatment works also includes appurtenances to such system or facility such as vaults, outfall sewers, interceptor sewers and pumping stations and to equipment related to such appurtenances. The term domestic wastewater treatment works does not include industrial wastewater treatment plants or complexes whose primary function is the treatment of industrial wastes, notwithstanding the fact that human wastes generated incidentally to the industrial process are treated therein. 9. EXPANSION means any construction which increases the design capacity of any facility meeting the definition of domestic wastewater treatment works which would involve increased organic or hydraulic loading to the sewage treatment plant. It does not mean the replacement in kind of facilities or equipment which would be considered ordinary maintenance. If a modification or replacement does not increase design capacity of the domestic wastewater treatment works, it is not an expansion. 10. GPD (gallons per day) or MGD (million gallons per day) means the total estimated or measured liquid waste flow during any twenty-four hour period to a domestic wastewater treatment works. 11. INTERCEPTOR SEWER - a sewer line will be considered as an interceptor sewer if it has an internal pipe diameter equal to or greater that 36-inches and it meets one or more of the following criteria: Note: This form is available in digital format from Colorado Springs Utilities Planning and Engineering 4/26/2011 Page 6 of 7

7 (a) It intercepts domestic wastewater from a final point in a collection system and conveys such waste directly to a treatment plant, the interceptor sewer may also collect wastes from limited numbers (fewer that 5 connections per mile of sewer) of building services and sewer laterals along its route to the wastewater treatment plant; (b) It serves in place of a treatment plant and transports the collected domestic wastes to an adjoining collection system or interceptor sewer for treatment; (c) It transports the domestic wastes from one or more municipal collection systems to another municipality or to a regional treatment plant; (d) It intercepts an existing major discharge of raw or inadequately treated wastewater for transport directly to another interceptor or to a treatment plant. 12. LIFT STATION (PUMPING STATION) means a wastewater pumping station that pumps the wastewater to a different point when the continuance of the sewer at reasonable slopes would involve excessive depths of bury or that pumps wastewater from areas too low to drain into available sewers. This definition of lift station does not include wastewater pumping stations for single family residences or clusters of five fewer single family residences. 13. LOCAL COLLECTOR means Public Sanitary Sewers that are less than 10-inch diameter. 14. MANAGEMENT AGENCY means a municipality, appropriately designated by the governor, in accordance with Section 208 of the Federal Clean Water Act and State Law, with responsibilities to implement all or part of an approved water quality management plan. 15. UTILITY means Colorado Springs Utilities a wholly owned enterprise of the City of Colorado Springs. 16. OUTFALL SEWER means a sewer that received treated wastewater from a treatment plant and carries it to a point of final discharge. 17. PERSON means an individual, corporation, partnership, association, state, or political subdivision thereof, federal agency, state agency, municipality, commission or interstate body. 18. STATE WATERS means any and all surface and subsurface waters which are contained in or flow in or through this state, but does not include waters in sewage systems, waters in treatment works or disposal systems, waters in potable water distribution systems, and all water withdrawn for use until use and treatment have been completed. 19. TRUNK LINE means a 16 inch to 36-inch diameter sanitary sewer that receives many tributary sewers and servers a large territory. 20. WATERCOURSE means the natural or humanmade channels or ditch or conveyance or standing body of water into which the effluent from a domestic wastewater treatment works is discharged and does not necessarily contain water at all times. 4/26/2011 Page 7 of 7
