5 PRE-FEASIBILITY STUDY FOR THE ESTABLISHMENT OF A PRE-COMMERCIAL CONCENTRATED SOLAR POWER PLANT IN NAMIBIA Terms Of Reference The Renewable Energy and Energy Efficiency Institute (REEEI) at the Polytechnic of Namibia of Namibia, on behalf of the Namibian Ministry of Mines and Energy (MME), seeks technical services on a pre-feasibility study for the establishment of a precommercial concentrated solar power plant in Namibia. He has developed DNI resource maps for India and Kenya. Geomodel s advanced modelling methodology (to be used in Namibia) is considered the leading in industry with superior accuracy verified by recent independent validation study. Dr. Gueymard s groundbreaking work with Geomodel on aerosols can improve aerosol data resolution in Namibia by more than double and DNI data accuracy by +-10% A Spin-off company of the German Aerospace Center (DLR) counts on more than 20 staff members based in Cologne, Germany as well as in Almería, Spain, and the specific know-how licensed from DLR. The founders have been members of the DLR Solar Research Department for many years. With their scientific developments, their worldwide field measurement experience they have become recognized experts in this field. CSPS brings the know how and experience of DLR to the project CSPS has worked extensively on Plataforma Solar de Almería Extensive due diligence work for banks Solar Institut Jülich (SIJ) is a CSP world renowned German research institute (part of the Aachen University of Applied Sciences) SIJ has strong experience on Technology Transfer Programs : ENERMENA AlSol Technology Park in Algeria Extensive training programs Specialized in the 1,5 MW Jülich Solar Tower demonstration project, but also on Storage & Hybridization Responsible for the design and implementation of a solar thermal desalination plant in Namibia (integrated in the CUVE waters Integrated Water Resources project in Central North Namibia) Consulting Services Africa has six divisions that work in very close collaboration, but there 3 divisions primarily responsible for the project. The Sustainable Energy Environment and Livelihood Division (SEEL), has experience in a variety of projects related to EIAs, socioeconomic and baseline studies, water resources management, sustainable land management, climate change, renewable energy, and training of SMEs. 12 PROJECT OVERVIEW (I) NATION-WIDE SOLAR RESOURCE ASSESSMENT Coupled with the data from Geomodel, an AOD analysis has been performed to increase the quality of the data (II) SITE SELECTION AND ENVIRONMENTAL ANALYSIS GIS study based on local data to identify suitable locations for CSP development, followed by site inspections and validation (III) HIGH LEVEL TECHNOLOGY REVIEW, INCLUDING HYBRID GENERATION AND BUSINESS MODEL CSP technologies overview coupled with selection of technologies for site specific conditions, financial analysis and required business model for the development of CSP (IV) BEST PRACTICES ON SOLAR GROUND MEASUREMENTS Best practices sharing for the Development of a network of ground measurement stations to be able to deliver solar resource statistical data (V) TECHNOLOGY TRANSFER PROGRAM Development of a program to develop the CSP industry in Namibia and provide opportunities for skil development and job creation associated with the CSP chain value. 13 (I) NATION-WIDE SOLAR RESOURCE ASSESSMENT; (II) SITE SELECTION AND ENVIRONMENTAL ANALYSIS Geomodel provides satellite data for DNI and GHI Geomodel uses daily values for AOD while most models use only monthly values AOD data is reviewed by SCS and quality is increased New DNI mapping is made incorporating the new data DNI data is used for the GIS study on site selection GIS study is carried out based on the following variables: DNI Power grid and existing generation and transmissions facilities Road and rail accesses Environmental constrains such as natural parks and reserved areas Water availability Environmental data: temperature, wind speed and direction, temperature and rainfall Soil type and slope Land ownership Several scenarios were defined for CSP deployment for near term, medium term and long term development including options for gas and biomass hybridizaton and coal augmentation NA.2012.A Pre-Feasibility Study for the Establishment of a Pre-Commercial Concentrated Solar Power Plant in Namibia

14 (III) HIGH LEVEL TECHNOLOGY REVIEW, INCLUDING HYBRID GENERATION AND BUSINESS MODEL; (IV) BEST PRACTICES ON SOLAR GROUND MEASUREMENTS; and (V) TECHNOLOGY TRANSFER PROGRAM CSP technologies technical overview including technology description, current market status and tchnology trends by experienced persons with experience in all technologies at several stages: research, development, design, implementation, engineering, procurement and construction.
