On-site evaluation of the common areas by an energy professional resulting in a high-level report with itemized recommendations. Eligiblity Iowa Economic Development The Iowa Economic Development (IEDA) makes available funding to adaptively reuse existing nonresidential spaces into multifamily units Low-interest loans for projects addressing affordable and workforce housing shortages. Available financing can be used for most construction related expenses, not just energy efficiency. IEDA funding recipients follow the agency s Iowa Green Streets Criteria, a set of sustainble design and construction guidelines leading projects toward achieving energy performance approximately percent better than current energy code. Third-party, Home Rating System (HERS) rater reviews project designs for efficiency levels and verifies energy performance levels upon project completion. Only projects in communities of less than 50,000 people are potentially eligible for federal funding. Federal funding can only be used to convert current non-residential building uses to residential uses with at least 51% of units reserved for low-tomoderate income residents. No new construction is allowed using federal funds. State loan funding potentially available in communities of all sizes. Iowa Finance The Iowa Finance (IEDA) administers state and federal funding programs to produce affordable rental units. Up to 22 points in energy incentives can be selected by developers. A third party energy consultant will provide an audit for existing buildings that outlines the requirements for the project to meet the selected energy saving options.
