1 10 years with energy efficiency in Northwest Russia; results and lessons learned Victor Kotomkin Norwegian-Russian Co-operation The United Nations Economic Commission for Europe (ECE) launched in 1991 the Energy Efficiency 2000 Project In 1993, ENSI was contracted by the UN ECE and the Norwegian Ministry of Energy to evaluate potential Demonstration Zones for Energy Efficiency in Russia. The recommendations of the study were followed, and funding granted to start up the project Energy Efficiency in Northwest Russia in Beginning of co-operation in Kirovsk (1995) The Collaboration Agreement on Energy Efficiency was signed between Norway and the Russian Federation in April
2 The Collaboration Agreement between Norway and the Russian Federation Energy Efficiency in Northwest Russia project is divided into several sub-projects, presented under five main headlines: Regional Energy Efficiency Centres Demonstration projects and commercial projects Training Information Financing Regional Energy Efficiency Centres Kirovsk 1996 Murmansk 1998 Arkhangelsk 1999 Petrozavodsk 1999 Syktyvkar 2003 Naryan Mar

7 Kola Energy Efficiency Centre KEEC KEEC is involved in developing and implementing 15 projects in three cities: -Apatity -Kirovsk - Polar Zory Project Examples; Apatity Hospital Block 2 (2004) Project cost USD including NEFCO grant USD Heat energy saving kwh/year Energy saving USD per year (30 %) Payback 5 years NEFCO support on the condition that savings will be repaid to a Revolving Fund of ESCO Apatity. 7

10 UNDP/GEF: Cost Effective Energy Efficiency Measures in the Russian Educational Sector Training of energy auditors, Developing 16 projects, 8 projects financed and implemented. Training of Trainers (11 Centres, 16 Trainers) Newsletter Education Website Support The Newsletter is also being distributed by direct mail to approximately 300 Russian and 300 international locations. 10
11 Results and Lessons Learned 6 Regional Energy Efficiency Centres were founded 1 ESCO and 5 Revolving Funds have been established REECs assist to local Administrations and authorities in development and finding financing for large scale projects The co-operation of NEEG with the EE Centres and the local Municipalities has been very good and brought valuable experiences that all involved stakeholders will take on board for future projects The State Duma and the Federation Council involve Centres in the discussion of new laws in the sphere of Energy Saving and Ecology Experience of work related to Energy Saving and establishment of Revolving Funds is used in other cities of Russia Changes in Russian Legislation The Kyoto Protocol has been ratified. Normative documents for its implementation are being developed Law No 210-F About principals of tariffs regulation of organisations of a communal complex has been adopted Law About placing of orders for goods delivery, execution of works, rendering services for state and municipal needs has been adopted The RF Government has decided to establish the Investment Fund for financing projects with a payback of no more than 5 years based on competition New edition of Law About energy saving is being developed The Concept of reforming budgetary process has been prepared The draft law About state support to autonomous (small) energetics is being developed 11
