2 1.o I NTROD U CTl ON Silvercrest Foods operates under a county council licence to discharge trade effluent. The licence was granted on the 05'h September 2.0 SCOPE In accordance with Silvercrest Foods IPPC application a site closure plan was compiled. a REFERENCE The Operator has developed a Site Closure Plan with regards to the requirements set out in accordance with its IPPC application. Facilitv Description and History Silvercrest Foods is a company which resides in a purpose built facility. In these premises we produce frozen burgers for a number of customers in Ireland and the UK. This facility opened in Ballybay in March 2000 and previous to that it operated in Coolock Ind.Est. Dublin. The plant employs around 160 personnel, operating a rotating three shift system of four day week-io hours per day. All our raw materials are sourced from approved suppliers, which are audited on an annual basis. Silvercrest foods has achieved EFSIS higher level accreditation, Law Labs. accreditation and have implemented an Environmental Management System which conforms to IS in order to meet National and International environmental management system requirements. 3 5.0 Site Plant and Equipment Q 0 The site will be vacated and a systematic approach will be taken in all areas of the site with respect to decommissioning. All areas of the site will be thoroughly cleaned both internally and externally. All equipment positioned indoors on the site will be cleaned in their respective positions. Oil present in gearboxes and transmissions will be removed and placed in the waste oil container. The equipment will then be removed and further cleaning will take place indoors. The equipment will be boxed for shipping. 6. Closure Considerations : 6.1 Waste animal byproducts. All animal by-products waste will be removed in containers from the site as regulated by the animal byproducts directive. All storage receptacles used on site will be washed and sanitized and their contents disposed off as animal by products. 6.2 Chemicals All chemicals unused onsite during decommissioning and all chemicals in the bunded storage area (Chemstore) will be removed offsite to other facilities for re use. 4 I Site Closure Plan Report for Silvercrest Foods 6.3 Waste Storage Areas All areas where wastes are stored will be washed and sanitized and any materials removed will be disposed under the animal byproducts regulations. 6.4 Concrete areas All outdoor concrete will be washed down and sanitized to remove any contaminants. The wash water will be discharged to sewer. I Wastewater treatment plant and surroundinq area Pump sumps and OAF unit will be washed out and solids removed. All areas inside and outside will be washed and sanitized to remove any potential contaminants. 6.6 Other processina equipment Refrigeration and other plant equipment shall be decommissioned and removed off site. This includes refrigeration and associated cooling towers. 6.7 Maintenance equipment and!mares All maintenance equipment and spares associated with the process will be removed and placed into storage. These include electrical equipment associated with the maintenance workshop. 6.8 Cooling Towers: The cooling tower will be emptied and decommissioned. 6.9 Underground structures There are no underground tanks, vessels or other structures used for the storage of chemicals or waste. The only subsurface structures on site are the surface water drains and the foul effluent lines, which carry the process waters to the pump station. All these drains will be cleaned and the contents of the pump station cleaned out and pressure washed. Silvercrest Foods Page 4 of 5
5 6.10 Overground structures. The buildings on site shall remain. In the event that the buildings will be demolished, any demolition or dismantling will be performed in accordance with good practice guidelines. 7.0 Soils and Subsoil s: All soils and subsoil s are at present designated uncontaminated. It is the company s policy to remediate immediately any soils or subsoil s following a contamination incident. The company s records shall demonstrate that no incidents arose whereby soils and subsoil s were contaminated from previous activities. No additional chemicals have been used since the initial assessment was undertaken. For this reason no soils or subsoil s will require remediation following this closure. Due to the nature of the business activity, it is reasonable to assume that the site activities did not adversely impact on the soils and subsoil s since the permit issued time.
