Name of the Project Redevelopment Activities of Cochin Port Trust at Willingdon Island, Kochi This Updated Form-1 is prepared/submitted as part of application seeking extension of validity of Terms of Reference (issued vide F.11-45/2013-IA.III, dated October 31, MoEF approved ToR is given as Appendix A) for One (01) additional year to enable submission of the EIA Report to MoEF 2. in the schedule Activity 7(e) 3. Proposed capacity/area/length/tonnage to be handled / command area/lease area/number of wells to be drilled With proposed expansion/modernization the capacity is envisaged to be enhanced to handle ~30 MTPA (General Cargo, Liquid Cargo, Dry Bulk Cargo, Clean Cargo), 92,000 ECU/annum and 3,500 passenger capacity cruise vessels at the existing 17 berths. An area of ~ 40.1 hectares (ha) has been earmarked for backup area of dry bulk cargo storage and cruise terminal, storage area for Ro-Ro berth and tank farms for liquid cargo. As such, it attracts the provisions of the Office Memorandum from MoEF vide J /41/2006-IA.II(I), dated December 2, 2009 and F. J-II013/41/2006-IA.II(I) (Part), dated March 30, Accordingly, CoPT is in the process of submitting the application for clearance to Forest and Wildlife department, Govt. of Kerala. This will be taken up by CoPT prior to coming to MoEF seeking Environmental Clearance for CoPT s proposed redevelopment activities at Willingdon Island. Field surveys and investigations have been carried out by CoPT for seabed surveys (viz. bathymetry), topography, marine geotechnical investigations, oceanographic measurements (wave, tide and current). However, CoPT is also examining the feasibility of using the dredged material from various dredging activities in the Port to create an artificial island in the backwaters in order to streamline the currents and minimize the extent of siltation in the Ernakulam and Mattancherry Channels. This option is being examined by CoPT with respect to cost benefit analysis, promotion of Nation s Tourism, loss of wetland area and other factors and is not addressed/covered as part of current proposed redevelopment Offshore structures? Cement/steel will be procured from reputed manufacturers as per availability. 2.5 Forests and timber (source MT) Timber for use in construction of buildings, modernisation/ mechanization plans, etc. will be needed as per project requirement and will be sourced (by the contractor) from licensed suppliers. 2.6 Energy including electricity and fuels (source, competing users) Unit: fuel (MT), energy (MW) Power requirement for effective functioning of activities after proposed redevelopment is ~ 40 MVA. Required power will be sourced from substations of KSEB; DG sets will also be used as source of power, as required. 2.7 Any other natural resources (use appropriate standard units) No Nil 3. Use, storage, transport, handling or production of substances or materials, which could be harmful to human health or the environment or raise concerns about actual or perceived risks to human health. /No 3.1 Use of substances or materials, which are hazardous (as per MSIHC rules) to human health or the environment (flora, fauna, and water supplies) Existing Port facility is already handling POL products. Proposed redevelopment plan also includes handling/storage of hazardous liquid cargo (Class A), POL products. During construction/operation phase of project, hazardous materials such as welding gases, paints, lubricants, etc. may be stored at project site. These will be stored as per prescribed safety norms and requirements of handling/storing hazardous materials (Hazardous Waste Management Rules). Such vehicles will have Pollution Under Control Certificate as applicable; DG sets will ensure to meet stipulated emission standards. 5.2 Emissions from production processes No Emissions from materials handling including storage or transport Fugitive emissions are anticipated from cargo loading/unloading, transfer points, stacking/transfer of cargo (especially coal), etc. and other emissions from diesel run handling equipment s. Impacts due to fugitive emissions are addressed and presented in the EIA Report. Emission from construction equipment and vehicles, diesel operated pumps, concrete mixers, dredgers, etc. 5.4 Emissions from construction activities including plant and equipment Fugitive dust emissions during transport of construction material Equipment s will be maintained to ensure minimum emissions; more-over construction activity will be for a short duration of period and restricted within the proposed redevelopment area of the Port. 5.5 Dust or odours from handling of materials including construction materials, sewage and waste Dust due to handling of construction material during construction phase Dust due to coal and other dry bulk cargo handling STP is proposed to be set up at the Port; STP operation may lead to possible odour 5.6 Emissions from incineration of waste No - 2 Activity Page 15

Similarly during operation phase necessary mitigation measures will be followed. 6.6 From lighting or cooling systems No From any other sources No - 7. Risks of contamination of land or water from releases of pollutants into the ground or into sewers, surface waters, groundwater, coastal waters or the sea /No Existing port facility is already handling POL products and chemicals. 7.1 From handling, storage, use or spillage of hazardous materials Hazardous liquid cargo (Class A), POL products will continue to be handled at the port. Handling of fuel oils required for port operations will be stored/ used as per the stipulations laid. Cargo will be handled using mechanised cargo handling systems, thereby limiting the possibilities of spills from occurring during normal operations. Handling of coal at the port will also be by using mechanised coal handling systems. Hazardous materials will be stored and handled as per the provisions of the manufacturer, storage and import of Hazardous Chemical Rules, Hazardous Wastes (Management and Handling) Rules and Amendments thereof. In the event of accidental spills of cargo during transfer from/to the ships, marine water quality and sediment quality in the 2 Activity Page 17

23 /No harbour basin may be affected. Measures shall be taken to recover the spills in order to minimise the impacts on marine water quality. Risks associated with handling, storage of hazardous materials have been addressed in the EIA study and appropriate mitigation measures have been suggested in the EIA report. 7.2 From discharge of sewage or other effluents to water or the land (expected mode and place of discharge) No Currently only septic tanks are available for all requirements. The sewage generated will be collected and treated in proposed STP to be developed on W/Island. Treated wastewater is proposed to be reused. Oily wastewater, if any, will be sent to the oil-water separator also proposed at the Port. 7.3 By deposition of pollutants emitted to air, onto the land or into water Port is already handling the different types of Cargo which are also planned as part of the redevelopment activities; however increase in handling capacity will have fugitive emissions due to cargo handling which can build up the air pollutant concentrations; the build up of air pollutant concentrations will also include fugitive emissions resulting from coal handling at the port. Accidental oil spills, ship wastes can impact the marine waters if not controlled. These issues have been addressed in the EIA study and covered in the EIA Report. 7.4 From any other sources No Adequate drainage system will be provided at the Port with separate collection streams to segregate the storm water run-off, material storage areas and other wastewater streams. 7.5 Is there a risk of long term build up of pollutants in the environment from these sources? Risk of accidents during construction or operation of the Project, which could affect human health or the environment /No During construction phase, hazardous material such as welding gases, paints, lubricants etc. will be stored on site. During operational phase, there will be storage of hazardous liquid cargo, POL products, coal (Non-Hazardous Material), all of which may cause fire hazards. 8.1 From explosions, spillages, fires etc from storage, handling, use or production of hazardous substances Hazardous materials will be stored and handled as per the provisions of the manufacturer, storage and import of Hazardous Chemical Rules, Hazardous Wastes (Management and Handling) Rules and Amendments thereof to avoid accidents during construction or operational phase. As per Disaster Management Plan (DMP), the necessary measures will be followed to meet any eventuality and to combat hazards or disasters during port operations. 8.2 From any other causes No Could the project be affected by natural disasters causing environmental damage (e.g. floods, earthquakes, landslides, cloudburst etc)? During the design stage the effects from natural disasters (like cyclones, floods etc.) will be considered and necessary precautionary measures would be built in or implemented. The project area lies beyond the cyclone zone and therefore the risk of cyclones is negligible. 2 Activity Page 19

Factors which should be considered (such as consequential development) which could lead to environmental effects or the potential for cumulative impacts with other existing or planned activities in the locality /No 9.1 Lead to development of supporting utilities, ancillary development or development stimulated by the project which could have impact on the environment e.g. 1. Supporting infrastructure (roads, power supply, waste or wastewater treatment, etc.) Redevelopment of the Port will lead to overall socio-economic development of region. Necessary supportive utilities, infrastructure, etc. to cater the requirements of the Port will be developed/enhanced as part of the proposed redevelopment project. 2. Housing development 3.
