ASSOCIATION OF PACIFIC PORTS 101 st Annual Conference, July 2014 Current Trends in Marina Planning and Design, PE, LEED AP, Reid Middleton
Outline Introduction Market & Demand Planning Environmental Design Summary Questions
Number of Boats Consumer Confidence Recreational Boating Demand Discretionary Activity Income Trends Economic Conditions Consumer Confidence 300, , , , , , Jan-03 Jan-04 Jan-05 Jan-06 Jan-07 Jan-08 Jan-09 Jan-10 Jan-11 Jan-12 Jan-13 Wholesale Shipments Consumer Confidence U.S. Wholesale Boat Shipments and Consumer Confidence. 4 Recreational Boating Demand Recovery is happening but slowly* Boating retail expenditures increased 10% in 2012 to $35.6 billion. Used boats account for 91% of sales Approx. 1 million used boats were sold in 2012 While trend is up, still significantly below pre 2007 levels Early 2014 Numbers for Washington are Encouraging** New boat sales in Washington are up dramatically in 2014 First quarter new unit sales are up 23.4% and 26.4% in dollars. Second quarter new unit sales are up 28.4% and 37.7% in dollars. * NMMA, **NWMTA
Percent of Total New Boat Buyer Age Distribution Twice as many new-boat buyers are over 65 as are under 40 Used-boat buyers also are aging, albeit not as quickly. Since 1997, the age of the average new-boat buyer has increased from 45 to 53. During the past 15 years, the percentage of new-boat buyers under 40 has shrunk by half from a third to 16 percent Buyers 2012 Buyers BST Associates referencing Boating Industry Magazine & InfoLink, Trade Today
Recreational Boating Demand Those who participate in boating as a child are more likely to boat as an adult Youth opportunities Discover Boating Grow Boating Initiative (NMMA, )
Recreational Boating Demand Inwater moorage for small boats becoming more seasonal Depending on location Result in low off season inwater occupancy rates Increase in moorage alternatives for <30 vessels Upland dry stack storage opportunities increasing on Pacific Coast Prevalent in Florida and East Coast with 2 tides Improvements in forklift capacities makes haulout accessible with higher tidal ranges Full service, climate controlled dry storage buildings Open storage on land often less costly than inwater moorage Trailerable boat ramps and offsite storage
Commercial Fishing Trends Fishing fleet declining but fish value increasing Alaska Fleet declined from 3,300 vessels in the early 1990s to 1,430 in 2012 Volume of Fish Landing Decreasing but Value Increasing Volume of fish landed in Washington is about half that in the 1980s Value of fish landed in Washington is about twice that in the 1980s Regional variations 3,500 3,000 2,500 2,000 1,500 1, Everett Other Snohomish County Other Washington Alaska Oregon California Boats licensed in Alaska (Distant Water Fleet). 9 Market Trend Marinas diversifying inwater and upland Recreational and Commercial Facilities Small Cruise Vessels & Ferries Small Boat Centers Floating Homes Boathouses Gathering Floats Resort Amenities Upland Storage Boatyards & Services Upland Residential, Retail, & Commercial Developments Community Activities, Festivals, & Attractions Marinas as destinations not storage
Market and Demand Summary Currently difficult market for recreational & commercial fishing boats Recovery is occurring but still much lower than pre 2007 levels Boaters looking for cost effective ways to stay in boating Boat owner average age is increasing National programs working to increase participation Increased competition between Marinas Inwater moorage versus upland storage Discretionary activities Marinas increasing diversity in facilities and amenities
Planning and Design Planning and Design Guidelines for Small Craft Harbors ASCE Manuals and Reports on Engineering Practice No. 50
Planning Planning Considerations Limited New Facilities Lack of suitable & available natural harbor locations Increased environmental constraints Increased Costs of Permitting and Construction No to minimal return on investment Lack of public funding for permanent recreational moorage Limited funding for guest moorage Significant Number of Renovations Expansions
Planning Engage stakeholders User input Public involvement Work with partners (Utilities, Parks Dept., Natural Resource Agencies, USACE, Non-profits) Early agency input Tribes Environmental groups Adjacent property owners & operators
Planning Coastal or river analysis Wave, currents, wakes Water level fluctuations Sediment movement Historical shoreline changes Inwater ownership & legal boundaries Pierhead, Harbor, & Channel Lines Inwater geotechnical Biological studies Upland studies View analysis
Planning Harbor Infrastructure Dredging Difficulty in permitting changing intertidal to deep water Testing & Disposal Costs Beneficial use of dredge material Breakwaters Layout and Options High Cost Water circulation and quality Sea level rise, tsunami, other extreme events Inner Harbor Structures Upland Facilities
