1 SUBSTANCE NAME VAPORPH 3OS phosphine fumigant phosphine GENERAL STATEMENT VAPORPH 3 OS phosphine fumigant is a cylinderized source of pure phosphine for the fumigation of agricultural post-harvest products or storage structures. Pure phosphine gas is blended with carbon dioxide or forced air to produce a nonflammable fumigant gas for on-site use in controlling pests in enclosed empty spaces and enclosed space containing stored listed raw agricultural commodities, processed foods, stored tobacco, animal feeds, and nonfood products. Not for use on barges. Not for burrow treatment. VAPORPH3OS is designed for use in conjunction with Cytec-approved blending equipment capable of diluting the phosphine concentration to below its lower flammability limit of 1.8% (vol.). VAPORPH 3 OS is pyrophoric and intended for use in accordance with its approved pesticide label. For details refer to the VAPORPH 3 OS Phosphine Fumigant Application Manual. It is a violation of US federal law to use this product in a manner inconsistent with its labeling. Workers should be properly instructed and supervised in the handling of the substance. A LOAEL of 4.5 ppm and a NOAEL of 1 ppm were observed in mice after exposures of 6 hours/day, 5 days/week for 13 weeks. Phosphine caused chromosomal aberrations in male rat bone marrow and lymphocytes. No effects were observed in female rats. This substance is not classified as a carcinogen. This substance is not classified as causing reproductive toxicity. RESULT Phosphine rapidly degrades in biological systems. Phosphine has a low potential for bio-accumulation. Phosphine is not considered to be persistent, bioaccumulating nor toxic (PBT). 3 Human Health VAPORPH 3OS phosphine fumigant is used solely in agricultural applications. When the recommended risk management measures and required operational conditions are observed, worker exposures are expected to be minimal during the post-harvest use of VAPORPH 3OS. Significant consumer exposure to phosphine, including residues in food, is not expected. Environment Due to physical/chemical characteristics phosphine has a low potential for bioaccumulation, rapidly degrades in biological systems and accumulation in organisms is not expected. No direct release of phosphine to soil is expected during use. RISK MANAGEMENT RECOMMENDATIONS May be fatal if inhaled. The liquid may cause burns. Avoid contact with skin and eyes and avoid breathing vapor. Keep animals, children and unauthorized persons away from area under treatment, until area is shown to be free from phosphine gas, as indicated by a gas measuring device. Working in an area with undetermined concentrations requires a self-contained breathing apparatus (SCBA) with full face-piece operated in a pressure-demand mode. Do not get in eyes, in nose, on skin or on clothing. Do not eat, drink or smoke while handling VAPORPH3OS Phosphine Fumigant. Phosphine gas may deaden the sense of smell. Do not depend solely on the odor to detect VAPORPH3OS Phosphine Fumigant. The following are first aid measures that should be taken if exposure should occur: Ingestion: Not an expected route of exposure. Skin Contact: May cause frostbite to unprotected skin upon contact with dispensing equipment while gas is discharged rapidly. Take off contaminated clothing and allow clothes to aerate in ventilated room prior to laundering. Call a poison control center or doctor for treatment advice. Eye Contact: Hold eye open and rinse slowly and gently with cool water for minutes in case of freezing or cryogenic "burns." Do not rinse eyes with hot or even tepid water. Remove contact lenses, if present, after the first 5 minutes, and then continue rinsing. Call a poison control center or doctor for treatment advice. Never introduce oil or ointment into eyes without medical advice. Inhalation: Move person to fresh air. If person is not breathing, call 911 or an ambulance, and then give artificial respiration, preferably mouth-to-mouth if possible. Call a poison control center or doctor for further treatment advice. Rescuers within the areas of potentially unsafe levels of this product (the "HOT ZONE") should employ appropriate personal protective equipment such as a positive pressure, self-contained respirator (self-contained breathing apparatus; SCBA) during the rescue of the victim. Call a poison control center or doctor for further treatment advice. In the event of an accidental release, evacuate the area immediately. A response into the leak area should only be attempted by trained emergency responders. If it is possible to shut off the source of the leak from a remote area, it should be done.
