3 Improvements to Florida s Rail Network Orlando Commuter Rail Project Reallocation of Freight Operations Along Existing A-line and S-line Routes Construct Freight Rail Support Tracks at Three Locations along the Commuter Rail Corridor Construct New Intermodal/Automotive Terminal Facility in Winter Haven

4 Orlando Commuter Rail Project 61.5-mile commuter rail system from Deland to Poinciana FDOT acquired approximately 61.5 miles of CSXT A-line and additional adjacent properties Passenger service for the commuter rail network to commence in 2014

5 Operations and Infrastructure Changes FDOT acquired 61.5 miles of current CSXT A-line. The A-line generally parallels Interstate 4 and US Certain A-line freight traffic to be redirected to S-line. CSXT S-line corridor parallels US 301. To handle the additional freight traffic, the CSXT S-line corridor must have improvements to the existing infrastructure (signals, sidings, bridges, cross-overs, etc.) for additional traffic. 8 Typical Environmental Permits for Florida Projects USACE Wetland and Stream Impact Permit (404 Permit) Environmental Resources Permit through the local Water Management District offices - including the State 401 Water Quality Certifications Threatened and Endangered Species Take Permits (USFWS and FDEP) Florida Division of Historical Resources Concurrence letters State, County, and Local Floodplain Permits (FEMA) FDEP Stormwater Permits (NPDES) o Submit Notice of Intent (NOI) o Weekly/Post-rain site inspections o Monthly QA inspections by outside consultant

9 Portfolio of S-line Projects CSXT identified 24 potential S-line Infrastructure Improvement Projects Prioritized to 16 Projects to be fully permitted and constructed Construction commenced in 2010 o Four projects in service o Nine projects under construction

10 Winter Haven Terminal Facility In February 2007, AMEC and BDA were requested to assist CSXT and RPI with the environmental permitting for the Winter Haven Project. 318 acres for the terminal facility with over 46 acres of wetland impacts miles of newly constructed Pollard Road Extension with approximately 2 acres of wetland impacts.

14 Winter Haven Intermodal/Automotive Terminal - Construction Status Pollard Road Open July 2012 Terminal and Track construction underway Lift equipment to be delivered and assembled 2Q 2013 Terminal Open April 2014

15 Environmental Concerns - Wetland Areas Crawford Baldwin-Fouraker Winter Haven CSXT minimized and avoided impacts where possible. Worked with WMD to offset wetland impacts by purchase mitigation credits from a USACE-approved mitigation bank.
