12 Clean Energy Partnership Arbeitskreis H 2 -Mengenmessung Just one station of five deliver reasonable statistics In average: 35 % of all refuelings have a deviation above 9 % As higher the refueled quantities as lower the deviation (with the exception of amounts > 3 kg) Weights and Measures Act allows +- 2% deviation (for CNG) 2 non-calibratable systems are compared Cars: Calculating (different results of OEMs shown) HRS: Coriolis-principle (flow rates below 8 g/s are not measurable) Conclusions Development of flow meters, all flow rates should be measurable (flow rates according to SAE 2601) And/or Weights and Measures Act needs to be changed/adjusted (respectively created for hydrogen refueling) 11
13 Germany to expand nationwide network of hydrogen filling stations from 15 to 50 by 2015 June 20 th, 2012 joint Letter of Intent to expand the network of hydrogen filling stations in Germany signed by the German Ministry of Transport, Building and Urban Development (BMVBS) and several industrial companies part of the National Innovation Programme for Hydrogen and Fuel Cell Technology (NIP) overall investment more than 40 million (US$51 million) market-relevant testing of filling-station technology ensure a needs-driven supply for fuel cell vehicles coordination by NOW GmbH in the frame of the Clean Energy Partnership (CEP) To facilitate market introduction [of fuel cell vehicles] we need a hydrogen station network covering and connecting the metropolitan regions. 17 International alignment on regulations, codes and standards required Mass-flow metering Fueling protocol Regulations, codes, and standards Fueling connector NOW in cooperation with the Federal Ministry of Transport, Building and Urban Development (BMVBS) initiated the first International workshop on H2 infrastructure and transportation from 24th to 26th of June in Berlin. The Goal of the workshop was to share international experience and knowledge in order to discuss current challenges and to develop new strategies to further integrate HFC (hydrogen and fuel cell) technologies into the global transportation sector. The workshop opened the opportunity to align common interest and to harmonize the appearance of key players, such as the USA, Japan, Germany, Scandinavia and the European Commission to accelerate the advancement of hydrogen and fuel cell technology globally. 22 International news Japan This August, METI has announced the budget for station installation in FY 2013 and FY2014. In FY2013 the budget is about 35 mio. and 19 HRS are expected to be deployed. In the FY2014 the budget will be 62 mio. and 40 HRS, the same is planned for 2015 but not yet confirmed. In summary this ends up with 100 HRS by the end of FY2015 and an overall budget of 159 mio.. UK Norman Baker recently announced in the UK [ ] Action for roads paper ( over 500 million of new capital investment between 2015 and 2020 to continue to support the development and adoption of ULEVs in the UK.[ ] USA The California State Senate and Assembly approved a measure that would continue the state's clean vehicle and fuel incentives through Assembly Bill 8 would provide more than $2 billion in funding to help fleets and consumers purchase clean and low carbon cars, trucks, buses, and construction equipment. EU Extension of the JTI Fuel Cells and Hydrogen until 2020 with a budget of 700 mio.. 21
