3 WHY DISCUSS ONSITE TREATMENT SYSTEMS? Subsurface Sewage Treatment Systems (SSTS) Over 25% of Minnesota s households use onsite treatment systems (SSTS s). Onsite treatment systems protect human health and the environment. All systems must be managed. Per local reporting, the MPCA has stated that approximately 1/3 of all systems in Minnesota are failing.

11 ONSITE WASTEWATER TREATMENT WHO DESIGNS? <2,500 gpd ISTS (Individual): Basic Designer 2,500 gpd to 5000 gpd ISTS with operating permit: Intermediate or Advanced Designer 5,000 gpd to 10,000 gpd: Advanced Designer or Professional Engineer >10,000 gpd LSTS: Professional Engineer

12 ONSITE WASTEWATER TREATMENT WHO REGULATES? <2,500 gpd Typical residential system: Managed by owner and permitted by County >2,500 gpd 5,000 gpd: Possible small association, small business, school permitted by County and may require an operating permit >5,000 gpd 10,000 gpd: Small community, business, school permitted by County and an Operating permit is required (Nitrogen and Phosphorus Treatment) >10,000 gpd: State, MPCA, Operating Permit, Wastewater License.

15 ONSITE WASTEWATER TREATMENT ODORS What is that smell? Sewage Hydrogen Sulfide Methane Where are the odors detected? Inside home Vent stacks Near septic tank Any area relative to the treatment system

16 ONSITE WASTEWATER TREATMENT WHAT TO DO IF YOU SMELL ODORS If it inside the house, it typically means a plumbing issue. Could be cracked piping, dry traps or removed sewer piping covers/caps. Check lids on septic tank to verify there are no leaks or gaps. Check for ponding near the soil treatment system. If you cannot determine any sources on your property, the odor may be from a neighboring property or business.

19 Why? WHY IS A GOVERNING ENTITY ESTABLISHED TO TAKE OWNERSHIP OF A SYSTEM? For the purpose of promoting the public health and welfare by providing an adequate and efficient system and means of collecting, conveying, pumping, treating and disposing of domestic sewage, garbage and industrial wastes within the district. (Minn. Stat )

TYPES OF MANAGING ENTITIES ( OWNERS) Homeowner Association, Mobile Home Parks, Prisons Association owns and operates the facility and service area Joint Powers Board Two or more Townships (Governmental units) maintain ownership and responsibility of the facility/service area by creating a Joint Powers Board Subordinate Sanitary District Township maintains ownership and responsibility through a separate agenda item, added to regular Township activities. Petition signed by 50% of property owners in service area

21 Who? SANITARY DISTRICT Citizens of the facility/service area are appointed by the local governing entity to construct, maintain, finance and manage the facility Petition to the MPCA Signed by officer of the LGU Petition signed by 20% of voters in service area

52 OPERATIONS System Information/Operations WHAT NOT TO FLUSH Fats Oils Grease (FOG) Fats, Oils and Grease (FOG) should not be placed in the sewer system. For example, dishes should be wiped before washing or placed in the dishwasher, drain grease from cooking pans, etc. Simply stated, when in doubt, throw it out. Garbage disposals should not be used, essentially it is putting FOG into the system. Water Softener The brine that is released during the recharge cycle can cause harm to bacteria in the system. - Update to newer efficient softener - Discharge brine to separate trench - Surface discharge per MPCA approval
