2 1.0 INTRODUCTION & PROJECT DESCRIPTION: M/s.Balewadi Tech Park Pvt.Ltd has proposed Commercial development at Survey No 20, Balewadi, Taluka Haveli Pune The project site will be developed into Commercial development. This is a permissible activity under existing rules as the site is in the development zone. 1.1 PROJECT BACKGROUND: Details of proposed development are given as follows: Table 1: Location details Survey No 20, Balewadi, Taluka Haveli Pune Project details Total Plot Area m 2 Deductions m 2 Net Plot m 2 Commercial Development Ground coverage m 2 ( 28 %) R. Total Proposed Built-up area As per FSI m 2 Total Construction Built- up Area m 2 The total built-up area of the proposed project is more than 1,50,000 m 2 as per the Environment Impact Assessment (EIA) Notification dated 14 th September 2006 and subsequent amendments thereto, the project falls under 'Category B1' with project or activity type number '8', which require preparation of EIA Report. EIA Report shall address the environmental impacts of the project on surrounding 10 km radius and shall propose the mitigation measures for the same. The Report shall be prepared, based on the model TOR given in Environmental Impact Assessment Guidance Manual for building construction projects by Ministry of Environment & Forests and Climate Change (MoEF & CC) in April Manual for Building, Construction, townships and area development projects prepared by Administrative Staff College of India, Hyderabad will be followed for preparation of EIA report. Any additional project specific ToR given by SEAC shall also be incorporated in the final EIA report. 2
3 This proposal will be studied for the proposed development: Description of the project site, geology, topography, climate, transport and connectivity, demographic aspects, socio-economic aspects shall be detailed out. Project details Site planning Water Requirement and its source, waste water generation, solid waste generation, debris and excavation soil management, power requirement, other utilities for amended proposal shall be detailed out. Status of environmental amenities Environmental liabilities like energy conservation, green belt development, waste water treatment and recycling, rain water harvesting, solid waste management, energy conservation measures, drainage pattern of the surrounding area shall be explained, runoff from the project site shall be calculated and capacities of the internal and external storm water drains shall be studied. Sewer line in the surrounding area of the project site shall be ascertained with respect to their capacities to take the load of excess treated sewage from the project. Essential Top sheets / Maps: A map of the study area 500 m from the boundary of the project area, delineating the major topographical features such as land use, drainage and locations of habitats, major constructions including roads, railways, Petroleum and Mineral pipelines, and industries if any in the area shall be reported in EIA. Land Use Land Cover maps of the study area covering 10 km radius around the project site are prepared using Remote Sensing and GIS which shall be a part of EIA. Contour map and drainage pattern of the project site and surrounding area shall be studied. Description of the project site, geology, topography, climate, transport and connectivity, demographic aspects, socio, cultural and economic aspects shall be detailed out. 3
4 Water Requirement for the project and its source, waste water generation, solid waste generation, power requirement, other utilities, type of building material to be used shall be detailed out. Detailed layout plan of project development, communication facilities, access/approach roads, landscape, sewage disposal facilities, and waste disposal etc. shall be studied. 2.0 DESCRIPTION OF THE ENVIRONMENT: In order to get an idea about the existing state of the environment, various environmental attributes such as meteorology, air quality, water quality, soil quality, noise level, ecology and socio - economic environment shall be studied /monitored. The methodology for conducting the baseline environmental survey considered shall be as per the guidelines given in the Environmental Impact Assessment Guidance Manual for building construction projects. Baseline data with respect to air quality, noise level, water quality and soil quality in the study area shall be collected by conducting primary sampling / field studies shall be studied and incorporated in EIA. Study Area: The study area is considered to be the area within 500 m radius of the site for Environmental monitoring while for studying the Environmental sensitivity radius of 10 km is considered. Primary Data Collection for study area within 500 m angular distance around project site Ambient air quality Noise Level Groundwater & Surface water quality Soil quality Ground survey Flora & Fauna Socio-Economic conditions Secondary Data Collection for area covering 10 km radius Flora & Fauna Socio-Economic conditions 4
5 Sensitive areas such as forests, Sanctuaries, places of historical, archaeological & tourist importance. Land use/ Land cover Map of the study area clearly delineating the location of various monitoring stations (air/water/soil and noise) superimposed with location of habitats shall be shown. Primary data shall be collected for one season except rainy season. Monitoring of the parameters shall be carried out within the study area. 6 Status of study area for environmental sensitive places within 15 km Locations of environmentally sensitive areas within 10 km radius around project site are marked and studies will be conducted accordingly to identify and mitigate the impact of proposed activity. Land Environment (Land-use, Solid Waste Generation and Management) Water Environment (Surface and Groundwater Quality) Air Environment [Meteorology (Secondary data from IMD), ambient air quality and noise levels] 6
7 Biological Environment (Flora& Fauna) Socio-economic environment (Demographic profile, Occupational structure, Educational facilities, Health care facilities, literacy status, etc.) 2.1 Land Environment It is the first feature which influences the development of a new project is the existing land use pattern of the neighborhood of the project. Study of land use pattern employing remote sensing techniques and ground truth and also through secondary data sources shall be studied. Soil analysis of the selected locations in the study area shall be carried out. Solid wastes generation & management shall be categorized into two phases i.e. during construction & during operation phases. Details for the following types of wastes shall be given: Excavation and Construction waste Municipal waste, i.e., biodegradable and non- biodegradable waste Hazardous waste (Mainly during construction phase) E-waste, if any STP sludge 2.2 Water Environment Baseline water quality shall be monitored. Water requirement during construction and operation phase shall be quantified and their source shall be identified. Scheme for rainwater harvesting shall be prepared as per the hydro-geological report of the project site. Water saving practices shall be suggested to reduce the water demand. Quantity of sewage shall be estimated management scheme for sewage shall be framed. 2.3 Air Environment Climatological data shall be obtained from India Meteorological Department (IMD) station for one year. Micro meteorological data consisting of wind speed, wind direction, temperature, humidity, rainfall (peak and average daily rainfall) and wind rose patterns shall be reported in EIA. Baseline data for ambient air parameters namely RSPM, Oxides of Sulphur, Oxides of Nitrogen and Carbon monoxide (CO) at project site and in an area extending 500 meters radius from the 7
8 boundary of project site has been carried out for the period February to April This may please be accepted in the ToR for our EIA studies. Baseline data of noise at the project site and the areas extending 500 meters radius from the boundary of project site shall be ascertained. Hourly reading for 24 hours at each location shall be monitored. Equivalent Noise levels in db (A) for day and night time shall be reported in EIA. 2.4 Biological Environment As per guidelines of MoEF for Environmental Impact Assessment, pertaining to construction projects, total study area shall be up to 9.5 km radius from the project site, of which primary data shall be collected from the area up to 500m radius and remaining area up to 9.5 km shall be represented by secondary data. The data up to 500 m radius will be generated with reference to topography, land use, vegetation pattern, flora, fauna etc. 2.5 Socio Economic Environment Demographic details as per Census shall be reported in the EIA. Following attributes for baseline socio-economic status of the study area shall be studied. Demographic Features and Infrastructure Decadal Growth Rate Settlement Pattern and Growth Population Literacy Education Facilities Historical, religious and tourist centers. 3.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES: The anticipated negative and positive impacts on the land, water, air, ecological and socioeconomic environment during the construction and operation phases shall be predicted. Impact identification for this project shall help to suggest mitigation measures to reduce adverse impacts due to the development. Best environmental practices, conservation of natural resources, environmental management plan, environmental monitoring programme including budgeting for the expenditure proposed, 8
9 corpus funding for long term maintenance of environmental management facilities in future shall be suggested. 4.0 ENVIRONMENTAL MONITORING PROGRAM: Environmental Monitoring Program shall include: Frequency, location, parameters of monitoring Summary matrix of environmental monitoring, during construction and operation stage Requirement of monitoring facilities Compilation and analysis of data and reporting system 5.0 ADDITIONAL STUDIES: Risk Assessment Studies for the construction and operation phase, the safety precautions to be taken during construction phase and the Disaster Management Plan and Emergency Preparedness Plan Onsite and Offsite shall be studied. Traffic Impact Study shall be studied. Hydrogeological & GIS based drainage pattern study to identify impact of development on river. 6.0 PROJECT BENEFITS: Details about the improvements in physical infrastructure, social infrastructure, employment potential and other benefits that are accrued shall be incorporated. Employment potential of this project during construction and operation phases shall be evaluated. 7.0 ENVIRONMENTAL MANAGEMENT PLAN: Adequate environmental management measures will be incorporated during the entire planning, construction and operating stages of the project to minimize any adverse environmental impact and assure sustainable development of the area. The EMP s shall include the following elements: Air Pollution Control and Management Noise Control and Management Water Conservation Wastewater Management Storm water management 9
10 Solid, Hazardous and E Waste Management Energy Conservation and use of Non conventional energy Traffic Management Plantation, Landscaping and Land Management Management of Social Issues Occupational, Safety and Health issues Environmental Monitoring Emergency Response Plans for emergency scenarios Environmental Management System For the effective and consistent functioning, an Environmental Management System (EMS) will be established at the site. The following components will be part of the EMS: Environmental Policy Objectives & Targets Structure and Responsibility Emergency Planning Environmental Monitoring Program Operation and Maintenance of Environmental Management Facilities like STP, rain water Harvesting, solar systems, landscape development, solid waste management system Non-conformance & Corrective and Preventive Action Short term and long term budgetary provisions for the EMP 8.0 DISCLOSURE OF CONSULTANTS ENGAGED: The consultants engaged and nature of consultancy rendered shall be listed in EIA. Master Layout Category 8(b): STANDARD TERMS OF REFERENCE FOR ONDUCTINGENVIRONMENT IMPACT ASSESSMENT STUDY FOR TOWNSHIP/AREA DEVELOPMENT PROJECTS AND INFORMATION TO BEINCLUDED IN EIA/EMP REPORT, APRIL
11 1) Examine details of land use as per Master Plan and land use around 10 km radius of the project site. Analysis should be made based on latest satellite imagery for land use with raw images. Check on flood plain of any river. 2) Submit details of environmentally sensitive places, land acquisition status, rehabilitation of communities/villages and present status of such activities. 3) Examine baseline environmental quality along with projected incremental load due to the project. 4) Environmental data to be considered in relation to the project development would be (a) land, (b) ground water, (c) surface water, (d) air, (e) bio-diversity, (f) noise and vibrations, (g) socio economic and health. 5) Submit a copy of the contour plan with slopes, drainage pattern of the site and surrounding area. Any obstruction of the same by the project 6) Submit the details of the trees to be felled for the project. 7) Submit the present land use and permission required for any conversion such as forest, agriculture etc. 8) Submit Roles and responsibility of the developer etc for compliance of environmental regulations under the provisions of EP Act. 9) Ground water classification as per the Central Ground Water Authority. 10) Examine the details of Source of water, water requirement, use of treated waste water and prepare a water balance chart. 11) Rain water harvesting proposals should be made with due safeguards for ground water quality. Maximize recycling of water and utilization of rain water. Examine details. 12) Examine soil characteristics and depth of ground water table for rainwater harvesting. 13) Examine details of solid waste generation treatment and its disposal. 11
12 14) Examine and submit details of use of solar energy and alternative source of energy to reduce the fossil energy consumption. Energy conservation and energy efficiency. 15) DG sets are likely to be used during construction and operational phase of the project. Emissions from DG sets must be taken into consideration while estimating the impacts on air environment. Examine and submit details. 16) Examine road/rail connectivity to the project site and impact on the traffic due to the proposed project. Present and future traffic and transport facilities for the region should be analyzed with measures for preventing traffic congestion and providing faster trouble free system to reach different destinations in the city. 17) A detailed traffic and transportation study should be made for existing and projected passenger and cargo traffic. 18) Examine the details of transport of materials for construction which should include source and availability. 19) Examine separately the details for construction and operation phases both for Environmental Management Plan and Environmental Monitoring Plan with cost and parameters. 20) Submit details of a comprehensive Disaster Management Plan including emergency evacuation during natural and man-made disaster. 21) Details of litigation pending against the project, if any, with direction /order passed by any Court of Law against the Project should be given. 22) The cost of the Project (capital cost and recurring cost) as well as the cost towards implementation of EMP should be clearly spelt out. 23) Any further clarification on carrying out the above studies including anticipated impacts due to the project and mitigative measure, project proponent can refer to the model ToR available on Ministry website " 12
