SAUGATA ROY: SHRI RAM MOHAN NAIDU KINJARAPU: SHRI KESINENI NANI: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) (b) (c) (d) (e) whether the number and capacity of Common Effluent Treatment Plants set up in the country are inadequate for the treatment of waste water/sewage randomly discharged by various industries and as only 30% of sewage flows through treatment plants; if so, the details thereof and the reasons therefor, State/UT-wise, including Tamil Nadu and West Bengal; the percentage of the total sewage being treated annually by the Common Effluent Treatment Plants, urban and rural areas of the country; whether the Government proposes to increase sewage treatment capacity in the country and if so, the details thereof along with the funds earmarked for installing new treatment plants, State/UT-wise; and the steps/ measures taken by the Government to ensure the treatment of waste water before its discharge into the rivers including penalty for violators? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) FOR ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI ANIL MADHAV DAVE) (a)to(c) (d) According to Central Pollution Control Board, 193 Common Effluent Treatment Plants (CETPs) are installed in the country with combined capacity of 1474 Million Litres per Day (MLD) which is given at Annexure I. There are 920 Sewage Treatment Plants (STPs) in different States/UTs including Tamil Nadu and West Bengal out of which, 615 STPs are operational, 80 STPs are non-operational, 154 STPs are under construction and 71 STPs are under planning stage. The details of the STPs are given at Annexure II. The estimated sewage generation in the country was 61,948 MLD in 2015 against available treatment capacity of 23,277 MLD. This Ministry has been supplementing the efforts of the State Governments in collection and treatment of sewage generated in towns for identified stretches of various rivers (excluding Ganga and its tributaries) under the National River Conservation Plan (NRCP). Under NRCP, sewerage system and sewage treatment plants are set up in polluted stretches of Rivers based on the proposals received from State Governments. Sewage treatment capacity of MLD has been created at
2 a sanctioned cost of Rs crore under NRCP (excluding Ganga and its tributaries). The details, State-wise, are given at Annexure-III. In addition, funds are also available under other programmes viz. Atal Mission for Rejuvenation and Urban Transformation (AMRUT) programme of Ministry of Urban Development and the Namami Gange programme of Ministry of Water Resources, River Development and Ganga Rejuvenation. (e) The steps taken by the Government to address the issues of water pollution include the following:- i. Installation of Online Effluent Monitoring System to check the discharge of effluent directly into the rivers and water bodies; ii. Setting up of monitoring network for assessment of water quality; iii. Action to comply with effluent standards is taken by State Pollution Control Boards / Pollution Control Committees (SPCBs / PCCs) to improve the water quality of the rivers; iv. Financial assistance for installation of Common Effluent Treatment Plants for cluster of Small Scale Industrial units; v. Issuance of directions for implementation of Zero Liquid Discharge; vi. Issuance of directions under Section 5 of Environment (Protection) Act, 1986 to industries and under Section 18(1)(b) of Water (Prevention and Control of Pollution) Act, 1974; vii. Preparation of action plan for sewage management and restoration of water quality in aquatic resources by State Governments; viii. Implementation of National River Conservation Plan (NRCP) for abatement of pollution in identified stretches of various rivers and undertaking conservation activities which inter-alia include interception & diversion of raw sewage, construction of sewerage systems, setting up of sewage treatment plants, low cost sanitation facilities, education and awareness creation, community participation, electric/improved wood crematoria and river front development. ***
