4 Key message 1 Europe, like much of the industrialized world, is using an increasing amount of materials. The EU-27 average annual use of material resources is some 16 tonnes per person. Total waste generation in the EU27 plus Croatia, Iceland, Norway, Turkey: 3 billion tonnes (2006) On average, about six tonnes of waste per person are generated each year in the EU-27.

6 Key message 2 The overall trend in waste generation, including hazardous waste, is upwards. However, most recent data shows a decrease but diverse country trends The 6th EAP objective of substantially ti reducing waste generation has neither been achieved nor is likely to be met in the coming decades unless production and consumption patterns are transformed.

12 Waste Prevention in the EU Legislation The recent EU legal instruments and strategies, such as the revised Waste Framework Directive (2008/98/EC), the Thematic Strategy on the prevention and recycling of waste and the 6 th Environmental Action Programme (EAP) prioritise waste prevention, i.e. decoupling waste generation from economic growth and environmental impacts.

13 Waste Framework Directive Waste Hierarchy The Waste Framework Directive (WFD) introduces and defines basic concepts and lays down waste management principles such as the waste hierarchy. Waste prevention is the most favourable option in the waste hierarchy.

14 Waste Framework Directive Article 29, paragraph 1 of the WFD obliges the members states to present waste prevention programmes no later than December 12th The European Environment Agency (EEA) is invited i to include in its annual report a review of progress in the completion and implementation of waste prevention programmes according to Article 30,,paragraph p 2 of the WFD.

17 Waste prevention policies an overview Waste prevention targets Very few countries have quantified waste prevention targets The Brussels capital region of Belgium By 2020: Reduction of 37kg/inhab/year of household waste (targets per streams: food, paper, superfluous packaging, ) Reduction of 37 kg/worker/year office waste Reduction of 6,5 kg/pupil/year of school waste Reduction of 10% of non-households waste production The Flemish region of Belgium Keep generation of household waste constant at 560 kg/inhab. 18 Waste prevention policies an overview Waste prevention targets Hungary The target is that, with preventive measures, by 2014, less than 20 million tonnes of waste should be generated, and waste production per HUF 1000 GDP should be less than 0.7 kg; the per capita waste generation should be less than 2000 kg/year. 25 2010 Eionet Workshop on Waste, Berlin The overall objectives of the 2010 Eionet workshop were to facilitate the exchange of experiences within the area of waste prevention, to contribute to capacity building in waste prevention and to foster the establishment of waste prevention programmes. Eionet representatives from 33 countries participated in the workshop along with representatives ti from the EU Commission i (DG ENV, Eurostat), ETC/SCP and the EEA. Together with different stakeholders, a total of 67 people took part in the workshop.

26 2010 Eionet Workshop on Waste, Berlin The workshop consisted of four sessions: - Session I Discussion of waste prevention in different life cycle phases (with breakout groups on production phase/ retailer and wholesaler phase (distribution)/ consumption phase) - Session II Poster presentation from Eionet countries - Session III Developing elements of a waste prevention programme (with BGs on setting priorities/ elaborating strategy and plan/ implementation and monitoring) S i IV P ti f F d W t ( ith BG d ti f iliti - Session IV Prevention of Food Waste (with BGs on production facilities, retailers and wholesalers and service sectors and households)

27 Further work The EEA will facilitate the further exchange of information and experience through the creation of a platform on the web, workshops, etc. It is important to develop a common language on waste prevention. What are we talking about in waste prevention? The EEA will prepare a reflection paper to identify the current situation in the Eionet countries by identifying successes and gaps in waste prevention and showing different approaches to waste prevention. The EEA will support in the coming years a further investigation in cost-benefit The EEA will support in the coming years a further investigation in cost-benefit analyses of the waste prevention. The EEA will start work on providing a tool box to investigate the economics of waste prevention.
