24 EE Engaging private consumers towards sustainable energy Specific challenge: Consumers should be more aware, active, energy sufficient, and be prosumers. Specifically: Due to fluctuating energy prices, 50 million Europeans are affected by energy poverty; Collective consumer actions are hampered by barriers; Insufficient use of ICT solutions; Insufficient understanding of energy bills; Need to increase understanding of consumer behaviour in relation to energy efficient products. Type of Action: CSA (100%)

25 EE Engaging private consumers towards sustainable energy Scope: The proposed action should cover one or more of the following: Empower and facilitate actions for consumers to become prosumers, or to form collective consumer groups/ consumer cooperatives; Support vulnerable consumers in tackling fuel poverty in their everyday life. This should also aim at achieving structural changes of national policies; Facilitate deployment of existing ICT-based solutions for energy efficiency, with a focus on action.

26 EE Engaging private consumers towards sustainable energy Scope: The proposed action should cover one or more of the following: Facilitate consumer understanding of energy bills, leading to actions allowing for a reduction in energy consumption; Improve consumer understanding and route purchase decisions towards higher efficiency products, without compromising comfort.

27 EE Engaging private consumers towards sustainable energy Scope: The proposed action should: Develop tailored and innovative engagement actions; Focus on clearly defined target groups of private consumers; Demonstrate an understanding of different types of behaviour and consider different types of approaches to address them using current theory; Address the risk of "rebound effects", where relevant; All relevant stakeholders should be involved; Preferably cover wide geographic area; Include policy lessons from the action, when relevant.

28 EE Engaging private consumers towards sustainable energy Impact: Primary energy savings triggered by the project within its duration (in GWh/year per million Euro of EU funding); Number of people changing their behaviour and taking informed decisions; Number of consumers engaged by actions aiming at improving consumer understanding and routing purchase decisions towards higher efficiency products;

29 EE Engaging private consumers towards sustainable energy Impact: Renewable energy production and investments in sustainable energy triggered by the project within its duration; Policies and strategies created/adapted to include fuel poverty (to be measured in number of citations / statements from governance bodies).

Consider European added value of proposed action Market segmentation: divide bigger target group into subgroups of consumers and implement specific actions to target them Relevant stakeholders necessary for the successful implementation of the action should be involved (in particular consumer associations) Impact is crucial: to be supported by clear calculations, robust assumptions and baselines (taking into account relevant data) clear link to the proposed activities! Proposal should cover one or more of the proposed sub-topics consider carefully how many sub-topics you address

35 EE 16: Effective implementation of EU product efficiency legislation Challenge: By 2020 full implementation of the EU product efficiency legislation should be one of the most important contributions to the EU energy efficiency target; Need for coordinated and improved market surveillance activities.

36 EE 16: Effective implementation of EU product efficiency legislation Scope: Building up monitoring, verification and enforcement of the EU's related products policy; Market Surveillance Authorities* (MSAs) must be in the consortium; Go beyond the 'normal' activities of MSAs; Energy savings, lower compliance, challenging products Databases to record inspection results. The market surveillance authorities are the authorities of the EU Member States, of the EEA EFTA states (Norway, Iceland and Liechtenstein) and of the Customs Union with the EU (Turkey) responsible for enforcement of ecodesign, energy labelling and labelling of tyres regulations, appointed in accordance with Regulation (EC) No 765/2008 of the European Parliament and the Council
